Participants and Agenda 1.1 Participants The ninety-second session of the Maritime Safety Committee was held at IMO Headquarters from 12 to 21 June 2013 under the chairmanship of Mr. Christian Breinholt (Denmark) with the presence of Captain Muhamed Segar (Singpore), Vice-Chairman of the Committee. The session was attended by delegations from Member states (114) and Associated Members (2); by representatives from the United Nations Programmes, specialized agencies and other entities. It is also attended by observers from the intergovernmental organizations with agreements of cooperation (5), by observers from non-governmental organizations in consultative status (50). Taking part also in the session were the Chairman of the Council, Mr. J.G. Lantz (United States) and the Chairman of the Facilitation Committee, Mr. Y. Melenas (Russian Federation). The Secretary-General welcomed participants and delivered his opening address, expressing his concerns and the importance of those subjects scheduled to be discussed during the session, especially the frame work for actions against armed robbery off the west and central coast of Africa, the restructure of the organization and the safety of passenger ships. On behalf of IMO, he also showed the thankfulness and appreciation to the contributions of IMO senior members and those in charge of MSC sub-committees who would complete their tasks after this session. 1.2 Agenda The MSC 92 nd Session was initially planned as follows: Wednesday, 12 June - Opening of the session - Agenda; credentials - Decisions of other IMO bodies - Passenger ship safety - Goal-based new ship construction standards - Review and reform of the Organization, including application of the Committee's Guidelines - Capacity-building for the implementation of new measures

2 Thursday, 13 June - Amendments to mandatory instruments - Work programme (new Friday, 14 June - Dangerous goods, solid cargoes and containers - Bulk liquids and gases - Stability, load lines and fishing vessels safety - Fire protection Monday, 17 June - Radiocommunications and search and rescue - Training and watchkeeping - Flag State implementation - Ship design and equipment - Technical co-operation activities relating to maritime safety and security Tuesday, 18 June - Measures to enhance maritime security - Piracy and armed robbery against ships - Formal safety assessment - General cargo ship safety - Implementation of instruments and related matters Wednesday, 19 June - Relations with other organizations - Work programme (remaining part of item) - Any other business Thursday, 20 June - Election of Chairman and Vice-Chairman for Reports of working, drafting and other groups - Adoption of amendments Friday, 21 June - Report of the Committee on its ninety-second session Alongside with the in plenary session of the committee, working group sessions were also held to deal with specific technical issues arising from the discussion or other matters that required further analysis and development, as well as to draft text for approval, adoption or endorsement at the plenary session by the committee, namely: - the Working Group on Passenger Ship Safety; - the Working Group on Goal-based Standards; - the Working Group on Review and Reform of the Organization; - the Drafting Group on Amendments to Mandatory Instruments; - the Capacity-building Needs Analysis Group (ACAG)

3 However, during the session, the time schedule has been slightly adjusted according to both the progress of the discussion, time required and results of the working group meetings. The subjects drawing more and diverged opinions were given longer slot than those of general agreement and therefore delegates were granted with the Tuesday (June 18 th ) off and a late start on Thursday (June 20 th ). Delegates were also invited to attend presentations made by delegations from several member states, including: - Presentation on the Iridium Satellite System, a potential component of GMDSS (an alternative solution for Inmarsat) - A film on the process of negotiation to free seaman onboard a Danish Ship pirated and kidnapped off the Africa Coast 2. Significant Outcomes From the representative s view point, the session was mainly dedicated to two items: the report on the accident of the Cruise Ship Costa Concordia and the correlative passenger ships safety matters and the re-structuring of the sub-committees (reform process and effecting procedure of the work). 