Most of the paving should be done by the end of the month. I know they just did the second lane in front of my house today, and I'm not sure if they did anything more to Bailey's corner. They're also doing some spot repair work. We do have issues, some sides have been broken down. I believe most of the paving will be done by the end of the month. The agreement was amended on Kunkle. The Kunkle Building does have water, gas, electric, sewer, heat. It hasn't cost us nearly as much as what we thought. The final bills aren't in yet but that is coming around. It has been a long, drawn-out process considering we were originally supposed to get the deed last October, and we got it about a month and a half ago. So we've been on a roll. 3

Our regular meeting is this week, Thursday at 4:00. That's all I have. Thank you. Any questions for John? Village Engineer's report? Yes, Mr. Mayor. I want to apprise the board on the State Route 45 waterline relocation. Lordstown bore and jack underneath the railroad is completed. The contractor will be working on the Lordstown waterline on open-cut sections and the connections to the existing Lordstown line immediately following the completion of the Warren connection, which he apparently made today to the existing 16-inch line. So that's the status of the project. I'd imagine that the contractor is going to be completed in the next two to three weeks on the Lordstown waterline and its connections. As far as the lighting project goes, we had a walk through with the lighting rep, Myriad Lighting. It was a very productive walk through. We hope to be taking this design project into advertising and bidding within the next month. So that's the status of the two active projects we have with Lordstown. Any questions? Any questions for Chris? Thank you. Special reports. Police Chief Milhoan? Yes, Mr. Mayor. I do have a few items this evening. First of all, I submitted my monthly report for September. Will answer any questions if you have any. Mayor, you did already touch on Trick-or-Treat, but I would like to mention that we received a couple phone calls today that WKBN inadvertently advertised our Trick-or-Treat as the 31 st from 5 to 7, which I know that is originally what we'd gone with but then we changed it. So, some of our residents were confused as to the actual date. So we did contact WKBN and tried to get that clarified. But our concern is a number of people may have seen that and they may be confused as to when Trick-or-Treat is. I know it's out here on the marquis It will be in the newsletter, too. 4

5 CHIEF MILHOAN: CHIEF EASTHAM: Hopefully the word will get out between different sources and we'll be able to clear that up. The other thing I wanted to mention was recently Sgt. Michele Mercer completed her D.A.R.E. training down in Columbus. She will be teaching in the Lordstown schools after Christmas break. Also, I wanted to update you that our 2014 Chevy Impala, Car 32, is in service. It's actually out here this evening if anybody would like to see it. So that is on the road and is being used. The last thing I wanted to comment on was I'd received a couple of calls and comments in reference to a recent article that was in the Tribune, I want to say last week sometime, in reference to the incident that took place at Pleasant Valley. Due to the fact that the Bureau of Criminal Investigation is still investigating an incident, I won't be able to comment specifically about that incident, but I would like to clarify something. There was an article in the paper that some of you may have seen that indicated that area the comment was made by a local attorney, who is representing the individual, and he made the comment that that area was plagued with home invasions. I don't know if anybody saw that article, but I know a couple residents have called and commented to me about it when they had seen it. I can tell you that that could not be further from the truth. My definition of a home invasion is when somebody breaks into your home when you're home. I can tell you the last time that we had that here in village was May 15, That was on Newton Falls Bailey Road. That individual was caught and he's still serving time. But even if the attorney was making that comment in reference to burglaries in that area, I can tell you that that's not accurate either. To date in 2014, we have had eight home burglaries. None of the eight are anywhere near that area. So I just wanted to clear that up only because I had a couple people ask me about it. If you read the article, it sounded like it was a really bad area over there. And I realize that he's representing his client and he's trying to do what he can do to explain the situation. But I just wanted to clear that up only because I had a couple people call me about it. So, if you have any questions again, I can't comment specifically about it, but I just wanted our residents and the people that are here, council and the mayor, to be aware of that. Any questions for Brent? Fire Chief Eastham? Yes, Mr. Mayor. I have one thing I wanted to report on. Our special operations trailer is up. It's fully stocked, ready to go. It was at no cost to the Village for the trailer and all the equipment inside. It was all donated money. It's ready to go. I'm sure everyone's seen it out there with all the letters on it now since we've got the other half of the money and they're done. So that's about it. Any questions for Travis? 