1 October 20, 2015 This regular meeting of the Jerome City Council was called to order by Mayor Dave Davis at 5:30 p.m. Present: Mayor Dave Davis, Councilman Robert Culver, Councilman Dale Ross, and Councilman Jason Peterson. Councilwoman Dawn Soto was excused. Also present were staff members: City Clerk Shonna Fraser, City Attorney John B. Lothspeich, City Administrator Mike Williams, Information Services Manager Carlos Hernandez, Wastewater Lead Operator Brad Henry, Finance Officer Ross Hyatt, Assistant Finance Officer Kathy Cone, Engineer Rick Wuori, Library Director Linda Mecham, Human Resource Manager Ida Clark, Public Works Director Walt Appell, Building Official Dave Richey, Police Chief Dan Hall, City Planner Esmeralda Chavez, and Fire Chief Tom Hughes. PLEDGE OF ALLEGIANCE: Mayor Davis led the audience in recitation of the pledge of allegiance. Mayor Davis commented it was nice to hear the children s voices in the audience reciting the Pledge of Allegiance. INVOCATION: RE CHURCH: Father Rob Irwin, St. Jerome s Catholic Church, and Reverend Kevin Lindley from Life Church of the Magic Valley provided the invocation. CONSENT CALENDAR: Those items contained in the consent calendar are as follows: 1. Approve the minutes of the October 6, 2015 regular meeting, October 6, 2015 executive session, and October 13, 2015 special meeting 2. Officer s reports Fire, Building, Library, Law Enforcement, and Finance 3. Approve ICRMP Insurance renewal at a cost of $205, Approval to pay Magic Valley Labs for September testing in the amount of $4, Approval to pay SKM, Inc. for support for alum & permeate pump and Ethernet port in the amount of $5, Approval to pay So Idaho Solid Waste for September sludge hauling in the amount of $14, Approval to pay Weschem Inc. for sodium hypochlorite in the amount of $3, Approve claims

2 Councilman Culver made the motion to approve the consent calendar as presented. Second to the motion was made by Councilman Ross. After consideration the motion passed unanimously by the following vote: AYES: Councilman Ross, Councilman Peterson, and Councilman Culver. NAYS: None. FIRE DEPT PRESENT AWARDS TO FIRE PREVENTION POSTER WINNERS: Mayor Davis announced the winners of the elementary school Jerome Fire Prevention Poster Contest are present tonight to receive their awards. Fire Chief Tom Hughes thanked everyone for attending. He was glad to have the department at the schools to help with their fire safety education. He also thanked everyone that attended the pancake breakfast. Deputy Fire Chief Jeremy Presnell and Firefighter David LaCelle explained the contest rules and presented the awards with the help of Ms. Chavez. Deputy Chief Presnell reported the Fire Prevention Week pancake breakfast was a shared venture with the Jerome Rural Fire Department. It was very successful with attendance between people. Many community businesses donated to the breakfast, and to the many prizes for contest winners. Chief Hughes announced all of the winners will receive a ride to school on a fire truck with their parent s permission. One winner was drawn for a class pizza party donated by Little Caesar s. The winner is Michelle Quintero at Jefferson School. Mayor Davis thanked the parents for bringing the children to the meeting. He noted having the children at the meeting certainly made the meeting more exciting and civil. BILL NO. 632, ORDINANCE NO INTRODUCTION: Councilman Culver sponsored Bill No The clerk read Bill No. 632 by title only as follows: AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF JEROME, IDAHO, CREATING SECTION : ESTABLISHING THE AREA OF CITY IMPACT IN JEROME COUNTY; INCLUDING: BOUNDARIES, ESTABLISHMENT AND REVIEW, APPLICABILITY, AMENDMENT, ANNEXATION, INFRASTRUCTURE, ZONING DISTRICTS WITHIN THE AREA OF CITY IMPACT, ADDITIONAL REGULATIONS WITHIN ZONES, REGULATIONS FOR SUBDIVISION AND PLANNED UNIT DEVELOPMENT, AND REGULATIONS WITHIN ZONES; AND PROVIDING FOR AN EFFECTIVE DATE. Mr. Lothspeich stated council has spent the past four years in negotiations with the county for the area of impact boundaries and zoning districts and the new agreement with the county. The negotiations have gone through three planning and zoning directors. At the end of last year joint sessions were held with the county and city planning and zoning commissions. Page 8 of the ordinance is the beginning of the new impact area use category chart. Staff redefined every single use and eliminated a lot of antiquated language and uses. This chart will benefit Jerome County for many years. He noted Ms. Chavez answered all questions posed to the city. He stated the last map was