2.1 Consideration and adoption of amendments to mandatory instruments - On SOLAS chapter III, Regulation 19 Emergency training and drills, the Committee decided to include the additional requirement for each enclosed space entry and rescue drill related to the checking and use of instruments for measuring the atmosphere in enclosed spaces (as proposed by Democratic Republic of Korea). The drills, therefore, include -- checking and use of personal protective equipment required for entry; -- checking and use of communication equipment and procedures; -- checking and use of instruments for measuring the atmosphere in enclosed spaces; -- checking and use of rescue equipment and procedures; -- instructions in first aid and resuscitation techniques. - On the the mandatory carriage of a Bridge Navigational Watch Alarm System (BNWAS) according to Regulation 19 (Solas, Chapter V), the Committee agreed that a phase-in of implementation should be allowed for ships constructed before 1 July 2002, allowing exemptions for ships that would be taken permanently out of service within two years after implementation. - On approving in general the report of the drafting group, the committee has: -- adopted the Code for recognized organizations, by resolution MSC.349(92) -- considered the final text of the proposed amendments to the 1974 SOLAS Convention, and adopted the amendments unanimously by resolution MSC.350(92) and determined that the adopted amendments to the Convention should be deemed to have been accepted on 1 July 2014 (unless, prior to that date, objections are communicated to the Secretary-General) and should enter into force on 1 January considered the final text of the proposed amendments to the 1994 and 2000 HSC Codes, and adopted the amendments unanimously by resolutions MSC.351(92) and MSC.352(92) respectively and that the adopted amendments to the 1994 and 2000 HSC Codes should be deemed to have been accepted on 1 July 2014 (unless, prior to that date, objections are communicated to the Secretary- General) and should enter into force on 1 January The amendments were related to enclosed space entry and rescue drills as adopted under Solas.

4 -- considered the final text of the proposed amendments to the ISM Code and adopted the amendments unanimously by resolution MSC.353(92) and determined that the adopted amendments to the Convention should be deemed to have been accepted on 1 July 2014 (unless, prior to that date, objections are communicated to the Secretary-General) and should enter into force on 1 January The amendments related to the requirement of qualified, certificated and medically fit seafarers, and to the requirement of those that are undertaking ISM responsibilities should be acting in conformity with the Company's responsibilities under the Code. -- considered the final text of the proposed amendments to the IMSBC Code and adopted the amendments unanimously by resolution MSC.354(92) which may be applied voluntarily from 1 January The amendments related to cargo under in-transit fumigation, sampling procedures and certificates or declarations of the moisture content when a concentrate etc. or other cargo which may liquefy is carried; -- adopted the amendments to the International Convention for Safe Containers (CSC), 1972 by resolution MSC.355(92) and in force from 1 July The amendments included definitions of core terms as Acceleration of gravity, Load, Maximum operating gross mass or Rating, Maximum permissible payload and Tare and other related consequential amendments, One door off stacking and racking strength; Test loadings and applied forces inter alia when lifting from corner fittings and any other additional methods and for racking and stacking and concentrated loads; Structurally sensitive components. - The Committee has considered the final text of amendments to non-mandatory instruments and has: -- adopted the amendments to the 1979, 1989 and 2009 Codes for the Construction and Equipment of Mobile Offshore Drilling Units (1979, 1989 and 2009 MODU Codes), by resolutions MSC 357(92), MSC.358(92), MSC.359(92) -- adopted the Code of Safety for Dynamically Supported Craft (DSC Code), by resolution MSC.360(92) -- approved the circulars on the Early implementation of amendments (02-13) to the International Maritime Solid Bulk Cargoes (IMSBC) Code; the Guidelines for the submission of information and completion of the format for the properties of cargoes not listed in the IMSBC Code and their conditions of carriage; the Guidelines for developing and approving procedures for sampling, testing and controlling the moisture content for solid