6 CHIEF EASTHAM: November 5 I mean, December 5, sorry. December 5. CHIEF EASTHAM: It got moved to a month later due to a new quality insurance process they're doing. They explained to me that they actually go through and they check every single nut and bolt on the whole truck from top to bottom before it gets delivered. And they have to actually buy off on each one individually and things like that. It was put a month behind. Any other questions for Travis? Mr. Grimm is not here this evening. Basically, the roads are getting paved so everything is going smooth there. Recreation, Marty? MRS. GIBSON: No report. Questions for Marty? Bill, do we have any correspondence? I've had a couple people talk to me about it and said there's the nice new sign that says Central Park. And I know there's supposedly a plaque or a marker that says Founders' Park. People were wondering if there could be a sign of some sort that's visible from the road. It's not a plaque; it's an actual monument. It's not visible from the road. I believe that might be your committee, Don. Any other council remarks? Bob, get with Don and he'll turn that over to his committee and bring it up. Yep. Public Safety and Welfare, Yes, Mr. Mayor. Just an update, we are still waiting for the parts for the Bailey Road siren. Hopefully they'll be here within the next week or so and we can get that up and running. We had a meeting last Thursday in the Safety Committee and just to update that we gave Chief Eastham permission to purchase six sets of turnout gear from Warren Fire Equipment at a cost of $9, Also, we granted them approval to have some bodywork done on our one fire truck. 6

7 The cost of that is going to be $3,480. So we'll be having those couple things done. That's all I have. Any questions for Ron? Transportation, Recreation, Senior Services, We had a meeting last Tuesday and agreed to bring in the Ordinance for the senior nutrition program, which will be first reading tonight. And we also have a couple for the Recreation Department. The basketball program, we need to pass that tonight so the school can get their people hired into those positions. I guess they need to do a reference check and so forth on them, so they want to get going on that. Then the last one will be for the winter/spring Rec. Ordinance Is there any old business council would like to discuss at this time? I'd just like to remind council that we're going to be needing to get together with the Negotiating Committee to discuss the drug policy here soon. That's all I have. Anything else under old business? Anything under new business before I ask council for appointments Also, I want to read a letter I probably should have read it under the Mayor's report. This is from the Ohio Turnpike and Infrastructure Commission. It's addressed to me. It says, "Dear Mayor Hill, on the morning of September 10, 2014, a commercial tractor trailer crashed and flipped over trapping the injured driver inside his cab. The Ohio Turnpike westbound was completely blocked to the Berea Fire Rescue from accessing the scene. Lordstown volunteer firefighter EMT James M. Mullins was just ahead of the truck and witnessed the crash. Without hesitation, Mr. Mullins jumped into action and assisted in the extrication and rescue of the injured driver. He immediately attended to the injuries of the driver until the Berea Fire Department 14

15 COUNCIL: arrived on the scene. His unselfish actions are a credit to the Lordstown community and fire department. Please personally thank Mr. Mullins for his dedication and professionalism. Sincerely, Robert W. Garh, Ohio Turnpike Infrastructure Committee and Safety Services. I will be seeing Mr. Mullins on that. I figured I wanted to read that into the record. It's good to have a firefighter on board like that. Next, I had several good interviews for Planning and Zoning full-time position. I conducted interviews over the weekend. My recommendation is to appoint Kellie Bordner to the fulltime position effective November 1. Anybody like to make a motion to that effect? So moved. Moved by Mansell. Second? Second by Reider. Comments? How many applications did you have? I had three come in time and one came in late. Thank you. I found out there were a lot of other people who were going to express interest in it, but they never got around to it, but that is what I had. All right. All in favor? Aye. Opposed? COUNCIL: Motion carried. I got a letter from Kevin Campbell, President of the Board of Public Affairs. "Dear Mayor and Council, on October 14, 2014, the Board of Public Affairs met and interviewed candidates