1 PUBLIC MEETING Monday, November 14, 2016 at 8:00 p.m. There will be a Public Meeting of the Mayor and Council of the Borough of Glen Rock on Monday, November 14, 2016, at 8:00 p.m. in the Council Chambers of the Municipal Building. Agenda: (May be subject to change) 1. CALL TO ORDER /ROLL CALL This meeting is called pursuant to the provisions of the Open Public Meeting Law. This Meeting was included in a list of meeting notices sent to the Bergen Record and advertised in said newspaper in December, posted on the bulletin board in the Municipal Building, and has remained continuously posted as the required notices under the Statue. In addition, a copy of this notice is and has been available to the public and is on file in the office of the Municipal Clerk. In accordance with the New Jersey State Fire & Safety Code I call your attention to the lighted exit signs. In the event the alarm sounds, move in an orderly manner toward the exit nearest you and leave the building. Council Member O Hagan present Council Member Surrago present Council Member Huisking present Council Member Pazan present Council Member Martin absent Council Member Morieko - present 2. FLAG SALUTE/ANNOUNCEMENTS Council member O Hagan led the Council and audience in the flag salute. Mayor Packer called upon three Academy of Our Lady students; Faith Monesteri, Mya Mitri and Marissa Roberge to share their Girl Scout Silver Award. Their project involved the A.I.R. Express bus which acts as an educational RV that goes out into communities to discuss diagnosis and treatment for respiratory issues. Mayor Packer called upon Chief Ackerman and Officer McGovern to explain a recent traffic award that was given to our Police Department from AAA. Congratulations to Mike O Hagan on his reelection and to Bill Leonard on his election. Thank you to our VFW, American Legion and DPW for their Veterans Day ceremony. Rich DeSanta, our Gazette reporter, will be moving on to other adventures. Thank you for your years of unbiased service to Glen Rock. Thank you to the Board of Education for their organization of the Community Showcase. It was well received with many organizations participating. Wednesday, November 23 there will be an Interfaith Service at the Sikh Temple. A sign is posted outside of the Arboretum announcing the change of use. A public hearing will occur on December 14 th at 8:00 p.m
2 3. CONSENT AGENDA All items listed are considered to be routine and non-controversial by the Borough Council and will be approved by one motion. There will be no separate discussion on these items unless a Council member(s) so request it, in which case the item(s) will be removed from the Consent Agenda and considered in its normal sequence on the agenda. The one motion signifies adoption of all resolutions, received and filed letters, correspondence, reports and approval of applications and minutes. Resolutions: 1. Resolution for Approval of Minutes Resolution No BE IT RESOLVED, that the Minutes of: Be accepted as submitted. Resolution for Liquor License Renewal (Glen Rock Café) Resolution No WHEREAS, the statutory requirements as to renewal of the following Alcoholic Beverage License have been met: NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council that the following Alcoholic Beverage Licenses are hereby renewed by the Mayor and Council of the Borough of Glen Rock effective July 1, Glen Rock Café 175 Rock Rd. PRC $2,
3 BE IT FURTHER RESOLVED, that a certified copy of this resolution be sent to the New Jersey Department of Law & Public Safety, Division of Alcoholic Beverage Control, in Trenton, New Jersey. Resolution to Reject Bids (Flow N Dump) Resolution No A RESOLUTION REJECTING BIDS Flow N Dump Stainless Steel Uni-Body with Accessories WHEREAS, the Borough of Glen Rock authorized the advertising for the solicitation of bids for a New 2016 Flow N Dump Stainless Steel Uni-Body with Accessories; and WHEREAS, a notice to bidders was duly advertised and two (2) bids were received, to wit, Cliffside Body Corp., & Trius, Inc.; and WHEREAS, all bids contained either material omissions, exceptions to the contract which are material in nature or have significantly altered the obligations and responsibilities of the bidder or are outside the financial budget of the Borough for this project, resulting in the determination that all bids should be rejected. NOW, THEREFORE, BE IT RESOLVED, that the bids of Cliffside Body