1 NOTICE OF SPRING ELECTION AND SAMPLE BALLOTS APRIL 7, 2015 OFFICE OF THE BROWN COUNTY CLERK TO THE ELECTORS OF BROWN COUNTY : Notice is hereby given of a spring election to be held in Brown County, on the 7 th day of April, 2015, at which the officers named below shall be chosen. The names of the candidates for each office to be voted for, whose nominations have been certified to or filed in this office, are given under the title of the office, each in its proper column, together with the questions submitted to a vote, for a referendum, if any, in the sample ballot below. INFORMATION TO ELECTORS Upon entering the polling place, an elector shall state his or her name and address and sign the poll book before being permitted to vote. If an elector is not registered to vote, an elector may register to vote at the polling place serving his or her residence, if the elector presents proof of residence in a form specified by law. Where ballots are distributed to electors, the initials of two inspectors must appear on the ballot. Upon being permitted to vote, the elector shall retire alone to a voting booth and cast his or her ballot except that an elector who is a parent or guardian may be accompanied by the elector's minor child or minor ward. An election official may inform the elector of the proper manner for casting a vote, but the official may not in any manner advise or indicate a particular voting choice. Where Optical Scan Voting Systems are Used The elector shall fill in the oval next to the name of the candidate of his or her choice for each office for which he or she intends to vote. To vote for a person whose name does not appear on the ballot, the elector shall write in the name of the person of his or her choice in the space provided and fill in the oval on the write-in line. On referendum questions, the elector shall fill in the oval next to "yes" if in favor of the question, or the elector shall fill in the oval next to "no" if opposed to the question. When using an electronic ballot marking device ( Automark ) to mark an optical scan ballot, the elector shall touch the screen at the name of the candidate of his or her choice for each office for which he or she intends to vote. To vote for a person whose name does not appear on the ballot, the elector shall type in the name of the person of his or her choice in the space provided for a write-in vote. On referendum questions, the elector shall touch the screen at "yes" if in favor of the question, or the elector shall touch the screen at "no" if opposed to the question. The vote should not be cast in any other manner. Not more than five minutes time shall be allowed inside a voting booth or machine. Sample ballots or other materials to assist the elector in casting his or her vote may be taken into the booth and copied. The sample ballot shall not be shown to anyone so as to reveal how the ballot is marked. If the elector spoils an optical scan ballot, he or she shall return it to an election official who shall issue another ballot in its place, but not more than three ballots shall be issued to any one elector. If the ballot has not been initialed by two inspectors or is defective in any other way, the elector shall return it to the election official, who shall issue a proper ballot in its place. After Voting the Ballot After an official optical scan ballot is marked, it shall be inserted in the security sleeve so the marks do not show. After casting his or her vote, the elector shall leave the booth, insert the ballot in the voting device and discard the sleeve, or deliver the ballot to an inspector for deposit. The elector shall leave the polling place promptly. An elector may select an individual to assist in casting his or her vote if the elector declares to the presiding official that he or she is unable to read, has difficulty reading, writing or understanding English or that due to disability is unable to cast his or her ballot. The selected individual rendering assistance may not be the elector's employer or an agent of that employer or an officer or agent of a labor organization which represents the elector. SANDRA L. 6 NOTICE OF REFERENDUM ELECTION STATE OF WISCONSIN APRIL 7, 2015 NOTICE IS HEREBY GIVEN, that at an election to be held in the several towns, villages, wards, and election districts of the County of Brown, on Tuesday, April 7, 2015, the following question will be submitted to a vote of the people pursuant to law: 2015 ENROLLED JOINT RESOLUTION 2 To amend section 4 (2) of article VII of the constitution; relating to: election of chief justice (second consideration). Whereas, the 2013 legislature in regular session considered a proposed amendment to the constitution in 2013 Senate Joint Resolution 57, which became 2013 Enrolled Joint Resolution 16, and agreed to it by a majority of the members elected to each of the two houses, which proposed amendment reads as follows: Section 1. Section 4 (2) of article VII of the constitution is amended to read: [Article VII] Section 4 (2) The chief justice of the supreme court shall be elected for a term of 2 years by a majority of the justices then serving on the court. The justice so designated as chief justice may, irrevocably, decline to serve as chief justice or resign as chief justice but continue to serve as a justice of the supreme court. Now, therefore, be it resolved by the senate, the assembly concurring, That the foregoing proposed amendment to the constitution is agreed to by the 2015 legislature; and, be it further Resolved, That the foregoing proposed amendment to the constitution be submitted to a vote of the people at the election to be held on the first Tuesday in April 2015; and, be it further Resolved, That the question concerning ratification of the foregoing proposed amendment to the constitution be stated on the ballot as follows: Question 1: "Election of chief justice. Shall section 4 (2) of article VII of the constitution be amended to direct that a chief justice of the supreme court shall be elected for a two-year term by a majority of the justices then serving on the court?" EXPLANATION The Wisconsin constitution currently provides that the chief justice of the Wisconsin Supreme Court is its longest-serving member. The proposed constitutional amendment would instead select the chief justice through