for the new position within the Utility Department. I request that the Mayor appoint him at the next council meeting on Monday, October 20, The Board has chosen to promote Bruce Rininger to the labor and machine operator foreman position to be effective October 21, 2014, immediately after the appointment by the Mayor. Due to this promotion, we would also like to move Dustin Bowman into the full-time labor, machine operator position and Vincent Goddard into the permanent, part-time labor position also effective after appointment by the Mayor. These are recommendations by Kevin Campbell. I'll entertain a motion to appoint these three to the respective positions. So moved. Moved by Jones. Second? Second by Radtka. Comments? All in favor? It says, "Mayor, effective October 3, 2014, Gary Brown has resigned from the position as auxiliary officer with the Lordstown Police Department due to accepting employment out of state. He's worked for our department for four years and has returned all property to the Lordstown Police Department. He leaves in good standing. Please remove him officially at the October 20 council meeting. I have a letter attached to his resignation. I'll entertain a motion to accept his resignation. So moved. Moved by Bond. Second? Public remarks? Joyce? 6821 Highland Avenue. I have a question for the Police Department. There was a break in very close to my home, and I heard it through source, source, source, source. I know a police blotter is written out maybe monthly and submitted to the newspaper. Sometimes we get printed; sometimes we don't. That's the only way I have of knowing what is going on in the community around me. And it would help if we would know so we can be a little more diligent about watching. You know, we get lax; we get very comfortable. Is there any way that police blotter what you think we need to know, as citizens, that could be put on your website? I don't know. There was a break in in North Jackson on Friday night. I knew Friday night because I got an . I got the pictures of the door. I know the car. I know it was a man and a woman. But the Tribune periodically does come out and they gather our reports and then write a blotter. They don't come as often as they used to. I was told it was because they have made some cutbacks. What I wanted to request and make mention is, this past summer and it's been like this for a while is that there is a lot of trash along the roadway along Tod Avenue, along my property and going down to Hewitt Gifford. I mean, an excessive amount. In the past years, the Village, as I understand it, had either part-time employees or even students pitch in and pick up trash. And they haven't done that for a while. I know the Street Department mows and sometimes that trash is just shredded and thrown all over the place. There's everything from plastic bottles to glass to paper products, everything. It all washes down and goes into Little Duck Creek and it floats down the creek and it's all the way through my property. It's probably at least a half mile or so that there's trash all over. What I'm saying is I'd like to have council or the Street Department consider this next spring or whenever to do a trash pickup or something. It is a problem. I can see it floating further into Duck Creek. Duck Creek goes to the Mahoning River. I would just like to see that. I tried picking it up along my property, but I can't pick up everything. So, that's what I'd like to say and have you consider. Thank you. Mary Jane? Mary Jane Wilson, 7723 Highland Avenue. First of all, may I ask a question about two bills that were on the agenda? One being Bill Number 23, double wall pipe for Highland Avenue drainage. Can I ask what that was for? Mary Jane, you know the rules. If council wants to this is public remarks. If somebody from council or department head would like to answer, they can. I understand. I just thought if it was under Utilities, the Utility chairman might know. Nope. Capital improvement. Nobody knows what it's for? That may be the one down there by Trusz's house where there was, I believe, corrugated pipe which was pretty much eroded out. So they decided to pull it out and put a new pipe in there. That's between Goddard's and Trusz's property, I believe, Mary Jane. They called them sink holes, so we wanted to replace it. It had corroded and rotted out. 18