bulk cargoes that may liquefy; and on Lists of solid bulk cargoes for which a fixed gas fire-extinguishing system may be exempted or for which a fixed gas fire-extinguishing system is ineffective 2.2 Measures to enhance maritime security - A proposal from Republic of Korea to draft new guidelines for Companies performing security activities in accordance with the ISPS Code has been considered and debated but it could not receive sufficient support for approval due to the lack of an urgent need for such a guideline at this time. - Relating to the communication of security-related information, the committee urged Contracting Governments to provide detailed and information which are mandatory to be available on GISIS Maritime Security Module, including: -- the date of the latest review of the port facility security plan; -- the contact details for PFSOs of ISPS-compliant port facilities; and -- the contact details for designated recipients of maritime security-related communications 2.3 Goal-based new ship construction standards Considering the draft Guidelines for the approval of equivalents and Alternatives, prepared by the correspondence group together with the Republic of Korea comment which emphasized that the

5 draft Guidelines would be an important reference in developing the detailed safety-level approach (SLA)-GBS in the future, the Committee established the GBS Working Group and instructed it, taking into account decisions, comments and proposals made in plenary, to finalize the draft Guidelines for the approval of Equivalents and alternatives, as provided for in various IMO instruments. The most controversial issue was related to the applicability of the alternatives and equivalents option in IMO instruments. The Committee confirmed that it was the prerogative of flag states to approve equivalents and alternatives, and that; therefore, the decision on the scope of application falls under their purview and should not be prescribed in the Guidelines. Having considered the report of the working group (MSC 92/WP.9), the Committee, in its plenary session, approved the MSC.1/Circ.1455 on the Guidelines for the approval of alternatives and equivalents as provided for in various IMO instruments. 2.4 Passenger ship safety - Based on the preliminary recommendations, the Costa Concordia casualty investigation report and other documents submitted by member states, the has committee considered latest recommendations from the Cruise Industry Operational Safety Review, the outcome of the ICS Review of Operational Safety Measures to Enhance the Safety of Passenger Ships, the proposal related to survivability of passenger ships and considered whether the voluntary guidance on evacuation analysis should be made mandatory and: -- concluded that the role of shoreside management was critical to the proper development and function of an effective Safety Management System. -- included four additional guidance notes in the Recommended interim measures (MSC.1/Circ.1446/Rev.1) -- agreed to instruct FP 57 to consider the mandatory application of evacuation analysis to non-ro-ro passenger ships and advise MSC 93 accordingly -- instructed SLF 56 to examine the Phase 1 options that were technically justifiable to raise the Required Subdivision Index 'R' and to review other aspects deemed relevant to the issue such as the length of the ship, number of persons on board and practical and operational aspects, taking into account actual economic factors, and advise MSC 93 accordingly. The sub-committee SLF should initiate an assessment of whether some of the provisions on prevention of water ingress already applicable to ro-ro ships should also apply to other passenger ships. - For the long term action plan on passenger ship safety, the Committee agreed to bring forward the output on "Review of conditions under which passenger ship watertight doors may be opened during navigation and prepare amendments to SOLAS regulation II-1/22 and MSC.1/Circ.1380", for inclusion in the agenda for SLF 56. The Committee has also approved MSC.1/Circ.1446/Rev.2 on Recommended interim measures for passenger ship companies to enhance the safety of passenger ships. 2.5 Dangerous goods, solid cargoes and containers -The Committee approved CSC.1/Circ.71 Guidelines for development of an approved continuous examination programme (ACEP) - It also approved CSC.1/Circ.138/Rev.1 on the Revised Recommendations on harmonized interpretation and implementation of the International Convention for Safe Containers, 1972, as amended.

