PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA At this time, the legislative body will consider public comments for a maximum of fifteen minutes. A person may address the legislative body only on matters not appearing on the agenda and within the subject matter jurisdiction of the legislative body. Speaker cards will not be accepted after the beginning of the general public comment period. Based on the number of speaker cards submitted, the presiding officer may impose time limits per speaker. Typically, speakers are limited to two minutes, but shorter time may be established as deemed necessary. A person not able to address the legislative body at this time because the fifteen minutes expires may do so just prior to adjournment of the meeting. The legislative body cannot enter into a detailed discussion or take action on any items presented during public comments at this time. ROLL CALL / POSTING OF AGENDA M I N U T E S OXNARD CITY COUNCIL PUBLIC SAFETY COMMITTEE Regular Meeting January 22, 2019 At 2:00 p.m., Chair MacDonald called to order the regular meeting of the Oxnard City Council Public Safety Committee in the City Hall Council Chambers, 305 W. Third Street, Oxnard, California. The City Clerk called the roll and announced the posting of the agenda. Members Vianey Lopez, Carmen Ramirez, and Chair Bryan MacDonald were present. Staff members present were Alexander Nguyen, City Manager; Stephen Fischer, City Attorney; Scott Whitney, Police Chief; Eduardo Miranda, Patrol Watch Commander; Robin Whitney, Patrol Watch Commander, Kevin Baysinger, Patrol Watch Commander; Sharon Giles, Investigations Bureau Commander; Greg Hebert, Professional Standards Division Commander; Christopher Williams, Special Operations Commander; Melissa Valdez, Community Affairs Manager; Delia Campbell, Finance & Grants Manager; Eric Sonstegard, Assistant Police Chief; Jason Benites, Assistant Police Chief; and Michelle Ascencion, City Clerk. B. PUBLIC COMMENTS ON ITEMS NOT ON THE AGENDA Public comments were received from Amy Hart (overgrown trees blocking bus stops at night; hardto-see crosswalks), Julie Miller Kalbacher (National Night Out 2018; parking and abandoned cars), and Steve Nash (banning gun shows at the Ventura County Fairgrounds). C. REPORTS Police Department 1. SUBJECT: Police Department Goals and Objectives. RECOMMENDATION: That the Public Safety Committee: 1. receive a report from the Police Department regarding a review of its 2018 goals and objectives; and 2. provide input on 2019 goals and objectives. The Police Chief introduced the police command staff members, who all made brief remarks, then the Police Chief gave a report. Public comments were received from Daniel Kalbacher, Julie Miller Kalbacher, Abel Magana, Alicia Percell, and Steve Nash. Discussion ensued among the Council and staff. No action was taken. D. ITEMS FOR FUTURE AGENDAS Chair MacDonald requested an update on lifeguarding programs. Member Ramirez requested an item on initiating creative approaches for youth intervention with partner agencies.

7 Reducing Risk Disaster risk reduction begins at home and in our local community: Schools Workplace Place of Worship It is here where we will save lives and reduce our vulnerability to tomorrow s hazards.

8 Community Outreach Neighborhood Councils are an essential cornerstone in our effort to create the framework for disseminating practical tools for saving lives and livelihoods. For greatest impact, steps must be grounded in local knowledge and communicated broadly so that everyone, from a local school child to the elderly, knows how to protect him or herself from nature s extreme impacts.

9 The Fire Department s Role In the event of a major event, the Fire Department is on the frontline of both the immediate impact and the initial emergency response, which is crucial for saving the most lives. As a limited resource during those times, we will be dependent on our neighborhoods to be prepared or Ready and Resilient when the time arises.

10 Neighborhood Preparedness Develop a resilience tool kit to build coalitions Coordinate neighborhood strategies to increase community preparedness Educate for specific mitigation skills Identify metrics that can be measured and evaluated so that systematic interventions can improve the abilities of neighborhoods to promote resilience and mitigate disaster impact.
