OPENING BUSINESS: Commissioner Schremmer called the meeting to order at 9:00 A.M. Commissioner Davis moved to amend the agenda to consider a request from Engineering and Emergency Management for purchase of a copier and to call that Item G. Commissioner Schartz seconded the motion. Commissioner Lebbin moved to approve the agenda as amended. Commissioner Schartz seconded the motion. APPROVAL OF APPROPRIATIONS: -An Accounts Payable Register will be submitted to the Commission for the period of June 16,2014, and ending June 30,2014. Commissioner Lebbin moved to approve appropriations for the period of June 16, 2014 to June 30, Authorize the Chairman to sign on behalf of the Commission. NO SECOND OR VOTE ON THE MOTION UNTIL THE END OF THE AGENDA. III. OLD BUSINESS: There was no old business. IV. NEW BUSINESS: A. RESOLUTION : Application for Zoning Amendment for a Described Tract of Land: -Kyle and Bonnie Schartz request that a tract of land that they own, located between Great Bend and Ellinwood, receive a zoning classification change. The request is made so that the property can be sold to Bartlett Grain Company, LP for the construction of a grain handling facility. The area to be rezoned is a +/- 5214' by 900' tract of approximately acres located in the South Half of Section 29, Township 19 South, Range 12 West. The physical address is 550 E US HWY 56, Great Bend, Kansas. On June 10,2014, the Barton County Planning Commission unanimously recommended that the Commission approve reclassification from Agricultural District to Light Manufacturing - Service Commercial District. J' -, Goreham, Environmental Manager, said there were 6 of the 9 members present at the June 10, ~, Planning Commission meeting and noted the board voted unanimously to approve the rezoning Page 1 June 30, 2014

Goreham explained the area in question is approximately 1 mile long and 900' deep, bordered by East Barton County Road, Hwy 56, Dartmouth Blacktop and Little Giants Fitting. The majori~y of the construction and activity will be in the center 4 acres. Goreham referenced the Staff Report which covers specific factors that she, as Zoning Administrator, and the Planning Commission have to consider. James Welch, Planning Commission member, was present. Goreham said Bartlett Grain will have to work with KDOT to ensure there are proper turning lanes, etc to make traffic safe in the area. Goreham introduced Bob Knief, President of Bartlett Grain; Bill Webster, Bartlett Grain; and Larry Keenan, Keenan Law Firm representing Bartlett Grain. Richard Boeckman, County Administrator/Counselor, said the Kansas Supreme Court has said (regarding zoning measures) there are certain factors, called "Golden Factors", which have to be considered. Bill Webster, Bartlett International, which is a general partner with Bartlett Grain, said Bartlett Grain has been in business in the State of Kansas since "NAFTA" (North American Free Trade Agreement), is one of the reasons they are here today. It has made it much easier to get grain to Mexico and at a more advantageous price. Bartlett Grain historically purchases substantial amounts of grain from local cooperatives. They have approximately 3 million bushels of storage. Bartlett will be using primarily 4 acres in the center of the acres for the facility with the remainder farmed with the plan that the family who has farmed it for 118 years continues to do so. The total estimated investment will be around $20,000,000. There will be short term employment created as well as long term employment with an estimated payroll of between $650,000 to $750,000. This site will be a grain handling facility and not a processing facility. Webster said they have been in discussions with KDOT about traffic flow and looking at turning lanes, acceleration lanes, wider shoulders, etc. CI'\'11missioner Lebbin said he conducted two different unscientific studies on his own. The first one was ~ Saturday when he counted 223 vehicles from 10:09am to 10:39am. The second study was this I1'1rn'ningfrom 8:08am to 8:38am when he counted 213 vehicles. Bob Knief said the $20,000,000 investment is "their" investment and does not include the investment that WATCO will make in the rail system. The plan for construction has changed slightly since meeting with the Commissioners earlier. There will be 5 large silos with approximately 2.7 to 2.8 