1 Page 1 of 6 NOTICE TO THE ELECTORS OF LIVINGSTON COUNTY, MICHIGAN NOTICE OF GENERAL ELECTION TO BE HELD NOVEMBER 4, 2014 ALL ELECTORS ARE HEREBY GIVEN NOTICE that a General Election will be held in all precincts of all cities and townships in Livingston County on Tuesday, November 4, 2014, from 7:00 a.m. to 8:00 p.m., at which time candidates of the Republican, Democratic, Libertarian, U.S. Taxpayers, Green, and Natural Law Parties who seek election to the following partisan offices are to be voted for in Livingston County: Governor/Lt. Governor, Secretary of State, Attorney General, U.S. Senator, U.S. Representative in Congress (8 th District), State Senator (22 nd District), State Representative (42 nd and 47 th Districts), State Board of Education, University of Michigan Board of Regents, Michigan State University Board of Trustees, Wayne State University Board of Governors, County Commissioner (9 Districts) and Conway Township Treasurer, and other partisan offices that may by law be required to be elected at this General Election. Candidates seeking election to the following nonpartisan offices are also to be voted for at the General Election: Justice of the Supreme Court, Appeals Court Judge (4 th District), District Court Judge (53 rd District), Village President and Trustees, School, Community College, Library District Board, Hamburg Township Library Board Director, and such other nonpartisan offices that may by law be required to be elected at this General Election. The following proposals will be presented at the General Election: PROPOSAL 14-1 A REFERENDUM OF PUBLIC ACT 520 OF 2012, ESTABLISHING A HUNTING SEASON FOR WOLVES AND AUTHORIZING ANNUAL WOLF HUNTING SEASONS Public Act 520 of 2012 would: Designate wolf as game for hunting purposes and authorize the first wolf hunting season. Allow the Natural Resources Commission to schedule annual wolf hunting seasons. Provide criminal penalties for the unlawful possession or taking of wolves, but shield a person who lawfully captures or destroys a wolf from prosecution. Require a person who wishes to hunt wolves to obtain a wolf hunting license. Create a Wolf Management Advisory Council for the purpose of making nonbinding recommendations to the legislature regarding the proper management of wolves. Should this law be approved? PROPOSAL 14-2 A REFERENDUM OF PUBLIC ACT 21 OF 2013, GRANTING THE NATURAL RESOURCES COMMISSION THE POWER TO DESIGNATE WOLVES AND CERTAIN OTHER ANIMALS AS GAME WITHOUT LEGISLATIVE ACTION
2 Page 2 of 6 Public Act 21 of 2013 would: Allow the Natural Resources Commission (NRC) to designate certain animals as game for hunting purposes and establish the first hunting season for game animals without legislative action. Continue the NRC s designation of wolves as game and allow the NRC to set a wolf hunting season. Grant the Legislature sole authority to remove a species from the list of designated game animals. Eliminate the $1.00 hunting and fishing licensing fee for members of the military, whether stationed inside or outside of Michigan, subject to any lottery. Give the NRC sole authority to regulate fishing. Should this law be approved? TYRONE TOWNSHIP PUBLIC SAFETY PROPOSAL Shall a special assessment district be created, encompassing all of Tyrone Township, for purposes of purchasing public safety services and general operations for fire protection, and annually assessing each parcel of land as follows: a) Vacant parcels, $85; b) Parcels with residential structures, $175; c) All other parcels, $300; d) For those parcels containing structures or manufactured homes with multiple units, an additional sum of $20 per unit will be assessed, with the assessments levied for a period of 6 years commencing in 2015 and continuing through and including 2020? The first year of the assessment shall generate estimated revenues of $684,880. During the term of this assessment, the assessment may be increased in an amount not to exceed 10% of the original assessment or decreased by an amount deemed appropriate by the Tyrone Township Board. HAMBURG TOWNSHIP ROAD MILLAGE PROPOSAL Is Hamburg Township, Livingston County, Michigan, authorized to levy against all real property in the Township an amount not to exceed 2.00 mill ($2.00 on each $1,000 of taxable value) for a period of five (5) years, 2014 to 2018 inclusive, and 1.00 mill ($1.00 on each $1,000 of taxable value) for a period of 10 years, from 2019 through 2028 inclusive, for the purpose of improvements, repair and maintenance of public roads in Hamburg Township? Improvements would include repaving of paved roads, chip sealing of paved roads, adding gravel to gravel roads, and related drainage improvements. If this new millage is approved and levied in December 2014, the estimated amount of revenue that would be collected in the first year would be approximately $1,831,500.
