MAYOR ANGELO CORRADINO PRESIDED The Clerk announced that proper notice had been given by the posting of the Regular Meeting Notice and by providing adequate notice of the Regular Meeting to the Manville News, The Courier News and The Star Ledger. ORDINANCE S FINAL READING AND PUBLIC HEARING The Clerk read the Ordinance by title. Mayor Corradino requested a motion to open the public portion on Ordinance # Councilwoman Asher, seconded by Councilman Szabo, made a motion to open the public portion on Ordinance # All present were in favor. 3 Councilman Gregor, seconded by Councilman Skirkanish, made a motion to adopt Ordinance # Ordinance # AN ORDINANCE AMENDING SCHEDULE XX OF ORDINANCE NO. 500, KNOWN AS THE TRAFFIC ORDINANCE, AS AMENDED BE IT ORDAINED, by the Mayor and Council of the Borough of Manville, County of Somerset, and State of New Jersey, as follows: Section 1. AMENDMENT OF SCHDULE XX EMERGENCY STREETS Schedule XX of Ordinance number 500 is hereby amended to include the following under the stated designations: NAME OF STREET FROM TO St. Mark s Place Knopf Street St. John Street Dailey Place Knopf Street St. John Street Clinton Avenue Knopf Street St. John Street South Street South Main Street South 5 th Avenue Section 2. INCONSISTENCY Should any provision of this Ordinance be inconsistent with the provisions of any prior Ordinances, the inconsistent provisions of said prior Ordinances are hereby repealed, but only to the extent of such inconsistencies. Section 3. SEVERABILITY In the event that any provision of this Ordinance, or the application of thereof to any person or circumstance is declared invalid by a court of competent jurisdiction, such Ordinance which may be given effect and to realize this intent, the provisions and application of this Ordinance are declared to be severable. Section 4. PURPOSE OF CAPTIONS Captions contained in this Ordinance have been inserted only for the purpose of facilitation reference to the various sections, and are not intended and shall not be utilized to construe the intent and meaning of the text of any section. Section 5. EFFECTIVE DATE This shall be effective immediately upon final adoption, approval and publication in accordance with law. 4 PUBLIC PORTION ON RESOLUTIONS Mayor Corradino opened the public portion on Resolutions # through # When no one wished to comment, Mayor Corradino closed the public portion on Resolutions. RESOLUTION (TO BE TAKEN SEPARATELY) Mayor Corradino requested a motion to adopt Resolution # Councilman Skirkanish, seconded by Councilwoman Asher, made a motion to adopt Resolution # Resolution # BE IT RESOLVED by the Mayor and Council of The Borough of Manville that the following accounts: 1. 5 ROLL CALL: AYES: ASHER, CAMACHO, GREGOR, SKIRKANISH, SZABO ABSENT: ONDERKO Resolution # WHEREAS, on September 9, 2015, a bid opening was held for Transfer Station Disposal of Solid Waste for the Borough of Manville and the Borough of Raritan; and WHEREAS, four bids were received. NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Manville, County of Somerset, New Jersey, that the above bids be rejected, and that the Borough Administrator is hereby authorized to re-bid the project. ALL PRESENT IN FAVOR PER ROLL CALL Borough of Manville /s/ Angelo Corradino, Mayor Resolution # WHEREAS, on June 24, 2015, RDG, Inc., d/b/a Gatto s Sports Café paid their liquor license fee to the Borough in the amount of $1,080.00; and WHEREAS, since that time, the establishment has closed and the owner has requested a refund of the fees paid for NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Manville, County of Somerset, and State of New Jersey that RDG, Inc., d/b/a Gatto s Sports Café be refunded the Borough fee of $1, ALL PRESENT IN FAVOR PER ROLL CALL Resolution # Borough of Manville /s/ Angelo Corradino, Mayor WHEREAS, the Tax Assessor has requested a partial refund of a COAH fee to Rega Construction Corporation, who has disputed the interpretation of the COAH Ordinance for two properties on South 8 th Avenue; and WHEREAS, the Borough s COAH Attorney has approved the refund. NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Borough of Manville, County of Somerset, and State of New Jersey that the refunds to Rega Construction Corporation in the amounts of $1, and $1, be processed. ALL PRESENT IN FAVOR PER ROLL CALL Borough of Manville /s/ Angelo Corradino, Mayor OFFICIAL REPORTS Mayor Corradino announced that the following reports are on file in the Clerk s Office: 294