million bushels of space. Commissioner Schartz said she welcomes a new business of this magnitude to the County. It will help stabilize the rail industry. She also pointed out that even though she shares the same last name as the owners selling the property, they are very distantly related and there is no conflict of interest. Boeckman explained the Commission are acting as a quasi-judicial body and not legislative. rrank Riedl, Great Bend COOP, said they have spent around $10,000,000 in the last ten years making Improvements to their operations and noted competition is good for the people. Mary Hoisington, Great Bend Tribune, asked if the trains will be heading west or east from the facility. Bob Knief said the big trains will be traveling to the east. Judy Goreham read the proposed resolution. Commissioner Schartz moved to approve the resolution as read by Judy Goreham. Ms. Sauber began her career with Barton County on June 16, Her last day was June 27, In light of her contributions to the Clerk's Office, Donna Zimmerman, County Clerk, will personally honor Ms. Sauber with a retirement gift. Knowing her value to the County, the Employee Relations Committee selected Ms. Sauber for the "Employee Recognition Award" for the First Quarter of the year, which ended March, Her nomination, submitted by her fellow employees, notes Ms. Sauber's vast knowledge, patience and meticulous attention to detail. On behalf of the ERC, Bj Wooding, President, will ask that the Commission join in recognizing Ms. Sauber for the significant contribution she has made to the County Clerk's Office, the local election process and to Barton County over the last 46 years. BJ Wooding, ERC President, read the nomination for Marcia Sauber as Employee of the Quarter and presented the plaque. Donna Zimmerman, County Clerk, told the Commission about Marcia's dedication, knowledge and faithful service to the County. Zimmerman was joined by her entire office in wishing Marcia Sauber the best, saying "the entire office is here this morning and join me when I say Marcia is more than a co-worker, she is a dear friend. It's not every day someone retires with 46 years continuous service to one organization". Zimmerman had a clock to present to Sauber for her "time" given to Barton County. Judy Goreham and the department heads also prepared a gift basket to be given to Sauber. Zimmerman noted Sauber could not be present as she had physical therapy from an injury she suffered in April which ended her career prematurely. Commissioner Schartz said that Sauber is an unsung hero. ( Imissioner Davis wanted to commend Sauber for being so dedicated to her work and that people like ~are few and far between. Commissioner Schartz moved to honor Marcia Sauber for her years of service and for the significant contribution she has made to the County Clerk's Office, the local election process and to Barton County over the past 46 years. C. SOLID WASTE: Local Recycling Grant Award: -In the 2014 budget, the Commission allocated $11, under Solid Waste for recycling with an understanding that applications would be accepted locally for the monies. Those eligible to apply include any department, agency, organization, recycling center, city, school district or community college located in Barton County. Applications were received from Kans for Kids and Sunflower Diversified. Richard Boeckman, County Counselor/Administrator, said Sunflower Diversified wishes to purchase a glass crusher and Kans for Kids would like to purchase receptacles for can recycling. The purpose of the grant is to benefit the landfill by bringing less trash into the site. Boeckman also noted the County may want to purchase the crushed glass for use in the asphalt mix. Boeckman said the Commissioners had recently discussed funding more than the $11,400 as budgeted and stated Mark Witt said Solid Waste funds were available. Commissioner on the glass. Commissioner Lebbin moved to award the 2014 Local Recycling Grant as follows: Kans for Kids $ 5, Sunflower Diversified $12, The grant awards, increased to $17,700.00, to be awarded through the Solid Waste Fund, Solid Waste Fund Recycling Grant line, D. CENTRAL KANSAS COMMUNITY CORRECTIONS: Purchase of Mobile Radios: -Amy Boxberger, Central Kansas Community Corrections Director, discussed the purchase of five (5) portable UHF radios with compressed batteries