Roll Call Citizen Participation The following citizens discussed reasons not to fund the Planned Parenthood pre-natal program through the 2008/2009 Human Services and Children s Well-Being funding. Suggestions were also made regarding shifting funding to other prenatal care programs. Mr. Dobrowolski distributed documents to the Ways and Means Committee (On file in County Clerk s Office). John Harburg, 610 Archwood, Ann Arbor Angela Cesar, 7473 Oakland Hills Dr., Ypsilanti The following citizens thanked the Board of Commissioners for funding the Planned Parenthood pre-natal program through the 2008/2009 Human Services and Children s Well-Being funding, and discussed the pre-natal program at Planned Parenthood: Melissa Stuber, Planned Parenthood Joanne Bailey, 539 N. Ashley, Ann Arbor Lisa Scheiman, 2424 Tamarack Ct., Ann Arbor Thomas Partridge discussed the lack of public transportation in the County, and stated that transportation should be funded through a County wide tax measure. Commissioner Follow-Up to Citizens Participation Comm. Sizemore stated that he is putting the issue of transportation on one of the first Working Session agendas early in Comm. Smith discussed the process of selecting grantees for the Human Services and Children s Well-Being funding. He added that Planned Parenthood has gone through a rigorous review process, and that non-profit partners are heavily relied upon in these difficult economic times. Comm. Smith added that there are many issues surrounding teen pregnancy, and stated that there are many social issues involved. He stated that Planned Parenthood provides comprehensive care for pre-natal health as well as comprehensive reproductive care.

2 Comm. Lovejoy Roe stated that the actual grant is about pre-natal care specifically. She stated that she has recently obtained figures, and would be interested in the 10 year history of funding the Planned Parenthood program. She discussed the process of passage of this program and the budget. Comm. Lovejoy Roe stated that she is interested in the distrust regarding this issue and added that she would like to see the Board try to fill the disconnect that currently exists. Comm. Ping Mills asked about the process in which the Human Services and Children s Well-Being funding would be passed. Bob Guenzel reported that there will be three opportunities to vote on this issue: (Board of Commissioners Meeting tonight issue itself, Budget tonight Ways and Means and Nov. 14 at the Board of Commissioners meeting). She asked if any other organizations applied for this funding. Guenzel stated that he is unsure if proposals offering similar services were offered. Comm. Ouimet stated that he would also like to see if similar organizations applied. New Business: Civic Infrastructure Community of Interest: Equalization: 2007 Apportionment Report adopting the Washtenaw County 2007 Apportionment Report be Land Use & Environment Community of Interest: Employment Training & Community Service: Annual 2007 Employment Services Program Growth, for the period of July 1, 2007 through June 30, 2008, in the amount of $490,216, authorizing the Administrator to Annual Federal Foster Grandparent Program ratifying the signature of the County Administrator on the application to the Corporation for National and Community Service, for the period of January 1, 2008 through December 31, 2008, in the amount of $447,938, authorizing the Administrator to sign the Notice of Grant Award; amending the budget; authorizing the Administrator to sign delegate contracts be Annual Service Center Operations Program Growth, for the period of July 1, 2007 through June 30, 2008; in the amount of $147,405; authorizing the Administrator to Annual Workforce Investment Act (WIA) Capacity Building and Professional Development Plan Growth, for the period of July 1, 2007 through June 30, 2008; in the amount of $24,000; authorizing the Administrator to

3 Annual Workforce Investment Act (WIA) Incumbent Worker Program Growth, for the period of July 1, 2007 through June 30, 2008; in the amount of $194,212; authorizing the Administrator to Workforce Investment Act (WIA) Statewide Youth Activities Growth, for the period of July 1, 2007 through June 30, 2008; in the amount of $21,442; authorizing the Administrator to Administrator: Resolution regarding the Saline Court authorizing the establishment of a separate fund to receive positive net position funds from the District Court as well as other funding as directed by the Board of Commissioners, funds being held in reserve and earmarked for Phase II of the Saline Court construction be Comm. Lovejoy Roe asked about the impact of this item on the general fund. Burger reported that there is no way to determine at this time due to a recent budget adjustment. Burger described funding for the Saline Court. Comm. Lovejoy Roe asked about historical net positive results and asked for further analysis on the general fund impact before the next meeting. Contract with Chevron Energy Solutions authorizing the Administrator s signature on the contract with Chevron Energy Solutions, in the amount of $75,000, to conduct a Comprehensive Energy Audit (CEA) at the Washtenaw County Correctional Facility, 2201 Hogback Road be Kerry Sheldon gave a presentation on the Washtenaw County Central Plan Project (On file in County Clerk s Office). Comm. Grewal asked about the use of fossil fuel in the project. Sheldon reported that there is usually at least a nominal use of fossil fuel. Comm. Grewal asked about emissions and the impact based on type of fuel being burned. Sheldon stated that she could provide a breakdown of the effects on air quality. Comm. Bergman asked if cost savings have been figured out with regards to depreciation. Sheldon reported that she would factor these in. Comm. Lovejoy Roe asked about the estimated pay back for the investment. Sheldon reported that if savings are not reached within 20 years, Chevron does not get paid. Comm. Lovejoy Roe asked about the permitting process. Sheldon reported that more data would be needed to take to the State. Comm. Schwartz discussed the process and the involvement of the DEQ. He stated that his key concern is the location of the facility. Comm. Schwartz also discussed the cost of fuel, now and in the future. Comm. Lovejoy Roe asked for a more detailed analysis of the DEQ perspective prior to the next meeting. Comm. Irwin thanked Sheldon for all of the work done so far. He reported that he feels that all of the right questions are being asked, and that information can be gained so that an informed decision can be made.

