1 AGENDA REPORT To: Mayor Pat Humphrey and the Clare City Commission From: Ken Hibl, City Manager Date: April 3, 2014 Regarding: City Manager's Report For the Agenda of April 7, 2014 Depot Update. All remains on schedule to move the depot on April 15 th. We are presently awaiting word from Great Lakes Central Railroad whether they will sell or lease us an additional 60 of their Right-of-Way to allow us to site the depot closer to the rail line. But even if they deny the request, it will not hold up the relocation of the depot as we have more than sufficient space to locate the depot on the property we own. A ground-breaking ceremony is scheduled for Wednesday, April 9 8:30am; Mayor Pat is offering remarks; a number of the local clergy will offer their blessings and remarks. We ve invited all of the major donors to both (the move and ground-breaking) events. Horse Blanket/Gantt Chart. Due to the significant number of major projects we are presently working on/will be involved with this year and into next and the tremendous number of tasks, suspense dates, and deadlines associated with each of the major projects any of which has the potential of derailing a project or having a trickle-down effect if missed, I asked Diane to develop a Gantt Chart/Horse Blanket (draft copy att d) to assist us in monitoring all the tasks we have to accomplish. As depicted by the draft (still not inclusive) chart, we are and will remain extremely busy for at least the next year busier than any time I ve served here. And this chart does not include any of our normal, day-to-day functions and other projects we are working on, e.g., moving the depot, developing next year s budget, etc. Filing of Nominating Petitions. Two City Commission terms (those of Commissioners McConnell and Bonham) expire this year. The filing of nominating petitions for these two commission seats is April 22 nd at 4pm see copy of Diane s missive on this subject. Local Ballot Item Deadlines. Diane has also offered a copy of the state s election date booklet (copy att d) that outlines deadlines for filing ballot items. Of major significance to us is the expiration of our ¾ mil street millage this year. So we need to make a decision whether to ask for a continuance of our current millage; ask for an increase in our current millage; or propose that we ask the City residents if they are interested in approving a major millage (which would require another bond) to do a major catch-up to repair/rehabilitate a significant number of streets at one time using the results of the engineering evaluation completed for us by the Mt. Pleasant Engineering Department. The two key deadline dates for filing ballot issues is April 29 th for the August primary and July 29 th for the November regular election. Attachments. 1. 4 REQUIREMENTS FOR FILING NOMINATING PETITIONS 1. The nominee shall be qualified elector of the City of Clare 2. The petition shall be signed by not less than 25 or more than 50 qualified registered electors of the City of Clare 3. Separate nominating petition forms must be filed for each county (Isabella and Clare) in which signatures are obtained from qualified voters within the city limits. If the qualified voter resides in the Isabella County portion of the city, they must sign a nominating petition form labeled as Isabella County. Qualified residents residing in the Clare County portion of the city must sign a nominating petition form labeled as Clare County. 4. No person shall sign his/her name to a greater number of petitions for any one office than there will be persons elected. For example, if there are two (2) Commissioners to be elected, a qualified voter may only sign two (2) petitions. 5.
