2 Party to the STCW-F 1995 On 6th of November 2012, Lithuanian Parliament ratified the International Convention on Standards of Training, Certification and Watchkeeping for Fishing Vessel Personnel, 1995 (STCW-F 1995). Administration prepared draft amendments to Regulations for issuing diplomas and qualification certificates of marine rank of the Republic of Lithuania to seafarers serving on ships engaged on international voyages, so that certification under STCW-F is included.

3 Strengthening enforcement of CE marking on pleasure crafts On 7 December 2012 Administration concluded Agreement with Lithuanian Customs. Craft imported from outside the EU are required to comply with the Recreational Craft Directive when they are put on the market or put into service as a recreational craft. Craft or engines destined for use on recreational craft (mostly from USA) not bearing CE-mark, builder's plate and Craft Identification Number now is being stopped by Lithuanian Customs on grounds set by Article 27 of EU Regulation (EC) No. 765/

Athens Convention relating to the Carriage of Passengers and their Luggage by Sea, 2002, as required by Regulation (EC) No 392/2009

4 Certification under the Athens convention As of 4th January 2013, Administration is tasked with issuance of certificates to ships certifying that there is valid policy of insurance or other financial security satisfying the requirements of Article 4bis of the Athens Convention relating to the Carriage of Passengers and their Luggage by Sea, 2002, as required by Regulation (EC) No 392/2009 of the European Parliament and of the Council of 23rd April 2009 on the Liability of Carriers of Passengers by Sea in the Event of Accidents

5 Information on LISCO GLORIA casualty was introduced to FP Sub-Committee on January, 2013 together with Germany The report was considered by FSI Corresp. Group on Casualty Analysis. The group proposed the following list of considerations for improving measures to deal with fires on such ships:.1 the findings of the Lisco Gloria report regarding additional water on vehicle decks may need to be examined against current regulation to assess whether further changes should be made;.2 the findings related to provision by the ship of electrical power to refrigeration units (Commodore Clipper, Lisco Gloria, Pearl of Scandinavia) or to charge electrical vehicles may need to be examined to see if regulation is needed; The group also noted that while some of the findings are addressed in legislation, not all of the legislation is applicable to existing ships and some aspects applicable to new ships may need re-examination; The MSC 92 endorsed FSI 21 decision to forward this incident report to FP and DE (SDC and SSE) Sub-Committees and for them to advise MSC 93 on how best to proceed.

6 Ratification of Maritime Labour Convention, 2006 On 13th of June 2013, Lithuanian Parliament ratified Maritime Labour Convention, Administration deeply involved in preparation of national legislation. Preparation difficult mostly due to problems relating to interinstitutional dialogue. 3 ministries - Ministry of Health, Ministry of Transport and Communication and Ministry of Social Security and Labour have certain powers in issues covered by MLC. Some of legal acts were to be approved by all 3 ministers. Administration authorized Recognized Organizations to perform inspections and issue Maritime Labour Certificates. 6

No formal priorities in the field of maritime safety were voiced.

7 Lithuanian Presidency of the Council of the European Union In the second semester of 2013, Lithuania took over the Presidency of the Council of the European Union for the first time. No formal priorities in the field of maritime safety were voiced. Files most probably to be discussed - EMSA regulation, Marine Equipment directive, possibly proposal on Passenger ship safety (if presented by Commission before end of the year). 7

8 Lithuanian Presidency of the EU Role of Administration (1) Administration will conduct coordination of Member States positions prior IMO meetings (will chair meetings both in Brussels and London (on-the-spot coordination)). Meetings include Sub-Committee on Safety of Navigation (NAV 59); Sub-Committee on Dangerous Goods, Solid cargoes and Containers (DSC 18) and Assembly. Experts from Administration will also participate in deliberation of certain files in Council (Shipping working party). 8

9 Lithuanian Presidency of the EU Role of Administration (2) Administration will organize and chair meeting of AdCo group (Administrative Cooperation of Market Surveillance Authorities in the framework of Directive 94/25/EC relating to Recreational Craft). Indicative dates October 2013 in Vilnius. Participants: members of AdCo group - nominated representatives of EU/EEA Member States observers - candidate and accession countries, Switzerland, European Commission services third parties - representatives (at EU level) of industry, users, notified bodies & standardization organizations, parties invited by the chair. National vessel traffic monitoring information system (NLESIS) The implementation of the National vessel traffic monitoring information system (NLESIS) has entered its final stage.

10 National vessel traffic monitoring information system (NLESIS) The implementation of the National vessel traffic monitoring information system (NLESIS) has entered its final stage. Once completed NLESIS will ensure automatic data exchange between local organizations (LCA s) and the National competent authority (NCA), between NCA and countries-participants and European Index Server SafeSeaNet. System shall fulfill the requirements of directives 2009/16/EC, 2010/65/EC and 2002/59/EC. 10

11 National vessel traffic monitoring information system (NLESIS) Staffing of Vessel Traffic Monitoring Division is undergoing (currently 4 officers employed). On 6-8 of August 2013 a developer of NLESIS, Polish company SPRINT S. A., organized training for prospective users of the system. Training was attended by representatives from Administration, Klaipeda State Seaport Authority, Būtingė oil terminal, Maritime Rescue Coordination Center of Lithuanian Navy. 11

12 Hydrographic vessel Varūna participated in Open Spirit 2013 The multinational mine countermeasures operation Open Spirit 2013 took place from August 19 to 29 in the exclusive economic zone and territorial waters of Lithuania in the Baltic Sea. The operation involved warships and diving teams from 10 countries. The main objectives of Open Spirit 2013 are to reduce the threat caused by naval mines and other explosive devices remaining on the Baltic seafloor from World War I, World War II and interwar period. 12