6 - The MSC circulars on Early implementation of amendments to the International Maritime Solid Bulk Cargoes (IMSBC) Code and two other MSC circulars associated with the IMSBC Code has also been approved by the committee at this session. 2.6 Fire protection On approving the report of the fifty-sixth session of the Sub-Committee on Fire Protection (FP), the committee has - approved the draft amendments to SOLAS regulations II-2/4.5.5 and II-2/ concerning inert gas systems for new tankers, and requested the Secretary-General to circulate them with a view to adoption at MSC 93 - approved the draft amendments to chapter 15 of the International Code for Fire Safety Systems (FSS Code) concerning inert gas systems for new ships with a view to adoption at MSC 93 - approved the draft amendments to SOLAS regulations II-2/3 and II-2/9.7 concerning fire resistance of ventilation ducts for new ships, with a view to adoption at MSC 93 - approved the draft amendments to SOLAS regulation II-2/10 concerning fire protection requirements for on-deck cargo areas for new ships - amended the draft text of SOLAS regulation II-2/ to require a minimum capacity of 60 m3/h - approved, in principle, the draft Guidelines for the design, performance, testing and approval of mobile water monitors used for the protection of on-deck cargo areas of ships designed and constructed to carry five or more tiers of containers on or above the weather deck - approved the draft amendments to SOLAS regulation II-2/13.4 concerning additional means of escape from machinery spaces for new passenger and cargo ships - approved the draft amendments to SOLAS regulations II-2/1 and 3 and the draft new regulation II-2/20-1 concerning requirements for ships carrying hydrogen and compressed natural gas vehicles for new ships - instructed the FSI Sub-Committee to include the survey and certification of fire protection of incinerator and waste stowage spaces in the Survey Guidelines under the Harmonized System of Survey and Certification (HSSC), approved MSC.1/Circ.1457 on Unified interpretations of the 2000 HSC Code concerning Protection of load bearing structures - approved MSC.1/Circ.1458 on Interpretation to the Revised Guidelines for the approval of equivalent water-based fire-extinguishing systems for machinery spaces and cargo pump rooms (MSC/Circ.1165) and MSC.1/Circ.1459 on Unified interpretation of the SOLAS Convention and the IBC and IGC Codes on the location of entrances, air inlets and openings in the superstructures and/or deckhouses of oil and chemical tankers and gas carriers. - endorsed the agreement of the Sub-Committee not to proceed with the development of amendments to SOLAS chapter II-2 on the location of emergency escape breathing devices - approved the draft amendments to SOLAS regulation II-2/18 concerning helicopter landing areas on ro-ro passenger ships for new ships 2.7 Radiocommunications and search and rescue On approving the report of the seventeenth session of the Sub-Committee on Radiocommunications and Search and Rescue, the committee has:

7 - approved the review of annex 7 to MSC.1/Circ.1382/Rev.1 containing the revised questionnaire on shore-based facilities in the GMDSS - approved the revised MSC circular on amendments to resolution A.705(17), as amended, on the Promulgation of maritime safety information - approved the revised MSC circular on amendments to resolution A.706(17), as amended, on the World-Wide Navigational Warning Service - approved the draft circular MSC.1/Circ.1460 on Guidance on the validity of radiocommunications equipment installed and used on ships, - approved the COMSAR.1/Circ.57 on Guidance on the use of the graph at figure N.14, appendix N of IAMSAR Manual, Volume II - approved the COMSAR.1/Circ.54/Rev.1 on Audits of LRIT Data Centres and of the International LRIT Data Exchange Conducted by the LRIT Coordinator - approved the SN.1/Circ.322 on Information on the display of AISSART, AIS Man Overboard and EPIRB-AIS devices - adopted the MSC resolution on the Operation of the International LRIT Data Exchange after Bulk liquids and gases The committee has: - approved the draft amendments to the IBC Code, prepared by BLG 17, together with further amendments to the Code relating to mandatory carriage requirements for stability instruments on board tankers prepared by SLF 55 - approved MSC-MEPC.5/Circ.7 on Guidance on the timing of replacement of existing certificates by revised certificates as a consequence of the entry into force of amendments to chapters 17 and 18 of the IBC Code - decided not to exclude fuel with a flashpoint between 52 C and 60 C from the scope of the Code and invited Member States and international organizations, to submit documents to the Committee to propose a new output on a SOLAS chapter II-2 review in relation to low-flashpoint fuels between 52 C and 60 C - approved the draft amendments to the International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk with several modifications as proposed by member states and requested the Secretariat to effect any editorial corrections 2.9 Stability and load lines and on fishing vessels safety On approving