1 MINUTE SUMMARY 1 BE IT REMEMBERED that the Mayor and Board of Aldermen of the City of Olive Branch met in regular session, November 20, 2018 at 6:30 o clock p.m., in the Municipal Court Room at 6900 Highland Street. AGENDA Mayor Phillips called the regular meeting to order at 6:30 o clock p.m. Alderwoman Pat Hamilton had the opening prayer. ROLL CALL (Establish Quorum): The City Clerk called roll to establish quorum with the following members present to wit: Mayor Scott B. Phillips, Alderwoman Jan Aldridge, Alderman George Collins, Alderman Dale Dickerson, Alderman Gil Earhart, Alderwoman Pat Hamilton, Alderwoman Joy Henderson and Alderman David Wallace. These members constitute a quorum. Also present were Tina Griffith, City Clerk and Bryan Dye, City Attorney. APPROVAL OF MINUTES: Minutes of the Regular Meeting held November 6, 2018, approved as presented, motion carried CONSENT AGENDA: Items on Consent Agenda approved as presented, motion carried 1. Travel/Training Approved 2. Authorize the Mayor and City Clerk to make transfers from the Water/Sewer Fund to the Water/Sewer Bond Fund for debt service payments due December 1, Authorized 3. Authorize designation of two (2) vehicles as unmarked vehicles and direct the City Clerk to furnish appropriate documentation to the Office of the State Auditor. Authorized 4. Authorize the City of Olive Branch to purchase one (1) 2016 Ford Explorer Police Interceptor from the Missouri State Highway Patrol. Authorized 5. Authorize expenditure of $ for the Police Department to sponsor a coffee event at Brown Missionary Baptist Church, with the specific finding the sponsorship will advertise and promote the City of Olive Branch. Authorized

2 MINUTE SUMMARY 2 6. Authorize the City of Olive Branch to enter into an annual support and maintenance agreement with Elliott Data Systems for booking cameras and pay all associated costs. Authorized 7. Authorize the City of Olive Branch to enter into an annual maintenance agreement with Memphis Communications Corporation for hearing assistance equipment at the Courthouse and pay all associated costs. Authorized 8. Authorize the City of Olive Branch to enter into an annual maintenance agreement with Memphis Communications Corporation for audio visual equipment at the Police Department and pay all associated costs. Authorized 9. Authorize the City of Olive Branch to enter into a service agreement with Certified Labs for maintenance of a parts washer used by Fleet Services. Authorized 10. Approve additions to the 2018/2019 pool of Seasonal Employees for hire as determined by Parks and Recreation Director. Approved 11. Authorize the City of Olive Branch to execute a Desoto County School s Use of Facilities Application form related to the City of Olive Branch basketball league. Authorized 12. Authorize expenditures up to $75.00 for a plaque to be presented to Dr. John Wallace of Shiloh Missionary Baptist Church with the specific findings that the expenditure will advertise and promote the City of Olive Branch. Authorized 13. Authorize the City of Olive Branch to renew the annual Insurance Agreement with K & K Insurance Group and pay all associated costs. Authorized 14. Authorize execution of Letter of Understanding pertaining to enrollment in the Phillips 66-Branded Airport Dealers Excess Liability Program. Authorized 15. Authorize expenditures up to $7, for the Olive Branch Police Department s Shop with a Cop event, with the specific finding the expenditure will advertise and promote the City of Olive Branch. Authorized 16. Authorize the City of Olive Branch to enter into a Service Agreement with Waste Connections, Inc. and pay all associated costs. Authorized 17. Authorize expenditure up to $400 in total for candy to be distributed at the Olive Branch Christmas Parade, with the specific finding that said expenditure will advertise and promote the City of Olive Branch. Authorized 18. Approve Memorandum of Agreement between the City of Olive Branch, Mississippi Department of Health, and Bureau of Emergency Medical Services relative to establishing a mechanism for the coordination of emergency medical resources in the event of an emergency. Approved

3 MINUTE SUMMARY Accept donation in the amount of $2, from the Olive Twigs Philanthropic Group to be used for the Police Department s L.E.A.D. program. Accepted 20. Authorize release of remaining balance, on contract with Engineering Solutions, Inc. (ESI), in the amount of $33,507.27, for project known as Metro Wastewater Treatment Facility Expansion, and accept project as complete. Authorized and accepted 21. Declare as surplus the following item with a Fair Market Value of less than $1000 to be taken to Martin Bros. for scrap in accordance with M.C.A and authorize necessary amendment to fixed asset inventory. Declare as surplus the following items with a Fair Market Value over $1000 and grant authorization to advertise for sale at public auction on GovDeals.com in accordance with M.C.A and authorize necessary amendment to the fixed asset inventory. Approve Publications Subscription and Access Agreement and Addenda between the City of Olive Branch and the Commission on Accreditation for Law Enforcement Agencies. Approved 24. Approve maintenance agreement with Robinson Aviation, Inc. related to the City s air traffic control tower and pay all associated costs. Approved 25. Authorize the City of Olive Branch to renew the Software Licensing Agreement with Helm, Inc. for Ford IDS licensing and pay all associated costs. Authorized 26. Authorize the City of Olive Branch to enter into a professional services contract with Premier Lawnscapes, Inc. for landscape services for the 2019 and 2020 calendar year. Authorized 27. Authorize purchase of promotional items and greeting cards to be presented to various individuals and organizations by the Mayor and other administrative staff. Authorized 28. Approve the 2017/2018 Privilege Tax Register, M.C.A Approved

4 MINUTE SUMMARY Set Public Hearing for consideration of application for a Zoning Map Amendment, submitted by Lee Davidson, The Reaves Firm, on behalf of Whitaker Desoto LLC, the property owner. The request is to rezone /- acre property from P-B, Planned Business to M-1, Light Industrial District. The property is located on the southeast corner of Polk Lane and Kirk Road. (File# ZP ) Public Hearing date set for December 18, PLANNING COMMISSION / OLD BUSINESS: 1. Public Hearing for consideration of application for a Project Text Amendment for Crumpler Place Planned Unit Development (PUD), submitted by Mark D. Utley, Utley Properties, the property owner. The request is to add massage therapy as a permitted use in the PUD Project Text. The affected area in the PUD is located on the south side of MS Highway 302 (Goodman Road), west of US Highway 78 and east of Craft Road N. (File# ZP ) Public Hearing set for this date in meeting of October 16, Approved, motion carried EXECUTIVE SESSION: 1. Personnel matter in the Airport Department Hired one (1) new employee, motion carried 2. Personnel matters in the Gas Maintenance Department Consideration of recommendation for potential new hires. Hired two (2) new employees, motion carried 3. Personnel matter in the Ambulance Department Consideration of recommendation for employee disciplinary action. Approved suspension of one (1) employee for one (1) day without pay, motion carried 4. Personnel matter in the Parks and Recreation Department Consideration of recommendation for transfer and salary change. Authorized transfer and salary change for one (1) employee, motion carried 5. Personnel matter in the Police Department Hired one (1) new employee, motion carried 6. Personnel matter in the Dispatch Department Consideration of recommendation for employee promotion and salary increase. Approved promotion and salary increase for one (1) employee, motion carried 7.