6 A/ Board of Health Report Animal Control, August, 2015 B/ Board of Health Report Registrar Activities, August, 2015 C/ Code Enforcement Report, August, 2015 D/ Police Department Report, August, 2015 E/ Municipal Court Report, August, 2015 NEW BUSINESS A/ Request from MYAL for permission to hold Fall Tag Days on Saturday, October 3 rd and Saturday, October 10 th. Mayor Corradino requested a motion to approve the request in item A under New Business. Councilwoman Asher, seconded by Councilman Gregor, made a motion to approve the request of MYAL for Fall Tag Days on October 3 rd and October 10 th. All present were in favor. B/ Letter received from Joseph Minarovich regarding parcels of land he would like to donate to the Borough of Manville. Mayor Corradino referred this letter to the Progress and Development Committee for their review. COMMITTEE REPORTS AND COUNCIL COMMENTS Mayor Corradino thanked Stephanie Cornelson and the Council members, Councilman Szabo, Councilwoman Asher, and Councilman Gregor for all the hard work at Community Day. He noted that Councilman Skirkanish was ill and could not attend. Mayor Corradino stated that he asked Councilwoman Asher for a recommendation for OEM Director. Councilwoman Asher explained that two candidates for the OEM position were interviewed by the Policy, Planning and Personnel Committee, and the Committee recommends David Kohler for the position of Director of Emergency Management. Councilman Szabo stated that Deputy Director Joe Ketusky previously received a salary, which was subsequently taken away. He asked that it be reinstated. Mayor Corradino stated that he will look into reinstating Joe Ketusky s salary as well as raising the salary for Kari Couch, as Administrative Coordinator. Councilwoman Camacho, reported that the Public Works Committee did not meet but she commented on Resolutions which were recommended by the Committee but not 295

7 placed on the Agenda, as well as the hiring of two full-time employees. She further reported that the floor will be installed in the Department of Public Works Building on September 30 th, and the employees should be moved back to the building on October 6 th. Councilman Skirkanish, as Chairperson of the Buildings and Grounds Committee reported that they have not met however he would like to schedule a meeting as soon as possible to discuss the hiring of a cleaning service for the Borough buildings. He stated that the Board of Education failed to renew their contract with the Borough, and obtaining a cleaning service will now be at a higher cost. He stated that the Department of Public Works employees have been doing the cleaning for the past two weeks but cannot continue to do so. As Liaison to the Board of Health, he reported that he was unable to attend the last meeting, however, he will have a full report at the next meeting. He further reported that he sprained his neck and could not attend Community Day as planned, however, he thanked Stephanie Cornelson and everyone that helped to make it a special day. Councilwoman Asher, reported that she attended the Friends of the Manville Library meeting on September 15 th. She stated that the Library will be sponsoring a free outdoor concert this Thursday at 7 p.m.; there is still space available for the Townwide Yard Sale on October 10 th and the cost is $15 per table or at your residence for $10 and those interested can register on line or at the Library. She further reported that she attended the Board of Education meeting where new staff members were introduced as well as new policies for students, staff, and bus drivers. She stated that the Board and N.J.E.A. approved the Teachers Contract for She further reported that the Board dissolved the Shared Services Agreement with the Borough. As Chairperson of the Policy, Planning and Personnel Committee she reported that they have requested that the Administrator search for various agencies to meet our needs to keep up with the cleaning of our facilities. She further reported that they met on September 22 nd and discussed that the Chairman of the Recreation Committee expressed the need for parttime clerical assistance in the Recreation Department due to the increase in the number of programs and participants. She stated the Recreation Director is part-time and in need of assistance to keep up collecting fees, keep up with paperwork, purchase orders, employee management, record keeping and attending and supervising programs. She stated that the Committee has requested that Mr. Garwacke to investigate the cost and availability of a part-time employee or possibly sharing with another part-time employee. She further reported that Robert Wood Johnson Medical Center requested permission to park one of their ambulances in the Borough s OEM building from 6 a.m. to 6 p.m. Monday through Friday in order to service the Borough and surrounding towns. The Committee has requested that the Administrator look into an Agreement, and had several questions regarding use of the facility and insurance. She further reported that interviews were held for the Director of Public Works position, and the Committee will be meeting on October 6 th to discuss the next step. She stated that they will also be meeting with Jersey Professional Management to request their assistance in looking for a temporary Borough Administrator. She stated that Mr. Garwacke will be retiring on November 1 st. Councilwoman Asher gave a Recreation update that along with the Library, they will be holding a Pumpkin Carving Activity from 5 p.m. to 8 p.m. on October 296