4 Budget Guenzel reported on the budget. He discussed changes that have been made (Cover memo, listed in Ways and Means packet under 08/09 Budget). Comm. Sizemore discussed the $300,000 in the budget for economic development on the east side of the County. Some of the issues raised by Comm. Sizemore included: eastern County incubator, the Aerotropolis project, and youth programs. Comm. Ping Mills asked about a possible western economic development program. VanDerworp discussed maintenance of the rural character of the western side of the County and the relation to maintaining a tax base. VanDerworp also discussed the Food System Economic partnership. Comm. Ouimet discussed the eastern leadership group. He added that there is economic development on the western side of the County. Comm. Ouimet stated that the question for him is putting out money without benchmarks or goals. Guenzel stated that he appreciates those comments, and added that he does not intend to short change any part of the County. Comm. Ouimet stated that regarding the building services item, it will be important to go to Township and Village government to see what can be done to help. Guenzel reported that Dalrymple could provide further details before final adoption of the budget. Guenzel reported that he would like more integration with the United Way in the next budget cycle. Comm. Schwartz thanked staff for their work on the eastern initiative. He reported that the $300,000 is going to enhance development plans in local communities, not be used to dictate to local governments. He added that another issue is improvement of school districts. Comm. Ping Mills discussed ensuring a way for the funding forum to cover all races and ethnicities. Comm. Smith thanked Comm. Irwin and Guenzel for the negotiation process that took place. He added that these funds are used systemically, and that initiatives that will lead to further growth will be implemented. Comm. Smith stated that if funds can be used on items such as intergovernmental cooperation for example. He also stated that regarding the Children's Well-Being issue, if the decision is overturned, it opens the door to reevaluating all of the applications, and disregarding work done by staff. Comm. Lovejoy Roe asked about pension contributions. Guenzel stated that these figures are rolled into fringe benefits, and added that there will be an expected Executive Session on 12/5 regarding labor relations. Comm. Lovejoy Roe asked about the increasing pension contribution. Comm. Ouimet stated that this is the WCERS plan. He added that the question is whether that will level off. Comm. Lovejoy Roe seconded by Comm. Ping Mills moved to increase funding over the current proposed budget for additional police officers in Washtenaw County in the amount of $739,000 for January 1, 2008 through December 31, 2008; for the purpose of providing a minimal level of police service throughout Washtenaw County: one patrol car 24/7 during the 2008 calendar year, funds to come out of general fund balance. Comm. Ouimet stated that he is always weary of pulling funds out of general fund balance. He added that a police service committee has been meeting, and he would like to know how they feel about this resolution. He stated that impact needs to be evaluated. Comm. Lovejoy Roe stated that the budget process is very foreign to her. She stated that she is willing to investigate other methods of funding. Comm. Irwin stated that he feels that there are many processes and forums provided through the County when dealing with the budget process. He added that he does not support taking funds from fund balance. He stated that he feels there needs to be a police presence, but also other initiatives that have been discussed tonight. Comm. Irwin seconded by Comm. Gunn moved to table the motion. Roll call vote: YEAS: 6 NAYS: 4 (Comms. Ping Mills, Ouimet, Lovejoy Roe, and Schwartz) ABSENT: 1 (Comm. Peterson). Motion carried. Comm. Ping Mills asked if there were any applicants with the exception of Planned Parenthood that applied to the Human Services and Children s Well-Being funding to provide the same service. Guenzel reported that other than Planned Parenthood, none had applied.

5 Comm. Lovejoy Roe moved to remove Planned Parenthood funds and move them to internal operations that work to reduce the rates of infant mortality and encourage breast feeding. Motion failed due to lack of a second. adopting the budget be Roll call vote: YEAS: 9 NAYS: 1 (Comm. Lovejoy Roe) ABSENT: 1 (Comm. Peterson). Motion carried. Report of the Administrator Guenzel reported that the County is currently awaiting a decision on the Open Meetings Act claim. He also reported that the Townships have filed appeals to the 12 claims that were dismissed, and added that the County would be filing appeals to its dismissed counter claims. Report of the Chair of the Board Comm. Irwin reported that there would be a ten minute break before the start of the Washtenaw County Board of Commissioners meeting. He also thanked staff and Commissioners for all of the hard work that has gone into the budget process. Items for Current/Future Discussion None Citizen Participation Paul Dobrowolski, 218 W. Bemis, Saline, advocated moving funds granted to Planned Parenthood to Corner Health Clinic. Tom Partridge stated the County has failed on all fronts of the planning process. He also discussed the lack of police service provision in the County. Patty Mahur discussed transferring funds from Planned Parenthood. She added that she hops the Board will change their minds on the issue. Kathy Leach, 7566 Henley Dr., Ypsilanti Township, discussed the rating system. Melissa Stuber reported there are higher numbers of people consulting the Planned Parenthood side of the business, driving down the pre-natal side of the business. She thanked the Board. Melissa Stuber, Planned Parenthood, discussed participant data as well as funding sources of Planned Parenthood. Judy Bloss, 2060 W. Michigan, Ypsilanti, asked about the term comprehensive pre-natal care. She stated that she would like to know who applied for funding, and what specifications are met. Treese Ballew stated that she suggested viewing michigan.gov to search for an alternate funding source. She discussed contributions to Planned Parenthood. Angela Sazar discussed figures in the Planned Parenthood annual report. Commissioners Follow-up to Citizen Participation Comm. Smith stated that Comprehensive pre-natal care is simply a title. He stated that Planned Parenthood, mid- Michigan is a separate non-profit. He urged further investigation to see what role Planned Parenthood really plays in the community. Pending None Adjournment Comm. Gunn seconded by Comm. Sizemore moved that the meeting be adjourned until November 14 th, 2007 at 6:30 p.m. Motion carried.
