4 Bd. Meeting THE LIBRARY NETWORK BOARD PROCEEDINGS August 18, 2011 The regular meeting of The Library Network (TLN) Board was held on Thursday, August 18, 2011 at the Brighton District Library. Board Members present: Michael Tyler, Chair; Mark Wollenweber, Vice-Chair; Stephen Harper, Treasurer; Betty Farhat, Secretary; Lois VanStipdonk, Barbara Glover, Clay Pearson, Reginald Williams, and Annette Haley. Additional attendees: Celia Morse, SASUG Representative; Pat Thomas; Jim Pletz, Rick Rosekrans, and Judith Kozakowski, TLN. The meeting was called to order at 4:33 p.m. Chair expressed his appreciation to Brighton s Library Director, Nancy Johnson for hosting this meeting. 1. Call to Audience - Introduction of Guests - None - Public Comment None 2. The agenda was approved, with the addition, after Board Member Comments, of a closed session to discuss ongoing contract negotiations, on a motion by Mark Wollenweber, supported by Stephen Harper. Motion carried. 3. Proceedings - The minutes of the June 16, 2011 meeting of the Board were approved on a motion by Lois VanStipdonk, supported by Barbara Glover. Motion carried. 4. Communications and Announcements Chair stated that the July 21, 2011 TLN Board meeting was cancelled due to a lack of a quorum. Chair also welcomed the newest Board member, Annette Haley, to the Board. She replaces Jim Napiorkowski on the Board, representing Wayne County Libraries.

Reports Shared Automation System Users Group (SASUG) Celia Morse reported that the Executive Committee reviewed the proposed 2011/12 Budgets for the Shared System, BDBS, and the Capitol Reserve Fund and they will be recommending the adoption of these budgets at the SAS Users group meeting scheduled for August 25. The committee is also looking to add an online payment ability on the Shared System to allow patrons to pay their library fines remotely. After much investigation, the group has decided to recommend that TLN proceed with PayPal. PayPal would provide a substantial amount of fraud protection, is economical, and is relatively easy to implement. SASUG has decided not to proceed with the purchase of NovelList Plus for the Users Group. The Shared System already has Library Thing in the catalog that provides reviews and recommendation for titles at a fraction of the cost of NovelList Plus. Individual Libraries are able to purchase the Novelist Plus software on their own. Celia noted that Jim Pletz will be speaking soon with the Director of the St. Clair County Library (SCCL) about it possibly joining the Shared System. This would be a significant step forward. Should SCCL join the Shared System, it would reduce costs to individual member libraries and bring a sizable and in some areas unique addition to the total SAS collection. Steering Committee Jim Pletz gave the Steering Committee report in Dave Ewick s absence. Jim reported that the Committee has drafted a document regarding reciprocal borrowing, included in the August Board packet. The Steering Committee is having a difficult time securing participants to serve on the Committee next year. The Committee is looking at cutting the number of meetings from twelve per year to six. Also, they are looking at changing Staff commitment to the Committee, as a participant, from three years to two years. Another option might be to eliminate the Steering Committee as it was originally tied in to the structure of State funding which has been substantially reduced in recent years. Finance/Real Estate Committee A Finance Committee meeting will be scheduled before the next TLN Board meeting. Human Resources/Public Relations Committee A Human Resources Committee meeting will be scheduled prior to the next TLN Board meeting.

