3 SNOHOMISH COUNTY COUNCIL Snohomish County, Washington MOTION NO MOTION REAPPOINTING TRAVIS SNIDER AND BRUCE GANDAL TO THE SNOHOMISH COUNTY PUBLIC FACILITIES DISTRICT BOARD WHEREAS, the Public Facilities District was created in July, 2001 pursuant to Chapter RCW "(the County PFD Act') as a municipal corporation and an independent taxing authority codified in Chapter 2.19 SCC; and WHEREAS, the District is established for the sole purpose of pursing joint ownership, financing or operational relationships with any other public facility district within the County; and WHEREAS, Mr. Snider of Mill Creek (District 4) and Mr. Gandal of Mukilteo (District 2) have expressed a desire for reappointment; and WHEREAS, their experience, credentials and a willingness to serve will make them valuable members of the Public Facilities District Board; and WHEREAS, these reappointments are recommended by County Executive John Lovick pursuant to SCC ; NOW, THEREFORE, ON MOTION, the Snohomish County Council hereby confirms the reappointment of Travis Snider and Bruce Gandal to the Public Facilities District Board, to serve a four-year term ending June 30, PASSED this day of SNOHOMISH COUNTY COUNCIL Snohomish County, Washington Council Chair A Asst. As background, Mr. Snider's term expired on June 30, 2013, and he has expressed a desire to be reappointed for a fourth term. His credentials, enthusiasm and willingness to serve have helped to make him a valuable addition to the County PFD Board. 11 BRUCE GANDAL 5400 Harbour Pointe Blvd D-104 Mukilteo, WA PROFILE I am curious, interested, and intrigued by the world we live in. I've traveled extensively, speak French fluently and am studying Mandarin Chinese. I've been an SEC Registered Investment Advisor, twice. I held a Top Secret Clearance as a front line fighter pilot in the U.S. Air Force. I play the piano, ski, read, sail, run, and do anything else I can to stay fit and enjoy the outdoors. I hold fond memories of working for two years at a local Apple Retail Store helping customers sort out the dizzying choices of electronic tools for today's busy lifestyle and how to use them. There's more, much more, but through it all I've learned that life is an amazing journey made rich through our relationships with people, the arts, music, nature, and our ability to be accountable for the part we play. EXPERIENCE Flying an airplane is not difficult, but, like many things in life, the basic action of flying a plane is only the beginning. Every day that I fly I have the opportunity to hone my skills of personal management, professionalism, and communication. The most important of these is communication - with controlling agencies on the ground during busy, high pressure situations; and with other crewmembers running checklists, handling emergencies, and coordinating the multitude of details requiring immediate action in the busy cockpit environment. I worked at a local Apple Computer Retail Store for two years. I thrived in the Mac Store's fast-paced environment. Highly rewarding, challenging my best communication and problem-solving skills, this job was extremely enjoyable. Performing the duties of a Mac Specialist required finding solutions to a variety of problems and challenges. Communication was key in dealing with a diverse group of employees and customers, selling technology solutions, answering questions, diffusing the occasional disgruntled customer's frustration. This is one of the most rewarding career positions I have ever had the privilege of fulfilling. Teaching NATO students to fly supersonic fighter jet aircraft; commanding a group of highly skilled, intelligent, motivated aviators; flying fighter missions to Iraq during Desert Storm; and carrying out the duties and responsibilities of being a U.S. Air Force Officer...serving in the military constantly called me to my higher self. I performed feasibility studies for hospitality industry projects, made presentations to clients regarding their proposed projects, and I created computer software models to catalog and analyze collected data for client studies. I began as a stockbroker, but quickly evolved into a financial advisor. I discovered that prudent investing replaced costly, speculative, emotion-based investment trading when long term investment success was the objective. I taught clients that devising and implementing the proper strategy comes first. Specific investments are the tools used to carry out the strategy. have been Series 7 licensed twice and I started my own Investment Advisory business. I am passionate about investing strategy and I look forward to working in finance when I retire from flying. EDUCATION University of New Hampshire B.S. Business, 1981 SKILLS The dictionary defines 'skill' as "the ability to do something well, expertise." I have expertise in piloting an airplane, skiing a steep slope, operating a computer, but I consider'life' skills to be far more important than 'task skills. I am not an 'expert' but am always honing my skill in many key life functioning areas. I consider my abilities to listen and communicate, motivate myself, act with integrity, and learn from my mistakes to be some of my strongest skills. I am financially savvy and interested in financial matters. My diverse background allows me to understand a variety of situations and to think 'outside the box.'
12 SNOHOMISH COUNTY PUBLIC FACILITIES DISTRICT BOARD OF DIRECTORS The Public Facilities District was chartered by Snohomish County to oversee potential acquisition, construction, operation and financing of one or more regional centers and related parking as allowed for in RCW The board is made up of five members appointed by Council "to reflect the interests of cities and towns in the county, as well as unincorporated areas of the county." Board members serve four-year terms, with initial appointments staggered so that two of the initial five members served two-year terms. The members of the board of directors of the District (the "Board") shall be recommended by the Executive consistent with the procedures and criteria set forth in chapter 2.03 Snohomish County Code, and appointed by the Council, as required by the County PFD Act. The Board shall consist of five members. The members of the Board shall be selected and appointed by the Council to reflect the interests of cities and towns in the county, as well as the unincorporated area of the county. The members shall serve four-year terms. Of the initial members, two shall be appointed for two-year terms, and the remainder shall be appointed for four-year terms. If it is determined by the Council for any reason that any or all of the Board members should be removed from office, the Council may by motion approved by two-thirds of the Council remove that Board member(s) from office. The term of any Board member removed pursuant to this section shall expire when the removal motion takes effect. Vacancies shall be filled by appointment by the Council, and the person appointed to fill a vacancy shall serve for the remainder of the unexpired term of the office for the position to which he or she was appointed. All corporate powers of the District shall be exercised by or under the authority of the Board;, and the business, property and affairs of the District shall be managed under the direction of the Board, except as may be otherwise provided for by law, herein or in the Charter.