the report of the fifty-fifth session of the Sub-Committee on Stability and Load Lines and on Fishing Vessels Safety, the committee has - adopted resolution MSC.362(92) on the Revised Recommendation on a standard method for evaluating cross-flooding arrangements - approved MSC.1/Circ.1461 on the Guidelines for verification of damage stability requirements for tankers - approved the draft amendments to the Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk (BCH Code), concerning carriage requirements for stability instruments on board tankers, which were prepared in conjunction with the Guidelines for verification of damage stability requirements for tankers - approved the draft amendments to the Code for Existing Ships Carrying Liquefied Gases in Bulk (EGC Code), concerning carriage requirements for stability instruments on board tankers

8 in conjunction with the adoption of the associated mandatory carriage requirements for stability instruments on board tankers under the IBC and IGC Codes - approved the draft amendments to the Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk (GC Code), concerning carriage requirements for stability instruments on board tankers - approved the draft amendments to the Survey Guidelines under the Harmonized System of Survey and Certification (HSSC), 2011 (resolution A.1053(27)), concerning carriage requirements for stability instruments on board tankers - approved the draft Assembly resolution on Use of national tonnage in applying international conventions - adopted resolution MSC.363(92) on the Performance standards for electronic inclinometers 2.10 Flag State implementation The committee, on approving the report of the twenty-first session of the Sub-Committee on Flag State Implementation and, taking into account relevant decisions and comments made by MEPC 65, has: - approved MSC.1/Circ.1462-FAL.2/Circ.127-MEPC.1/Circ.817 on List of certificates and documents required to be carried on board ships, 2013 including the amendment to the "Note" in order to remove the wording that "All certificates to be carried on board must be originals" - approved the draft Assembly resolution on Guidelines to assist investigators in the implementation of the Casualty Investigation Code (resolution MSC.255(84)) to revoke resolutions A.849(20) and A.884(21) - approved MSC-MEPC.3/Circ.4 on Revised harmonized reporting procedures Reports required under SOLAS regulations I/21 and XI-1/6, and MARPOL, articles 8 and 12, to supersede MSC-MEPC.3/Circ.3 - approved MSC.1/Circ.1463 on Application of SOLAS regulations XII/3, XII/7 and XII/11 concerning clarification of the meaning of "periodical survey" - approved the draft amendments to the Survey Guidelines under the Harmonized System of Survey and Certification (HSSC), 2011 (resolution A.1053(27) - approved MSC-MEPC.5/Circ.8, providing a Unified interpretation of the application of regulations governed by the building contract date, the keel laying date and the delivery date for the requirements of the SOLAS and MARPOL Conventions - approved the draft Assembly resolution on IMO Ship Identification Number Scheme to revoke resolution A.600(15), for submission to the Assembly at its twenty-eighth session for adoption 2.11 Ship design and equipment With the approval of the report of the fifty-seventh session of the Sub-Committee on Ship Design and Equipment in general, the committee has: - approved MSC.1/Circ.1464 on Unified interpretations of the provisions of SOLAS chapters II-1 and XII, the technical provisions for means of access for inspections (resolution MSC.158(78)) and of the performance standards for water level detectors on bulk carriers (resolution MSC.145(77)) - MSC.1/Circ.1465 on Unified interpretation of the performance standard for protective coatings for dedicated seawater ballast tanks in all types of ships and double-side skin spaces of bulk carriers (resolution MSC.215(82))

9 - invited IACS to submit a relevant proposal to the next session of the DE Sub-Committee, under its agenda item on "IACS Unified interpretations" - approved MSC.1/Circ.1466 on Unified interpretations on fall preventer devices (MSC.1/Circ.1392 and MSC.1/Circ.1327) - approved MSC.1/Circ.1467 on Unified interpretation of SOLAS regulation II-1/26.3 concerning redundancy of fuel oil pumps for the normal operation of propulsion systems - approved MSC.1/Circ.1468 on Unified interpretation of paragraph of the LSA Code concerning Greatest launching height for a free-fall lifeboat - approved the draft MSC resolution on Requirements for periodic servicing and maintenance of lifeboats and rescue boats - approved, in principle, the draft MSC circular on Guidelines on safety during abandon ship drills using lifeboats with the notation that the draft Guidelines should be considered by the STW Sub-Committee, taking into account all other guidance and amendments relevant to measures to prevent accidents with lifeboats - approved draft amendments to SOLAS chapter III, to make the aforementioned Requirements for periodic servicing and maintenance of lifeboats and rescue boats mandatory - stressed the utmost importance of adequate charting, not