and noise cancelling jacks to aid in the safety of completing home visits in Study Session on June 23, Communication with law enforcement agencies by means of radios is necessary for performing client compliance checks and aids in an expeditious response in case of emergencies. With money on hand and nearing the end of the State Fiscal Year, the purchase was made the week of June 23rd. Ms. Boxberger will ask that the purchase be ratified at this time. Amy Boxberger, CKCC Director, said her department is at the end of their fiscal year and is fortunate enough to have funds remaining and explained they would like to make the following purchase to make the staff safer while doing their job. CKCC solicited bids from 1 local business, MobileRadio of Great Bend. Funding is available in the regular grant. If the agency does not expend the funds, they will go back to the State. E. CENTRAL KANSAS COMMUNITY CORRECTIONS: Purchase of Body Armor: -Central Kansas Community Corrections solicited bids from three vendors for body armor. This equipment is needed for officer safety in completing home visits for offenders assigned to intensive supervision. Again, this purchase was discussed in Study Session with the Commission on June 23rd. This purchase was also made the week of June 23rd as funds were available and the end of the State Fiscal Year is June 30th. Ms. Boxberger will ask that the purchase be ratified at this time. Amy Boxberger, CKCC Director, said this purchase was recommended at a Home Visit Safety Conference. ~ _Imissioner Schartz moved to ratify the purchase of five XPR3500 Portable UHF Radios with irttrfressedbatteries and noise cancelling audio jack from Mobile Radio in the amount of $3, Purchase price to be paid from the Central Kansas Community Corrections Fund, Operating Supplies- Machine and Equipment line, Commissioner Lebbin seconded the motion. \..- CKCC solicited bids from 2 businesses on-line; there are no local businesses that sell vests. Chief Supply, North Carolina: Xtreme Vest Level lila w/carrier & soft trauma plate, radio tactical & utility pouch w/patch set reading "COMMUNITY CORRECTIONS" on the front & back. The total cost for 5 vests: $5, PDQ, Salina: PointBlank Alpha Elite, level IliA w/carrier & R20D tactical carrier w/molle & plate pocket & ID panels reading "COMMUNITY CORRECTIONS", including pouches. The total cost for 5 vests I set ups: $5,210 P&S Security, Great Bend: GH Armor Systems, level 3A vest w/carrier w/tactical carrier, no patch. The total cost for the vests, $5,163.04, to be paid from the Central Kansas Community Corrections Budget, Operating Supplies - Machine and Equipment line, F. CENTRAL KANSAS COMMUNITY CORRECTIONS: Vehicle Purchase: -Central Kansas Community Corrections solicited bids from eight dealerships in the 20th judicial district. Specifications included a 2012 or new were midsize four-door vehicle with power locks / windows, remote keyless entry, cruise control and at least 25 mpg. Amy Boxberger, CKCC Director, said they have become fully staffed this year and that has afforded them the opportunity to lower the case loads and offer additional services, but in order to offer these services equally throughout the service area, another vehicle would be needed. GKGG solicited bids from 8 new I used businesses in the 20 th Judicial District. They received 3 proposals from: Partial funding is available in the regular grant and the remainder will be paid by reimbursements collected by the agency for services. If the agency does not expend the grant funds, they will go back to the State. Commissioner Lebbin moved to purchase a 2013 Chevrolet Malibu from Manweiler Chevrolet in the amount of $15, to be paid from Equipment Replacement line A'l 'foted aye. Motion passed. ~NGINEERING AND EMERGENCY RISK MANAGEMENT: Purchase of Copier: -The current Canon copier was purchased in June of 2006 and is no longer capable of serving the office's needs. They received a quote from OPI for purchase of a new copier for $9, Clark Rusco, County Engineer, recommended they purchase an ImageRunner Advanced C5235A. The price would be split between the two departments. Commissioner Schartz moved to approve the purchase of a new Canon copier from OPI for the amount of $9, and take it out of Equipment Replacement Fund, Line items and to be split 50/50 between Engineering and Emergency Risk.