an election by a majority of the justices then serving on the Court. A yes vote on this question would mean that the chief justice shall be elected for a term of two years by a majority of the justices then serving on the Wisconsin Supreme Court. The justice who is elected may decline to serve as chief justice or resign the position, but still continue to serve as a justice of the Wisconsin Supreme Court. A no vote would mean that the longest-serving member of the Wisconsin Supreme Court serves as chief justice of the Court. The justice designated as chief justice may decline to serve as chief justice or resign the position, but still continue to serve as a justice of the Wisconsin Supreme Court. Juno, Brown County Clerk NOTICE OF REFERENDUM Northeast Wisconsin Technical College District April 7, 2015 NOTICE IS HEREBY GIVEN, that at an election to be held in Northeast Wisconsin Technical College District on April 7, 2015, the following proposed Initial Resolution of the District Board of the District will be submitted to a vote of the people: INITIAL RESOLUTION AUTHORIZING GENERAL OBLIGATION BONDS OR PROMISSORY NOTES IN AN AMOUNT NOT TO EXCEED $66,500,000 BE IT RESOLVED by the District Board of Northeast Wisconsin Technical College District, comprised of Brown, Door, Oconto, Kewaunee, Marinette, Florence, and portions of Shawano, Outagamie and Manitowoc Counties, Wisconsin that there shall be issued pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds or promissory notes in an amount not to exceed $66,500,000 for the public purpose of paying the cost of capital expenditures for projects which are included in the District's Master Facilities Plan consisting of constructing new buildings and facilities; adding to, upgrading, remodeling, and improving existing buildings; acquiring furnishings, fixtures and equipment; and acquiring and improving property at, but not limited to, its Green Bay, Marinette, and Sturgeon Bay campuses. The question will appear on the ballot as follows: "Shall Northeast Wisconsin Technical College District, comprised of Brown, Door, Oconto, Kewaunee, Marinette, Florence, and portions of Shawano, Outagamie and Manitowoc Counties, Wisconsin be authorized to issue, pursuant to Chapter 67 of the Wisconsin Statutes, general obligation bonds or promissory notes in an amount not to exceed $66,500,000 for the public purpose of paying the cost of capital expenditures for projects which are included in the District's Master Facilities Plan consisting of constructing new buildings and facilities; adding to, upgrading, remodeling, and improving existing buildings; acquiring furnishings, fixtures and equipment; and acquiring and improving property at, but not limited to, its Green Bay, Marinette, and Sturgeon Bay campuses?" A "yes" vote on the question is in favor of the Initial Resolution set forth above and is a vote to approve the borrowing of $66,500,000 by Northeast Wisconsin Technical College District through the issuance of general obligation bonds or promissory notes for the purpose of paying the cost of capital expenditures for projects which are included in the District's Master Facilities Plan consisting of constructing new buildings and facilities; adding to, upgrading, remodeling, and improving existing buildings; acquiring furnishings, fixtures and equipment; and acquiring and improving property at, but not limited to, its Green Bay, Marinette, and Sturgeon Bay campuses. A "no" vote on the question is opposed to the Initial Resolution set forth above and is a vote to deny Northeast Wisconsin Technical College District the authority to borrow $66,500,000 through the issuance of general obligation bonds or promissory notes for the purpose of paying the cost of capital expenditures for projects which are included in the District's Master Facilities Plan consisting of constructing new buildings and facilities; adding to, upgrading, remodeling, and improving existing buildings; acquiring furnishings, fixtures and equipment; and acquiring and improving property at, but not limited to, its Green Bay, Marinette, and Sturgeon Bay campuses. In the event a majority of the electors voting vote "Yes" on the question set forth above, the District will be authorized to undertake the capital improvement program described above and borrow not in excess of $66,500,000 therefor; if a majority vote "No" on the question set forth above, the District will not be so authorized. EXPLANATORY STATEMENT AND EFFECT OF VOTE The referendum election ballot will ask District electors to vote "yes" or "no" on the referendum election questions as set forth above. A "yes" vote on Question Number I is a vote to approve the borrowing of $7,100,000 by the Unified School District of De Pere through the issuance of general obligation bonds for the purpose of financing capital maintenance projects at District school buildings. A "no" vote on Question Number I is a vote to deny the Unified School District of De Pere the authority to borrow $7,100,000 through the issuance of general obligation bonds for the purpose of financing capital maintenance projects at District school buildings. In the event a majority of the electors voting on Question Number I vote "yes", the District will be authorized to undertake the capital maintenance program described in Question Number I and borrow not in excess of $7,100,000 therefor; if a majority vote "no" on Question Number I set forth above, the District will not be so authorized. A "yes" vote on Question Number II is a vote to approve the borrowing of $3,130,000 by the Unified School District of De Pere through the issuance of general obligation bonds for the purpose of financing improvements to outdoor athletic fields and facilities. A "no" vote on Question Number II is a vote to deny the Unified School District of De Pere the authority to borrow $3,130,000 through the issuance of general obligation bonds for the purpose of financing improvements to outdoor athletic fields and facilities. In the event a majority of the electors voting on Question Number II vote "yes", the District will be authorized to undertake the improvement program described in Question Number II and borrow not in excess of $3,130,000 therefor; if a majority vote "no" on Question Number II set forth above, the District will not be so authorized.