only for the polar regions, but also for all other areas and, recognizing that a collective effort was necessary to improve the situation, encouraged Member States to collect relevant information, especially for remote areas, in support of IHO activities in this regard - approved draft amendments to the LSA Code concerning lifejacket RTDs, draft amendments to the Revised Recommendation on testing of life-saving appliances (resolution MSC.81(70)) and a draft MSC circular on Guidelines for validating the construction of a completed adult reference test device (RTD) in general - approved draft amendments to SOLAS regulation II-1/29 concerning requirements for steering gear trials - approved the draft amendments to the 2011 ESP Code 2.12 Training and Watchkeeping With the consideration of urgent issues emanating from the forty-fourth session of the Sub- Committee on Training and Watch-Keeping, the committee has: - approved the draft Assembly resolution on Recommendations for the training, competency and fitness for duty of personnel on mobile offshore units (MOUs), with a view to adoption at A 28 - approved amendments to the International Convention on Standards of Training, Certification and Watch-keeping, 1978, as amended and the Seafarers' Training, Certification and Watchkeeping (STCW) Code, to make the Code for the implementation of mandatory IMO instruments (III Code) mandatory - approved STCW.7/Circ.20 on Interim guidance on color vision testing - approved amendments to part A of the STCW Code related to Minimum in-service eyesight standards for seafarers - concurred with the conclusion of the Sub-Committee that it was appropriate to include training and certification provisions for the Polar Code in chapter V of the STCW Convention and Code - concurred with the view of the Sub-Committee that the appropriate instrument to include training and certification provisions for personnel on ships using gases or other low flash-point

10 fuels was chapter V of the STCW Convention and Code, and accordingly, to make reference in chapter 18 of the IGF Code to the appropriate provisions of STCW Convention and Code 2.13 Technical co-operation activities relating to maritime safety and security The committee has noted information provided by member states as the outcome of regional conferences as well as the update of information. The committee has urged Governments and industry to contribute to the Technical Co-operation Fund 2.14 Capacity building for the implementation of new measures The Committee, having agreed that it would not be necessary to establish the Ad Hoc Capacity-building Needs Analysis Group (ACAG), requested the Vice-Chairman, in consultation with the Chairman and with the assistance of the Secretariat, to submit, to MSC 93, a preliminary assessment of the amendments to mandatory instruments and the new outputs related to proposed new measures approved at this session 2.15 Formal safety assessment It was noted that MSC 91 and MEPC65 had approved the Revised FSA Guidelines. The revised Guidelines will be issued as MSC-MEPC.2/Circ.12. There are now various activities in the sub-committees related to the implementation of recommendation from three FSAs: FSA study on the safe sea transport of dangerous goods, the FSA study on crude oil tankers and the FSA on General Cargo Ships Piracy and armed robbery against ships - The Committee recognized the gravity of the issue of piracy and armed robbery against ships in the Gulf of Guinea and the extreme violence exhibited, and expressed its deep concern for, and condemnation of, such activities. - The Committee noted that the maritime safety, security and law enforcement challenges in the region, all have broadly similar solutions, including: comprehensive legal frameworks; maritime situational awareness; maritime law enforcement capability; and inter-agency cooperation on both the national and regional levels. - The Committee noted the calls for some States, regional bodies and the United Nations to redouble their efforts to implement effective maritime law enforcement solutions. - The Secretary-General reiterated his determination to eradicate piracy and armed robbery against ships, noting that the new Code of Conduct was an important factor within a regional mechanism for cooperation General cargo ship safety The Committee noted the outcomes of FP 56, FSI 21 and STW 44 on the safety of general cargo ships. In this regard, the delegation of IACS, noting that a full set of responses from the relevant sub-committees, relating to the detailed technical evaluation of the RCOs from the IACS FSA study, is not likely to be available until MSC 93, stated that, in order to facilitate a holistic overview of the work the sub-committees have done, IACS intended to submit to MSC 93 a status report and analysis of the RCOs as referred from the Committee Implementation of instruments and related matters