3 adopted in A lot of area in the southern portion of the county was eliminated. There is no need at this time for that area to be in our impact area. Some developments in the county along Highway 93 were included because of city infrastructure, including Crossroads and the Butte project. He thanked the mayor and council for their input and work on these ordinances. The new plan well defines the projected growth for the city for the next ten years and probably beyond. He requests that the council adopts the ordinance for the impact area as well as the ordinance for the legal description and the adoption of the map. He thanked Mayor Davis and council for all their hard work as well. Under the local land use planning act this is a ten year endeavor, so there will be no need to readdress this for another ten years. Mr. Williams reported city staff discovered an error in the county legal description. Their ordinance will be revised, re-posted, and recorded. Having this first reading will keep the city on track with our adoption. BILL NO. 633, ORDINANCE NO INTRODUCTION: Councilman Culver sponsored Bill No The clerk read Bill No. 633 by title only as follows: AN ORDINANCE OF THE MAYOR AND CITY COUNCIL OF JEROME, IDAHO, ADOPTING THE LEGAL DESCRIPTION FOR THE REVISED IMPACT AREA; ADOPTING THE REVISED IMPACT AREA MAP; AND PROVIDING FOR AN EFFECTIVE DATE. RESOLUTION NO APPOINT MEMBER TO LIBRARY BOARD: Mayor Davis read a short biography for Jamie Hyatt. He stated she was recommended by the Library Board to complete the appointment of Shelly Nash. Ms. Hyatt is extensively involved with the library. The clerk read Resolution in full as follows: RESOLUTION NO A RESOLUTION OF THE MAYOR AND COUNCIL OF THE CITY OF JEROME, IDAHO, APPOINTING JAMIE HYATT TO THE JEROME PUBLIC LIBRARY BOARD; PROVIDING FOR TERM OF APPOINTMENT AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Section of the Idaho Code requires the Mayor and Council to fill vacancies on the city of Jerome Library Board as they arise; and; WHEREAS, Section states all such appointments to complete an unexpired term shall be for the remainder of the term only; BE IT THEREFORE RESOLVED, by the Mayor and Council of the City of Jerome as follows:

JEROME PUBLIC LIBRARY BOARD: The following individual is appointed as a member of the Jerome Public Library Board to fill a vacancy and serve a term effective with the date below-written, in accordance with delineation thereof: Jamie Hyatt October 2015 February 2019 SECTION 2. Davis, Mayor /s/ Shonna Fraser Shonna Fraser, City Clerk Councilman Culver made a motion to pass Resolution No , a resolution by the mayor and council of the City of Jerome, Idaho, ratifying the mayoral appointment of Jamie Hyatt to fill a vacancy on the Jerome Public Library Board. Second to the motion was made by Councilman Ross. After consideration the motion passed unanimously by the following vote: AYES: Councilman Culver, Councilman Ross, and Councilman Peterson. NAYS: None. AGREEMENT WITH BALTEUS DESIGN GROUP: Mr. Wuori stated Council approved four architectural companies at the special meeting on October 13 th. Balteus Design is one architect on that list and is a Jerome business. The city has aging buildings and office work areas which lack sufficient space and efficient work environment for employees. This contract for architectural services will provide assessment of existing buildings and recommendations for improvements to best serve City staff. The agreement is sound and will work well for the city. The scope and amount meets standard architectural industry going rates. Mr. Williams stated the strategic plan and current budget affords the city an opportunity to find a building or buildings for police station and/or other city offices. There is approximately $250,000 restricted from the current city reserves to go towards these endeavors. The buildings will need to be identified and decisions made regarding cost of purchase and repurpose design. Staff asked for architectural services to assure

5 compliance with state code for procurement. With an architect in place staff can now go forward with getting back designs to consider in order to make an informed decision. Councilman Culver made a motion to approve an Agreement with Balteus Design Group for Architectural Services for 100 hours at $110 per hour with a not-toexceed maximum amount of $11,000. Second to the motion was made by Councilman Ross. After consideration the motion passed unanimously by the following vote: AYES: Councilman Culver, Councilman Ross, and Councilman Peterson. NAYS: None. COUNCIL REPORTS: Mayor Davis reported a group wishing to promote Craters of the Moon National Monument as a National Park has asked for letters of support from mayor and council. He asked council to review the material and express their wishes. STAFF REPORTS: Mr. Williams reported the strategic planning open house will be tomorrow night from 6:00 p.m. to 7:30 p.m. at the Senior Center. The focus will be the city s draft strategic plan. Staff will be available to explain the different focus areas. Public review and comment is desired.
