HUMAN SERVICES ADVISORY COUNCIL MEETING MINUTES August 7, August 14, and August 20, 2015 The HSAC had meetings on August 7 th, August 14 th, and August 20 th recommendations for the FY 2016 Contracted Human Services Program. to formulate the funding The HSAC used the web-based system, NetVote, to capture and vote on all funding motions. Barbara Kopp briefly reviewed the NetVote system with the members prior to the first meeting at the July HSAC meeting. The details of those motions are available upon request. The summary of the funding recommendation meetings is attached. All other actions taken by the HSAC are incorporated into these meeting minutes. The structure that guided the discussion of each program: Description of program, performance results, staff monitoring was provided by staff Amount of funding requested and proposal assessment score Site Visitor and Reader reports from members Agency representatives were allowed to answer specific questions related to their proposal when requested by HSAC. Funding recommendations were developed for all of the programs within a system before moving to the next system. All meetings offered the opportunity for public comment at the beginning and end of each meeting.

Funding recommendations for programs within the following systems were discussed: Developmental Disabilities Food and Emergency Financial Assistance Other Jeff Anglin requested all HSAC members to disclose any relationships with any agencies currently in the Staff briefly reviewed the following housekeeping issues: Additional updated materials. Amount of funding requested and proposal assessment score sheet. Two updated program summaries for Florida Center and Loveland Center. Staff has conflict of interest forms, if needed. Packets for the August 14, 2015 recommendation meeting (Day 2) were distributed at the end of the meeting. Joy Mahler, Executive Director, Big Brothers Big Sisters informed the Council of a modification in their funding due to loss of funding from the State of Florida. Funding recommendations for programs within the following systems will be discussed: Positive Youth Development Early Learning Child Welfare Staff briefly reviewed the following housekeeping issues: Additional updated materials. Joy Mahler, Executive Director, Big Brothers Big Sisters addressed the poverty question inquired of the agency at the 8/14/2015 HSAC recommendation meeting. Marla Doss, Executive Director, Community Haven for Adults and Children with Disabilities address some clarity to some of the questions that were inquired of the agency at the 8/14/2015 HSAC recommendation meeting. Charlie Denton, Vice President of the Board of Trustees, Family Promise of South Sarasota updating the HSAC with some changes. Valerie Walton is the new Director. Funding recommendations for programs within the following systems will be discussed: Aging Services Behavioral Health Staff briefly went over the following housekeeping issues: Additional updated materials:

5 Overall ranked proposal assessment score sheet (staff updated this as day moved forward). An extended break in-between finishing the system recommendations and balancing the budget was taken to allow for update. Updated cover sheet by system was distributed. HSAC followed Roberts Rules of Order throughout this Jeff Anglin requested all HSAC members disclose any relationships with any agencies currently in the Ruth Brandwein Co-Chair for the advocacy committee for Jewish Family and Children s Service After completing the recommendations to all the programs in each system the deficit that HSAC had in order to balance was $111, HSAC proceeded with the process that was developed at the 7/31/2015 HSAC meeting: lowest scored programs will be the starting point for balancing the budget. As each program was considered, the following was discussed: Proposal assessment score, Ranking Request Percent of program budget represented by the request (30% threshold) Requested change Total funding HSAC consensus on initial vote During the balancing of the budget discussion the following motions ensued that were not recorded in NetVote: Sherri Reynolds moved ( seconded) to continue the review of the FY 2016 Proposal Assessment Score Sheet as it has been presently. Motion passed. Catalina King moved (Susan Lavalle seconded) to consider the programs that the Council was not in consensus with. Motion failed. John Annis moved (Steve Huard seconded) that individual members make a motion for programs ranked between 26 to 1 on the FY 2016 Proposal Assessment Score Sheet. Motion passed. Only one program received a reduction in this section. Ruth Brandwein moved (Lucas Seconded) to return to the third and fourth quartiles of the FY 2016 Proposal Assessment Score Sheet to review programs for funding reduction. Motion passed. Funding reductions were made to achieve a balanced budget. It was the consensus of the Council to cancel the HSAC meeting scheduled on Friday, August 28, 2015.
