1 Ogle County Highway Department Road & Bridge / GIS Committee Meeting Minutes I. Meeting called to order at 7:32 AM by Chairman Hopkins at the Ogle County Courthouse, County Boardroom. Members present: Lyle Hopkins, Skip Kenney, Pat Saunders, Ron Colson, Dorothy, John O Brien, and Marty Typer. II. Received Bids A County Aggregate 1. Motion to accept all bids Dorothy 2. Vote - All in Favor It is noted by John O Brien that the credit card bills for GIS and the Highway Department were reviewed, documentation was included, and they were found to be in good order. V. Petitions and Resolutions A. Section CS, 2014 County Engineer Salary Resolution 1. Motion to approve-dorothy B. Local Agency Agreement for Federal Participation RS, Pines Road overlay, 8 th Street in Oregon to Ridge Road. 50% ($315,000) FHWA and 50% Ogle County 1. Motion to approve-dorothy C. Local Agency Agreement for Federal Participation BR, Fox Lane Road culvert, Woosung Twp 80% ($112,000) FHWA and 20% Local 1. Motion to approve- Marty Typer 2. Motion seconded by Dorothy 3. 3 D. Equipment Storage Building Award and Appropriation Resolution, $720,186 from Long Range Planning Fund 1. Motion to approve-dorothy 2. Motion seconded by Pat Saunders E. Section PK Award and Appropriation Resolution, $178, from Long Range Planning Fund and $100,000 from County Highway Fund. 1. Motion to approve- 2. Motion seconded by VI. Business & Communications A. Unfinished Business 1. The lighting upgrade contractor agreed to the contract terms as proposed by the County Engineer and the office lights were upgraded last week. The metal halide lights in the shop will be upgraded next. The DCEO energy grant will pay for 58% of the cost of the upgrade leaving $7800 due from the highway department for the upgrade of all the lights in the building. The power consumption of the new lights will be about 50% of the old lights. 2. The County Engineer notified the Committee that the department was unsuccessful in acquiring a used Badger rubber tired excavator by auction last month. The County Engineer will continue the search. B. New Business 1. I.A.C.E. Legislative Committee Nothing to report. 2. I.A.C.E. Revenue Fact Finding Committee Nothing to report. 3. Next Meeting Tuesday, February 11, 7:30 AM, Ogle County Boardroom Lettings: Township MFT Aggregate Township Calcium Chloride Township Pipe Culverts County Pipe Culverts 2014 Crackfilling Project Status Report: Freeport Rd culvert extensions - in winter shutdown Mulford Rd construction - punchlist completed in Spring 5. With the changing IT/GIS workloads (and the passage of the 2014 County Budget), Larry Callant has been assigned the duties of IT 3

4 Manager and Kris Gilbert has been promoted to GIS Coordinator by the Ogle County GIS Partnership. The Committee congratulated Kris on her promotion and are fully supportive of her in her new position. 6. The Committee reviewed the 2014 Committee meeting schedule and voted to approve it. a. As a follow up to the County Engineer salary discussions, the Committee and County Engineer discussed the education, professional licensure, and statutory requirements of the County Engineer. 8. The County Engineer has been working with a National coalition to portray the impacts of 97,000# trucks on local roads. Congress mandated the FHWA to perform a study of the impacts of larger trucks on the nation s highways. As Illinois representative, the County Engineer is bringing the impacts of these larger trucks upon the local highway system to light. Not only is there an impact on the roadway but impacts will be felt on the bridges, culverts, and rural intersections. 9. The County Engineer will be representing Illinois at the upcoming National Association of County Engineers (NACE) conference in April. IACE will be covering room and transportation costs. The County will cover his conference registration costs. Many professional develop hour (PDH) opportunities exist by attending the conference. 30 PDHs are required every two years for his professional engineer license renewal. 10.The Committee thanked the department employees and drivers for their hard work keeping the county highways free of snow and ice this year. The department has already incurred $70,000 in overtime and the winter is only half over. From December 8 to January 11 the drivers only had one day off. 11.The Committee was notified that salt deliveries are becoming rare. The Department is still waiting on salt ordered on December 20. Approximately 1000 tons have actually been delivered this year. Another 1500 tons of salt are on order yet to be delivered. Annually the department orders nearly 4600 tons of salt. 12.The KSB Drug and Alcohol Testing consortium annual report from 2013 indicated that the department had no positive drug or alcohol tests for the year. In fact, the department has never had a positive result. 4

5 VII. Public Comment Dorothy asked if the County Engineer had heard what the ICC final determination was for the new ComEd transmission alignment. The County Engineer has not heard what the final alignment will be yet. John Finfrock asked if the low tractor bid met the issued specifications. The County Engineer said that the bid will be reviewed and if the bid does not meet the required specifications, the award will be made to the second place bidder. VIII.
