1 NOTICE OF REFERENDUM UNIFIED SCHOOL DISTRICT OF DE PERE November 8, 2005 NOTICE IS HEREBY GIVEN that an election is to be held in the Unified School District of De Pere on November 8, 2005 and the following Initial Resolution and the Resolution Authorizing the School District Budget to Exceed Revenue Limit of the School Board will be submitted to a vote of the people: INITIAL RESOLUTION AUTHORIZING GENERAL OBLIGATION BONDS IN AN AMOUNT NOT TO EXCEED $21,000,000 BE IT RESOLVED by the School Board of the Unified School District of De Pere, Brown County, Wisconsin that there shall be issued pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $21,000,000 for the public purpose of paying the cost of acquiring land, or reimbursing the cost of acquiring land; constructing and equipping a new elementary school; constructing and equipping an addition to the high school; and remodeling in connection therewith. RESOLUTION AUTHORIZING THE SCHOOL DISTRICT BUDGET TO EXCEED REVENUE LIMIT BY $600,000 FOR RECURRING PURPOSES BE IT RESOLVED by the School Board of the Unified School District of De Pere, Brown County, Wisconsin, that the revenues included in the School District budget for the school year and thereafter be authorized to exceed the revenue limit specified in Section , Wisconsin Statutes, by $600,000 a year, for recurring purposes consisting of operating costs related to the building projects.

2 The questions will appear on the ballot as follows: QUESTION NUMBER I "Shall the following Initial Resolution be approved? INITIAL RESOLUTION AUTHORIZING GENERAL OBLIGATION BONDS IN AN AMOUNT NOT TO EXCEED $21,000,000 BE IT RESOLVED by the School Board of the Unified School District of De Pere, Brown County, Wisconsin that there shall be issued pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds in an amount not to exceed $21,000,000 for the public purpose of paying the cost of acquiring land, or reimbursing the cost of acquiring land; constructing and equipping a new elementary school; constructing and equipping an addition to the high school; and remodeling in connection therewith." QUESTION NUMBER II "Shall the following Resolution be approved? 3 EXPLANATORY STATEMENT AND EFFECT OF VOTE The special election ballot will ask District electors to vote "yes" or "no" on the special election questions as set forth above. A "yes" vote on Question Number I is in favor of the Initial Resolution set forth in Question Number I and is a vote to approve the borrowing of $21,000,000 by the Unified School District of De Pere through the issuance of general obligation bonds for the purpose of paying the cost of acquiring land, or reimbursing the cost of acquiring land; constructing and equipping a new elementary school; constructing and equipping an addition to the high school; and remodeling in connection therewith. A "no" vote on Question Number I is opposed to the Initial Resolution set forth in Question Number I and is a vote to deny the Unified School District of De Pere the authority to borrow $21,000,000 through the issuance of general obligation bonds for the purpose of paying the cost of acquiring land, or reimbursing the cost of acquiring land; constructing and equipping a new elementary school; constructing and equipping an addition to the high school; and remodeling in connection therewith. In the event a majority of the electors voting on Question Number I vote "Yes", the District will be authorized to undertake the program described above and borrow not in excess of $21,000,000 therefor; if a majority vote "No" on Question Number I set forth above, the District will not be so authorized. A "yes" vote on the Resolution Authorizing the School District Budget to Exceed Revenue Limit by $600,000 for Recurring Purposes is in favor of said Resolution and is a vote to authorize the Unified School District of De Pere budget for the school year and thereafter to exceed the revenue limit specified in Section , Wisconsin Statutes, by $600,000 a year, for recurring purposes consisting of operating costs related to the building projects. A "no" vote on the Resolution Authorizing the School District Budget to Exceed Revenue Limit by $600,000 for Recurring Purposes is opposed to said Resolution and is a vote to deny the Unified School District of De Pere budget for the school year and thereafter the authority to exceed the revenue limit specified in Section , Wisconsin Statutes, by $600,000 a year, for recurring purposes consisting of operating costs related to the building projects.

4 In the event a majority of the electors voting vote "Yes" on the Resolution Authorizing the School District Budget to Exceed Revenue Limit by $600,000 a year for Recurring Purposes, the District will be authorized to exceed the revenue limit specified in Section , Wisconsin Statutes, in the school year and thereafter by $600,000 a year, for recurring purposes consisting of operating costs related to the building projects; if a majority vote "No" on the question set forth above, the District will not be so authorized. INFORMATION TO ELECTORS Upon entering the polling place, an elector shall give his or her name and address before being permitted to vote. Where ballots are distributed to electors, the initials of two inspectors must appear on the ballot. Upon being permitted to vote, the elector shall retire alone to a voting booth and cast his or her ballot, except that an elector who is a parent or guardian may be accompanied by the elector's minor child or

6 minor ward. An election official may inform the elector of the proper manner for casting a vote, but the official may not in any manner advise or indicate a particular voting choice. Where a marksense system is used, connect the arrow or oval next to "yes" if in favor of the questions, or next to "no" if opposed to the questions. If an elector spoils a ballot, he or she shall return it to an election official who shall issue another ballot in its place, but not more than three ballots shall be issued to any one elector. If the ballot has not been initialed by two inspectors or is defective in any other way, the elector shall return it to the election official, who shall issue a proper ballot in its place. Not more than five minutes' time shall be allowed inside a voting booth. Unofficial ballots or a memorandum to assist the elector in marking his or her vote may be taken into the booth and copied. The sample ballot shall not be shown to anyone so as to reveal how the ballot is marked. After casting his or her vote, the elector shall leave the voting booth, properly deposit the ballot, and promptly leave the polling place. After an official marksense ballot is marked, it shall be inserted in the envelope provided so the marks do not show. The elector shall then insert the ballot in the voting device and discard the envelope, or deposit the ballot in the ballot box or deliver it to an inspector for deposit. An elector may select an individual to assist in casting his or her vote if the elector declares to the presiding official that he or she is unable to read, has difficulty in reading, writing or understanding English, or that due to disability is unable to cast his or her ballot. The selected individual rendering assistance may not be the elector's employer or an agent of that employer or an officer or agent of a labor organization which represents the elector.
