1 Michigan State Youth Soccer Association Annual General Meeting Saturday, March 12, 2011 Call to Order: The Annual General Meeting of the Michigan State Youth Soccer Association was called to order on Saturday, March 12, 2011 by President Sohail Qureshi at 9:00am at the Doubletree Hotel, 5801 Southfield Expressway, Dearborn, MI Pledge of Allegiance is recited. MSYSA President Sohail Qureshi recognizes MSYSA Recording Secretary Ruth Dober to call roll. President Sohail Qureshi gives a presentation on what the individual leagues do as well as the national/international level, and what happens at the State Cup tournament. President Sohail Qureshi welcomes the new Executive Director to MSYSA, Tom Faro. President Sohail Qureshi addresses the building project and announces that due to the general economic downturn, he s elected to put the expansion project on hold. President Sohail Qureshi announces that Saginaw will be hosting the 2012 Regional event. Secretary Ruth Dober is recognized for her achievement and involvement with the organization, and is presented by President Sohail Qureshi with the President s Award for Exceptional Service to MSYSA. Secretary Ruth Dober thanks the Executive Committee for their efforts as she steps down off of the committee. Credential Committee Chairman Joel Dragan is recognized and reports that as of 9:41am, there are the following total members present: Total Voting Members: 67 Total Non-Voting Delegates: 32 Total Number in Attendance: 99 Motion: Adoption of the Credentials Committee Report by the ayes in a two-thirds majority vote President Sohail Qureshi recognizes MSYSA Recording Secretary Ruth Dober to present the meeting rules. Motion: Recording Secretary Ruth Dober moves to adopt the meeting rules by voting cards in a two-thirds affirmative vote. President Sohail Qureshi asks if the membership wishes to make any changes to the agenda. Motion: West District Commissioner Gil Urban moves to add the Tiered Pricing Structure discussion to the agenda after item 10, as item 11. Second: Gladwin County. Motion: Adoption of the amended agenda President Sohail Qureshi announces the appointment of Char Patterson as timekeeper for the meeting. 3 P a g e

4 President Sohail Qureshi announces the following people who will serve on the 2011 AGM Minutes Approval Committee: Chair David Newby, Oscar Castaneda, and Sohail Qureshi as official. President Sohail Qureshi recognizes MSYSA Recording Secretary Ruth Dober to report on the 2010 AGM Minutes. Recording Secretary Ruth Dober announces that the 2010 AGM Minutes have been approved by the 2010 Minutes Approval Committee. The next item of business is the opening and closing of nominations for MSYSA and MSPSP office positions. The Chair appoints the following people as tellers: Steve Wilson, Mohamad Bachrouche and Sarah Burns. Motion: Nancy Jackett (Redford Soccer) moves to allow the candidates to speak for no more than four minutes and question/answer discussion for no more than three minutes. Second: Rudy Bartels (Great Lakes Coed Soccer) The nominated candidates for MSYSA Vice President are Dave Mashni and Rick Jacob. Sohail Qureshi opens the nominations for MSYSA Vice President. Nominations for MSYSA Vice President are closed. The nominated candidate for MSYSA Secretary is Gil Urban. Sohail Qureshi opens the nominations for MSYSA Secretary. Nominations for MSYSA Secretary are closed. The open positions for MSPSP are Chairperson, Secretary/Treasurer and Scheduler. The nominated Candidate for MSPSP Chairperson is Marcia Kaline. Sohail Qureshi opens the nominations for MSPSP Chairperson. Nominations for MSPSP Chairperson are closed. The nominated Candidate for MSPSP Secretary/Treasurer is Pete Morrisey. Sohail Qureshi opens the nominations for MSPSP Secretary/Treasurer. Nominations for MSPSP Secretary/Treasurer are closed. The nominated Candidate for MSPSP Scheduler is Robin Crawford. Sohail Qureshi opens the nominations for MSPSP Scheduler. Nominations for MSPSP Scheduler are closed. President Sohail Qureshi recognizes Recording Secretary Ruth Dober to announce the new leagues. The new leagues are as followed: Bad Axe Soccer Association, Charlevoix Youth Soccer, Grosse Ile Soccer Association, Wolves-Hawks Soccer Club. 5 President Sohail Qureshi asks for objections on the aforementioned