Neighborhoods 4 and 11 Representatives: Motion to approve Irene Kuhn to assume the representative position for neighborhood 11 and Norman Cain to assume the representative position for neighborhood 4. Motion by Deb McBeth. Second by Kal Illyefalvi. Motion passed. Chairman Ricciuto asked Irene Kuhn and Norman Cain to recommend people to fill the Alternate positions from their respective neighborhoods. Approval of September 7, 2018, Meeting Minutes: Motion to approve the September Council meeting minutes made by Jim Schuman. Second by Jack Cox. Motion passed. Team Member Reports: Kelly Mitchell, Human Resources & Corporate Compliance Annual Update Kelly noted her staff of eight members by name and enumerated their individual responsibilities and their activities in the past fiscal year ending in June Major accomplishments included the opening of the new FirstLine Care services in the Cross Keys Medical Suite where primary care physicians offer a full range of 1

2 primary care to the CKV village community: villagers, employees and their families. Recruitment of nursing personnel is a continuing focus of Kelly's staff. Oliver Hazan, Sales and Marketing Annual Update Oliver reported that all of the 96 units in Bridgewater Phases 5 and 6 have been sold. He and his staff are working on pre-sale of the next phase of residences, which has not yet been announced. His strategy is to tell the CKV story in convincing ways using media such as the redesign of the Web site and printed materials targeting people in baby boomer age groups. Marjorie Lauver, Friends of CKV-TBHC Annual Update Marjorie was not able to attend this Council meeting. Information is contained in the annual report included in Council members' agenda mailing packet. Jay Rohrbach, CKV Security Program Overview Jay emphasized that safety and security is of major importance. Security staff are on duty 24 hours a day including holidays and weekends. There is constant monitoring at night that includes door checks, parking lot patrols, garage door monitoring, street lighting checks, responding to villager calls, health checks, and health emergencies. Whenever 911 is dialed from a campus phone, security and oncall nursing staff respond immediately and usually arrive before an ambulance. There are 40 high definition cameras on duty 24 hours a day throughout the campus. When required, Bill Sowers, Reception and Security Manager, coordinates with local and Adams County and Regional police, United Hook and Ladder Fire Company, and York Adams Local Metropolitan Emergency Response. Jay emphasized how important it is for villagers to immediately notify the security team about any suspicious activity when it is occurring. All staff members receive active shooter training. Volunteers also have received training. The Brickyard Street campus entrance is currently open only to construction vehicles. It is scheduled to be paved this fall, but won't be open for villager traffic until all the construction is completed in Bridgewater Phase 5. 2

3 Corey Miller, TV Station Channel Selection Corey was asked by the Council to address questions about campus TV station availability. He said the line-up has the capacity for additional channels. His questions for Council members were what new channels do residents want and what existing ones do residents want or don't want? He cautioned that there is a financial cost for adding channels and in making changes. The channel line-up numbers will all have to be renumbered. This will require all residents' TVs to be re-programmed and that will take a lot of time and may be an inconvenience to villagers. Corey said he would like to see the Council in charge of channel choices and changes and that changes should occur only once a year. Therefore, the inquiry for a country music channel or any others should wait for a ruling by the Council. The ensuing discussion resulted in an ad hoc committee being formed and charged with developing a TV channel line-up. Chairperson Mike Ricciuto asked for volunteers to serve on this committee. They are: Nancy Ganther, Deb McBeth, Jack Crow, Bill Stelger, Meg Schaffer, Ed Westerfield, Klaas Smit. George Turner, Residential Living Updates George announced that the plans for the 15-acre parcel and improvements to Harmony Ridge will be unveiled in November or December and that special Council and Villager Meetings will be announced closer to the time this presentation is ready. George passed out a new edition of the Life Enrichment Guide. Currently in process are new editions of a Transportation Guide and Cross Home Guide which includes Housekeeping and Residential Health. These are available for everyone at the reception desk in the Harmony Ridge lobby. Old Business: Garden Committee Update The formation of a Garden Committee is in progress. RV Parking Guidelines The ad hoc committee will be meeting on Friday, October 12,

4 Neighborhood Boundaries Representation Discussion The Committee tasked with looking at Council Effectiveness reported that it is in the process of putting together a proposal for Council consideration and hopes to have it ready for review at the December Council Meeting. At this point the committee said that it is looking at recommendations that would decrease the number of neighborhoods and the number of Representatives, resulting in a decrease in the size of the Village Council. Unscheduled Topic: Harmony Ridge Bulletin Board A question arose regarding the Harmony Ridge bulletin board notice posting process. It was suggested that a sentence clarifying the process be added to the rules governing items that can be posted. Motion made by Chris Chambers to read: If a person wanting to post an item that is refused for posting, that item will be passed to a Life Enrichment Committee member who will then contact that person as to why the item cannot be posted. Second by Bill Stelger. Motion passed. New Business: PARCR Update Bill Stelger reported the organization's focus this year is on legislative efforts. To learn more about government legislation that affects organizations such as CKV, the Brethren Home, log onto the PARCR web site. Motion made by Norm Kane to accept the Woodshop Guidelines/Articles of Association Revisions. Second by Klaas Smit. Motion passed. Motion by Nancy Ganther to accept the Military Veterans Committee Annual Report. Second by Deb McBeth. Motion passed. Motion made by Jim Schuman to accept the Hospitality Committee Annual Report. Second by Eleanor Detweiler. Motion passed. Other Business: In answer to a question asked at the September Council meeting about having a bench put up in the Snyder s Grove area, Brian Lawrence announced that such a bench will soon be put in that area. 4