3 Page 3 of 6 PINCKNEY COMMUNITY SCHOOLS PINCKNEY COMMUNITY SCHOOLS EXEMPTING PRINCIPAL RESIDENCE AND OTHER PROPERTY EXEMPTED BY LAW 18 MILLS FOR 6 YEARS Full text of the ballot proposal may be obtained at the administrative offices of Pinckney Community Schools, 2130 East M-36, Pinckney, Michigan 48169, telephone: (810) HOWELL PUBLIC SCHOOLS HOWELL PUBLIC SCHOOLS EXEMPTING PRINCIPAL RESIDENCE AND OTHER PROPERTY EXEMPTED BY LAW MILLS FOR 12 YEARS Full text of the ballot proposal may be obtained at the administrative offices of Howell Public Schools, 411 North Highlander Way, Howell, Michigan 48843, telephone: (517) IOSCO TOWNSHIP ROAD MAINTENANCE AND IMPROVEMENT MILLAGE RENEWAL PROPOSAL To provide funds, One Point Four One Three Three (1.4133) Mills ($ per $1, of State Taxable Valuation) for the improvement, maintenance, and dust control of public roads in Iosco Township for a period of five (5) years beginning December Shall the expired previous voted increases in the tax limitations imposed under Article IX, Sec. 6 of the Michigan Constitution in Iosco Township, of 1.5 mills ($1.50 per $1, of taxable value), reduced to mills ($ per $1, of taxable value) by the required millage rollbacks, be renewed at mills ($ per $1, of taxable value) and levied for a period of five (5) years from 2015 through 2019 inclusive for funding road maintenance, road improvements and dust control for the public roads of the Township of Iosco, Livingston County, Michigan, raising an estimated $178, in the first year the millage is levied? CROMAINE DISTRICT LIBRARY BALLOT PROPOSAL Shall the Cromaine District Library, County of Livingston, Michigan, borrow the sum of not to exceed Twelve Million Dollars ($12,000,000) and issue its general obligation unlimited tax bonds therefor, payable in not to exceed twenty (20) years from date of issuance exclusive of refunding, for the purpose of paying all or part of the costs of acquiring, constructing, furnishing and equipping an expansion and improvements to the Cromaine Library, including related parking and site improvements? The estimated millage to be levied in 2015 is 0.85 mills ($0.85 per $1,000 of taxable value) and the estimated simple average annual millage rate required to retire the bonds is 0.76 mils ($0.76 per $1,000 of taxable value).
4 Page 4 of 6 HARTLAND TOWNSHIP ROAD MAINTENANCE AND IMPROVEMENT MILLAGE PROPOSAL Shall the tax limitation imposed under Article IX, Sec. 6 of the Michigan Constitution on all taxable real and tangible personal property within the Township of Hartland, Livingston County, Michigan, be increased for said Township in an amount not to exceed 1.5 mills ($1.50 on each $1,000 of taxable value) for a period of ten (10) years, 2014 to 2023, inclusive, to provide funds for the purpose of road maintenance and improvements, including grading, storm water drainage and chloride treatment; and shall the Township levy such new additional millage for said purpose; the estimate of the revenue the Township of Hartland will collect if the millage is approved and levied by the Township in the 2014 calendar year is approximately $873,000?