leagues becoming full members of MSYSA. Hearing none, the leagues become full members of MSYSA. Credential Committee Chairman Joel Dragan reports that as of 10:02am, there are the following total members present: Total Voting Members: 69 Total Non-Voting Delegates: 32 Total Number in Attendance: 101 Motion: Adoption of the Credentials Committee Report The next item of business is approval of the actions of the MSYSA Board of Directors. Motion: David Newby (GLSL) moves to accept the actions of the Board. Second: Robert Cook (Dearborn) on behalf of Marvin Purdy. Sohail Qureshi calls for a five minute recess at 10:06am Upon reconvening at 10:16am, Gil Urban shows his presentation on fee increases within US Youth Soccer. Motion: Nancy Jackett (Redford Soccer) moves to approve the tiered pricing structure as presented.. Motion: David Newby (GLSL) moves to accept the pricing structure with insurance enhancement. Second: Jim Clark, Hamburg Community Soccer President Sohail Qureshi calls Treasurer Robin Crawford to present the revised budget. Motion: Treasurer Robin Crawford moves to adopt the 2011 and 2012 MSYSA Revised budget. Motion: Treasurer Robin Crawford moves to adopt the 2013 MSYSA Budget as presented. President Sohail Qureshi calls for a five minute recess at 11:19am. Meeting reconvened at 11:29am. The next item of business is the proposed changes to the MSYSA Bylaws, Rules, Regulations, and Policies. All MSYSA proposed changes are located in Section 8 of the 2011 AGM Book. President Sohail Qureshi recognizes Bylaws Committee Chair Richard Campbell to present the proposed changes. Motion: Richard Campbell moves to authorize the Secretary to correct article and section designations, punctuations, cross references, and to make other such technical and conforming changes that may be necessary to reflect the intent of the membership in connection with the proposed amendments to the bylaws, rules, regulations, and policies as adopted at this 2011 Annual General Meeting. Motion: Amending Bylaw Article V, Section 4, as stated by the Bylaws Committee Chairman, Proposed bylaw amendment number 2.. Motion: Amending Bylaw Article VII, Section 2, paragraph D as stated by the Bylaws Committee Chairman, Proposed bylaw amendment number 3.. Motion: Amending Bylaw Article VII, Section 3, paragraph D as stated by the Bylaws Committee Chairman, Proposed bylaw amendment number 3.. Motion: Amending Bylaw Article VII, Section 7, paragraph 1A as stated by the Bylaws Committee Chairman, Proposed bylaw amendment number 5A.. Motion: Amending Bylaw Article VII, Section 7, paragraph A as stated by the Bylaws Committee Chairman, Proposed bylaw amendment number 5B.. Motion: Amending Bylaw Article VII, Section 7, paragraph B as stated by the Bylaws Committee Chairman, Proposed bylaw amendment number 6. Motion: Amending Bylaw Article VII, Section 7, paragraph C as stated by the Bylaws Committee Chairman, Proposed bylaw amendment number 7. Motion: Amending Bylaw Article VIII, Section 3, paragraph B as stated by the Bylaws Committee Chairman, Proposed bylaw amendment number 8. Motion Amendment: Gil Urban moves to change the word three (3) to two (2), everything else reads the same. Second: Tom Curatti, Mid-Michigan Motion to the Amendment: Approved Motion to Approve the original Motion with Amendment: Passed. 6 P a g e

7 The next item of business is the proposed changes to the MSPSP Bylaws, Rules, and Regulations. President Sohail Qureshi recognizes MSPSP Chair Marcia Kaline to present the proposed changes. Motion: Amending Rule 8, Section 1 and adding Item number 5. Marcia Kaline asks for objections in electing by acclimation for MSPSP Chairperson, Secretary/Treasurer and Scheduler given the positions are not contested. There are no objections. Marcia Kaline is elected as MSPSP Chairperson Pete Morrissey is elected as MSPSP Secretary/Treasurer Robin Crawford is elected as MSPSP Scheduler The next item of business is elections of the MSYSA Board of Directors. Upon request from the membership, President Sohail Qureshi allows one person from the membership to act as an independent observer when the tellers count votes. President Sohail Qureshi asks for objections in electing by acclimation Gil Urban for Secretary given the position is not contested. There are no objections. Gil