8 24 th ; on October 30 th Halloween Family Fun Night will be held at the VFW from 5:30 to 7:30 and they will be serving hot dogs and chili; there will be a DJ, games, and activities and it is free to Manville residents. She reported that the Adult Walking Program will begin on October 13 th at the High School on Tuesdays and Thursdays, and they will be taking registrations for Winter Sports in mid-october. She commented that Community Day was a perfect day on Saturday, and she personally thanked Stephanie Cornelson and her Committee members for their hard work and energy. She stated that the event took much planning, and with all that can happen, it ran smoothly without any problems. She stated that the event was awesome, and it was well-done. Councilman Gregor, as Chairperson of the Public Safety Committee reported that there was no meeting, however, they will be scheduling one soon to discuss loitering on Main Street and the left turn off Dakota Street onto Main Street, which is a dangerous turn. He further reported that he attended the Policy, Planning and Personnel meeting and commented that the Recreation Department is doing a wonderful job and the programs have been expanded immensely. He stated that we need to continue to support the programs, especially because the Borough does not have a Community Center for the kids or seniors. He thanked the Manville School District for supporting our programs by allowing use of their facilities. He also attended the Special Meeting of the Mayor and Council on September 22 nd and the Board of Engineer s Meeting on September 24 th. He reported that the new pumper truck purchased from Bradley Gardens is in service and working nicely. He stated that it was on display at Community Day, and it is in great condition. He reported that he volunteered at Community Day, and he enjoyed seeing the residents of Manville that came out for the afternoon of food, activities, and games. He stated that it was wonderful to see residents young and old spending time together as a Community, which we need more of. Councilman Szabo, as Chairperson of the Progress and Development Committee reported that they are meeting tomorrow with the Rustic Mall. He further reported that he also attended Community Day and worked the grill. Mayor Corradino stated that he would like to schedule a dedication of the re-opening of the Department of Public Works Building and dedicate it to former Congressman Bob Franks. He stated it was his hard work that granted us the money to construct the building. Mayor Corradino opened the Public Portion for comments. Basil Kulick, 1019 Huff Avenue spoke about issues he has with the pistol range in Lost Valley and the noise it generates. Mayor Corradino requested that Captain Sniscak look into it. Bobbi Huang-Thong, 214 Filak Avenue requested cameras to monitor the railroad to avoid accidents. Mayor Corradino stated that the Borough tried to have a fence installed by the railroad, but they failed to do so. He asked that Mr. Garwacke or Captain Sniscak get in touch with the railroad. Dean Shepard, P.O. Box 222 spoke about the last meeting and a confrontation between him and Councilman Szabo; had comments regarding the Board of Education s cancellation of the Shared Services Agreement; questioned who will be taking over Mr. Garwacke s duties. Mr. Garwacke addressed his comments. Michelle Mignani, 214 South 19 th Avenue mentioned giving a donation to the Resource Center and having them clean for the Borough. Also spoke about volunteers rather than hiring people. Rudy Nowak, 100 Driscoll Street mentioned the Resolution hiring two full-time employees for the Department of Public Works and asked where the money is coming from. Mayor Corradino, Councilman Gregor, and Councilman Szabo addressed his questions. 298

10 John Mehalick, 1460 Dominic Street spoke about Department of Public Works employees and mentioned not needing 25 police officers. He stated that the Borough should be saving money. He also had questions regarding the Grant property. Mr. Garwacke addressed his questions. Mike Kassick, 24 North 19 th Avenue had comments regarding the Department of Public Works heavy equipment operators and mechanics. Mayor Corradino and Mr. Garwacke addressed his comments. When no one else wished to comment, Mayor Corradino requested a motion to adjourn the meeting. 299