11 The Committee considered document MSC 92/20/1 (Marshall Islands, et al.), seeking its view on the need for the automatic function as specified in resolution MSC.128(75) Performance Standards for a Bridge Navigational Watch Alarm System (BNWAS). Having recalled the views of NAV 55 that the automatic mode of the performance standard was not usable on a ship compliant with the SOLAS Convention and, in particular, with the requirements of SOLAS regulation V/ , the Committee instructed NAV 59 to further consider document MSC 92/20/1 under its agenda item "Any other business" and develop necessary guidance on the issue and, in addition, advise MSC 93 on the way forward Review and reform of the Organization, including application of the Committee's Guidelines The following provides a summary after MSC 92 of the new Sub-Committee arrangements that appears will be put in place ready for 1 January 2014: - Renaming the FSI Sub-Committee as the Implementation of IMO Instruments (III) Sub Committee; - Renaming the STW Sub-Committee as the Human Element, Training and Watch-keeping (HTW) Sub-Committee; - Combining the NAV and COMSAR Sub-Committees to form a new Sub-Committee on Navigation, Communications and Search and Rescue (NCSR); - Establishing a new Sub-Committee on Pollution Prevention and Response (PPR). The terms of reference for this new Sub-Committee include the carriage of liquid bulk cargoes and the "pollution of the marine environment", which includes pollution from or through the atmosphere; - Consequential to the establishment of the PPR Sub-Committee, establishing a new Sub- Committee on Carriage of Cargoes and Containers (CCC); - Combining the work of the DE and SLF Sub-Committees (except for all matters related to life-saving appliances and machinery and electrical installations, which are to be transferred to the new SSE Sub-Committee) into a new Sub-Committee on Ship Design and Construction (SDC); and - Combining the work of the DE Sub-Committee (on matters related to life-saving appliances and machinery and electrical installations) and the FP Sub-Committee into a new Sub- Committee on Ship Systems and Equipment (SSE) Work Program The following work programs of the sub-committees as been added and approved, with target time of completion as follows: - Development of guidelines for shipowners and seafarers for proper implementation of relevant IMO instruments in relation to the carriage of dangerous goods in packaged form by sea (2015) - Development of a globally consistent format for the certificate of training and education issued under the STCW Convention (2015) - Interconnection of NAVTEX and Inmarsat SafetyNET receivers and their display on Integrated Navigation Display Systems" (one session after 2015) - Review of conditions under which passenger ship watertight doors may be opened during navigation and prepare amendments to SOLAS regulation II-1/22 and MSC.1/Circ.1380 (two sessions after 2015) - Guidelines addressing the carriage of more than 12 industrial personnel on board vessels engaged on international voyages (2015).

12 2.21 Election of the Committee Chairman and Vice Chairman The Committee unanimously re-elected Mr. Christian Breinholt (Denmark) as Chairman, and Capt. Muhamed Segar (Singapore) as Vice-Chairman, for Opinions of the representatives 3.1 On the proposal of member states: Due to the late nomination, it is rather hard for the representatives to fully follow-up with all the agenda items and to submit proposal in the form of document which is requested to be forwarded to the committee in advance. The representative thus could only participate in the debate by presenting view point on the proposals that have been prepared and submitted by other member states. From this position, the representative s view point on several issues were as follows: - The Proposal of Democratic of Korea on the inclusion of checking and use of instruments for measuring the atmosphere in enclosed spaces : The carriage of such equipments has not yet been required and therefore, the checking and use drill requirements seems to be immature. - On the Iridium Satellite System: Should the system be more open for independent testing before it is accepted as a reliable solution to the vital task of communication in search and rescue. - On the inclusion of Fishing Vessel of 100 GT and above into the scope of IMO Ship Identification Number Scheme: Fully support - On Republic of Korea s new guidelines for Companies performing security activities in accordance with the ISPS Code: Is there any urgent need for such a guidelines? Will it complicate the situation more? - On the proposal of interconnecting Navtex and Inmarsat: It is exactly the concept of E- Navigation and therefore it is the way we are moving forward now. 3.2 Maritime university perspectives It is unlikely that Polar navigation has been deeply concerned. As commercial vessels are approaching nearer and nearer to the poles, should we, as maritime universities commence or push forward researches and education on issues relating to the navigation in this region, e.g: - Human elements on the safety of ship navigating in extreme cold region - Performance of navigation equipments near the poles, potential dangers and alternative solutions - Weather service for ship navigating in polar region Respectfully submitted, NGUYEN Minh Duc Vietnam Maritime University