Urban is elected MSYSA Secretary. President Sohail Qureshi instructs the membership to fill out their ballot for MSYSA Vice President and give it to the tellers. President Sohail Qureshi closes the polls. Secretary Ruth Dober reads the MSYSA Bylaws regarding elections of the Nominating Committee. President Sohail Qureshi breaks for lunch at 1:03pm. Meeting reconvenes at 2:05pm. President Sohail Qureshi recognizes Ruth Dober to do a roll call. President Sohail Qureshi is informed by the Teller s chairman that neither candidate received a majority vote for the Vice President election because of two illegal/spoiled ballots. Motion: To suspend the rules to take out the two illegal ballots from the total count. Second: Les Charbaneau, Farmington Hills by two-thirds majority vote. The Teller Chair Steve Wilson reports that Dave Mashni has won for the MSYSA Vice President position. Dave Mashni is elected MSYSA Vice President. Sohail Qureshi closes the election. Motion: To destroy the ballots. Second: Tom Curatti, Mid-Michigan 7 P a g e

8 President Sohail Qureshi commences the Awards Ceremony. The following people are honored during the Awards Ceremony: John Franken Male Competitive Coach of the Year Dave Musczynski Female Competitive Coach of the Year Wade Sorenson Male Recreational Coach of the Year Jim Miszek Female Recreational Coach of the Year Rick Kurkechian Volunteer of the Year Alan Kohley Administrator of the Year Kelly Paron Scholarship Recipient Drew Hopper Scholarship Recipient Rachel Sonego Scholarship Recipient Joshua Gage Scholarship Recipient Kara Klausing Scholarship Recipient Meeting resumes following conclusion of Awards ation. Sohail Qureshi calls a brief recess at 2:44pm to allocate ten minutes to go in to caucus for the nominations of the Nominating Committee. Meeting reconvenes at 3:08pm President Sohail Qureshi announces that the following people have been elected as District Commissioners by the members in their respective districts. Pete Fenwick is elected as District Commissioner for the Metro Central District Yvonne Curtis is elected as District Commissioner Metro East District Mike Poulos is elected as District Commissioner for the Metro Southwest District Dan Raben is elected as District Commissioner for the North District John Hall is elected as District Commissioner for the West District The Next item on the agenda is the Nominating Committee. At this time, President Sohail Qureshi opens the nominations for the Metro Central District Nominating Committee position. Les Charbarneau has been nominated for the Metro Central District Nominating Committee position. Nominations for the Metro Central District Nominating Committee position are closed. President Sohail Qureshi opens the nominations for the Metro East District Nominating Committee position. Rick Jacob has been nominated for the Metro East District Nominating Committee position. Nominations for the Metro East District Nominating Committee position are closed. President Sohail Qureshi opens the nominations for the Metro Southwest District Nominating Committee position. Ruth Dober has been nominated for the Metro Southwest District Nominating Committee position. Nominations for the Metro Southwest District Nominating Committee position are closed. Sohail Qureshi opens the nominations for the North District Nominating Committee position. Andrew Klaczkiewicz has been nominated for the North District Nominating Committee position. The next item of business is Unfinished Business Motion: The Hartland Complex Project be abandoned ceasing all further negotiations and expenses until the 2012 MSYSA AGM. Motion: To end the debate Motion: Defeated The next item of business is For the Good of the Game. US National Team vs. Canada will be at Ford Field on June 7 th, At this time, President Sohail Qureshi recognizes Steve Wilson, Teller Chairperson, to present the results of the Nominating Committee election: Les Charbarneau has been elected to the Nominating Committee for Metro Central. Rick Jacob has been elected to the Nominating Committee for Metro East. Ruth Dober has been elected to the Nominating Committee for Metro Southwest. Andrew Klaczkiewicz has been elected to the Nominating Committee for North. Scott Winegarden has been elected to the Nominating Committee for West.