6 Proceedings of August 18, 2011 Page 3 Director s Report Jim Pletz reported that MAP s (Museum Adventure Program) major sponsor Macy s is ending their affiliation with the MAP program, after four years, at the end of September All programing materials at member libraries will be removed at that time. A final MAP project is anticipated to take place in Spring 2012 to promote third grade reading readiness and to highlight library Summer Reading programs. The money used for this project will be residual money from the four-year MAP program. Chairman s Report Chair Tyler reported that Reginald Williams and Lois VanStipdonk have agreed to serve on the Board Officers nominating committee. They will report back to the Board at the September Board meeting. Discussed letter from Circulation Supervisor Kim Sharp, at White Lake Township Library, thanking TLN s delivery staff for persevering with their delivery to the Library during major construction at their library. The TLN Drivers responsible for this route are Jerry Scanland, Mike Harper and John Hutchinson. Also discussed was a letter from the Belleville Area District Library, dated July 12, 2011, which states that the Belleville Area District Library Board voted to officially become a member of The Library Network. Chair discussed that the Michigan Court of Appeals ruled on the Herrick District Library lawsuit, regarding State Aid distribution rules and regulations. The Court ruled in favor of Herrick. 6. Financial and Operational Reports Motion by Mark Wollenweber, supported by Lois VanStipdonk, to receive and file the following reports. New Business Motion by Mark Wollenweber, supported by Stephen Harper to authorize the Director to sign the Amendment to Migration to Unicorn Software License and Purchase Agreement, Agreement for Software Support, Maintenance and Update Service with SirsiDynix, 400 West Dynix Drive, Provo, UT , to extend the software maintenance agreement through March 31, After discussion, the Board voted unanimously to adopt the motion. - Motion by Lois VanStipdonk, supported by Barbara Glover to authorize the Director to sign a 36 month lease with Pitney Bowes for their DM300 digital mailing system. After discussion, the Board voted unanimously to adopt the motion. - Motion by Mark Wollenweber supported by Stephen Harper to approve the updated policy regarding TLN s Employment of Relatives. After discussion, the Board voted unanimously to adopt the motion. Board acknowledged receipt of the draft budget for the Fiscal year and set a date and time for a public hearing on the budget immediately prior to the Board s next regularly scheduled meeting, September 15, 2011 at 4:30 P.M. at TLN s Novi offices. 9. Board Member Comments- None Motion by Mark Wollenweber, supported by Betty Farhat to proceed to closed session, at 5:58pm to discuss collective bargaining negotiations with organized TLN employees as permitted by Section 8 ( c ) of the Open Meetings Act. Ayes: Tyler, Wollenweber, Harper, Farhat, VanStipdonk, Glover, Pearson, Williams, Annette Haley. Nayes: none. The Board concluded the closed session, and resumed meeting in open session at 6:12pm. 10. There being no further business on the agenda to consider, the Chair adjourned the meeting at 6:13 pm. 11. Three (3) years of recent, full-time paid Youth Services experience at the level of City of Troy Librarian I. Parttime experience will be credited proportionately. Requires demonstrated knowledge of technology, emerging formats, eresources, databases and ebooks. Prefer candidates with a work history which includes proven professional behavior, good judgment and initiative. Prefer recent supervisory experience in a library setting. Prefer experience with Polaris library system software. To be considered, present City of Troy employees must apply, meet the above requirements, have completed their probation or review period, and have received a satisfactory score on their most recent performance evaluation. Bill Harmer (Chelsea) arrived at 1:49. Guests Present: Eva Davis (Canton). I. Call to order at 1:36 p.m. by Chair Dave Ewick. II. Introductions/Announcements no announcements. III. Approval of Agenda Item b (Adult Services Committee Request) added under New Business. Motion by Paula Gauthier, seconded by Julie Herrin to approve the agenda as amended. Motion carried. IV. Approval of Minutes Motion by Julie Herrin, seconded by Paula Gauthier to approve the minutes of the July 22, 2011 meeting as submitted. Motion carried. V. Director s Report: A Factfinder has been assigned, so TLN s labor negotiations can start moving along again. Waiting for ExComm to approve SirsiDynix maintenance contract. a. Idea for Steering Committee membership. It is proving difficult to find new members, particularly from Class VI libraries, as 5 representatives are required from this very small pool of libraries/directors. Jim Pletz proposes an alphabetical system rather than by class size, and a 2-year commitment vs. the current three. Libraries would still retain the right to say no. Travel and staffing are other issues impacting participation. Could we build in some reimbursement? Would it help to reduce the number of meetings to 6 per year? If TLN has regular membership meetings, do we need a Steering Committee at all? Do we make the Steering Committee ad hoc? Any change means proposing a change to Plan of Service. Options to be considered next month: no change to existing committee structure, changes to recruitment system and number of meetings, etc., dissolve the committee, or make it ad hoc. Dave Ewick and Jim Pletz will draft a proposal for consideration at the September Steering Committee meeting. VI. Chair s Report brief discussion of penal fines, personal property tax, Brighton s credit card fraud issue. VII. Unfinished Business a. Reciprocal borrowing, contract & non-residents Dave Ewick and Eva Davis drafted some proposed guidelines; the committee discussed and made a few modifications to their draft. Motion by Bill Harmer, seconded by Maryanne Bartles to accept the guidelines as revised. Motion passed. The guidelines will go to the TLN Board for consideration. VIII. New Business a. October membership meeting will be held at Salem-South Lyon District Library on November 4 th.

10 APPROVED: 9/12/11 b. Adult Services Committee request to approve workshop proposal. Motion by Paula Gauthier seconded by Bill Harmer to accept the proposal. Motion carried. IX. Other Romulus Director position to be posted as a part-time position within the week. Garden City appointed Lisa Hausman; Inkster appointed James Lenze. Dave Ewick s term as Steering Committee Chair ends with the September meeting. X.