19 MR. PLATT: Is that the one that went under the road? Then on the list of bills for the BPA. I don't know whether the BPA would answer this or council because they approved the bill. JS Bova Excavating, LLC, $96, Again, what was that? That would be for the waterline going underneath the railroad tracks by the bridge right over here. What happened was, years ago, when they put the bridge in, part of the waterline, the well was underneath the bank of the bridge and when they added that third set of rails and they put that nail wall in there, they moved the waterline because they had a shut off right in the middle of two rails. Am I correct when I say that, Bruce? That was the original plan and then they moved the railroad even further to the north which put the shut off in between the railroad spur and the east/west bound rail line. They have done work there to replace that line for us and the City of Warren. Both lines where the shut offs and the valves and everything were, it wasn't feasible to keep them there so that is why they moved that. Thank you. Now, I'd like to request a copy of the last meeting minutes if council would allow it it's a public record. And, as I recall at that meeting, I did ask about the expense that was incurred by the Village regarding the sludge removal in the pumping station and the sludge was coming from the trailer park. Now, I had a little I wasn't able to get some information from the EPA I wanted to know who in the EPA approved this? Because, if I recall correctly, I was told the EPA approved the dumping of the sludge into our sewer system. I'd like to know who it was and was it Mary Jane, if you want to make a request, leave it with the Clerk's office. Whoever it wasn't me whoever did that, you can make a request in writing and turn it into the Clerk's office, and the Clerk can get you some answers. Arno, I won't have that. I can't create a public record. I don't have that. I'm not the one that made the statement. Who made the statement? He did. The minutes should be on the web site. Number two, with that Kunkle improvement, updates, or whatever is going on there, I'd also like I request a copy of all the costs that are involved in that. Put your request in writing and turn it into the Clerk's Office, Mary Jane. We're not going to make verbal requests here. Put it in writing and we'll get your requests when they come in. Okay. Thank you. You mean, I have to ask it and then write it and submit it? You give us a written request and then we'll give you what you want in writing. I just never remember doing that when I was on council. I'd like to have an opinion on that comment nothing against her asking these questions in any way, shape or form, but the agreement between the EPA and Imperial Homes would be private. That wouldn't be the Village. So why are we going to have a meeting on that? I don't know. I said, you need rather than just answer these questions Off the cuff. Off the cuff. I was going to use another term, but we're at a public meeting We wouldn't have the information We need to investigate whether there is information. I mean, I don't know whether there is confirmation correspondence between the Village and the Twinsburg Office at the EPA. This is the first time I've heard this. I'm sure it's the first time most of you have heard this. So, this is something that should be dealt with at the Utility Committee. And I would say to the extent that there is no Village involvement here in other words, if the Village didn't authorize this, wasn't part of it, whatever, then the answer is, we don't have any such correspondence. And if it's between two private entities, then a resident of the Village has no interest in that and has no right to that information. But if there is correspondence between the EPA and the Village concerning this issue, it is a public record and it should be made available. But we don't know. I don't know whether this exists or not and from the way you people are nodding your heads, I suspect most of you don't. I'm not questioning about any agreement between the EPA and the trailer court. My question is that the result of whatever happened, the trailer park sludge came through our sewer system and caused problems. That's what you were told. Do you know that for a fact, Mary Jane? I'm not challenging you. I don't know. Yeah. I was watching the I think it was King Brothers sanitation or whatever pumped out the Highland/Hallock- Young pumping station. Then I went over to the one by GM and I asked about that and they said they pumped that one; and, in turn, they were going to pump the one on Highland and Brunstetter. Yeah, I did. Okay. I think everybody will probably be there from counties around. I've heard they're not going to allow you to park on 45. I don't know where everybody will park. I was wondering if that's true. If they're not going to allow parking We don't know where they're going to park, but talk to the Police Chief. It might not even be true. I just heard that. The Police Chief said that he's not going to allow people to park on Rt. 45; is that correct, Chief? Because they're afraid of crossing the street there? Our concern, Kathy, is if we allow them to park on one side of 45, they'll park on the other side of 45 and then you have people crossing a four-lane highway. Is there going to be any room back there for everybody? This is what was explained to me. Kiko Auction told them that they anticipated that they would need five acres for parking. I bet. I was told by the Wilson family that they currently have two acres of parking. The only way they'll have the additional three is if the farmer is able to harvest his soybeans in time.