Corp., & Trius, Inc., are hereby rejected; and be it further RESOLVED, that the bid security of all unsuccessful bidders, Cliffside Body Corp., & Trius, Inc, are hereby authorized to be returned by the Borough Clerk; and be it further RESOLVED, that the Borough Clerk is hereby authorized to re-advertise for bids for a new Flow N Dump Stainless Steel Uni-Body with Accessories at a later date. Resolution to Award Bid for Mini Bus Resolution No A RESOLUTION AWARDING BID TO ALLIANCE BUS GROUP FOR THE PURCHASE OF AN ADULT MINI BUS WHEREAS, the Borough of Glen Rock authorized the advertising for the solicitation of bids for a new Adult Mini Bus 18 Ambulatory with two Wheelchairs or 22 Ambulatory; and WHEREAS, a notice to bidders was duly advertised and three (3) bids were received from Alliance Bus Group, Rohrer and Wolfington Body Company, Inc.; and WHEREAS, the Borough Attorney has reviewed the bid submissions and has determined the low bid of Alliance Bus Group., to substantially conform to the bid specifications and has recommended that Alliance Bus Group be awarded the contract; and WHEREFORE, the Chief Financial Officer has provided the Governing Body with Certification of the availability of funds requirements. NOW, THEREFORE, BE IT RESOLVED, that the bid of Alliance Bus Group, in the amount of $64, for a new Adult Min Bus 18 Ambulatory with two Wheelchairs or 22 Ambulatory be accepted by the Borough of Glen Rock, subject to the execution of a form of Contract to be approved by the Borough Attorney; and be it further RESOLVED, that the certified check or bid bond of the successful Bidder are to be returned upon the receipt of a fully executed contract and other required documents. Resolution Appointing Part Time Violations Clerk Resolution No RESOLUTION APPOINTING MARY VILLAREAL TO THE POSITION OF VIOLATIONS CLERK - 4 -
5 WHEREAS, there is need in the Violations Bureau to hire a violations clerk due to the resignation of the deputy court administrator; and WHEREAS, the Municipal Court Administrator has recommended that the position be filled with a violations clerk rather than a deputy at this current time; and WHEREAS, the Court Administrator hereby recommends that the Borough hire Mary Villareal, 136 Washington Avenue, Elmwood Park, NJ 07407, to work 25 hours a week including court sessions at a rate of $21.00 per hour effective November 15, NOW THEREFORE BE IT RESOLVED that Borough Council, does hereby appoint Mary Villareal to the position of Violations Clerk for the Borough of Glen Rock, effective November 15, Council Member Surrago - yes Council Member Huisking - yes Council Member Pazan yes Council Member Morieko - yes Motion to accept consent agenda by Council Member Surrago Council Member Surrago - yes Council Member Huisking - yes Council Member Pazan yes Council Member Morieko - yes 4. DEPARTMENT REPORTS Council member Surrago (GRTV, Public Safety) - GRTV filmed our recent Veterans Day events, as well as the Interfaith Service, football games and Council meetings. November 20 th there will be a practice drill at the High School for our emergency groups. Residents are not to be alarmed by the activity. Council member Pazan (Finance) - Thanked the Borough Clerk and Deputy Clerk for a smoothly run election. Shredding Day was a great success. Several Council members and Borough Staff will be attending the League of Municipalities in Atlantic City. Council member Pazan itemized numerous bills that the Borough paid this month. Council member O Hagan (Recreation) - Reminded residents that it is critical people stay off of Upper Faber Field. Several members commented on the recent election results and noted that Glen Rock does not tolerate any biased or hate crimes against our residents. We need to work together, support our newly elected officials and make all residents feel safe

ORDINANCE Ordinance Procedure # 1753 (Resident Parking Fee Increase) Date of Introduction: November 14, 2016 AN ORDINANCE TO AMEND CHAPTER 101 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF GLEN ROCK AS AMENDED ENTITLED "FEES BEING AN ORDINANCE COVERING FEES CHARGED BY VARIOUS AGENCIES, BUREAUS AND DEPARTMENTS WITHIN THE BOROUGH; TO AMEND PARKING FEES Council Resolution # Introduced by Council Member Pazan Seconded by Council Member Huisking Be It Resolved by the Borough Council of the Borough of Glen Rock that of AN ORDINANCE TO AMEND CHAPTER 101 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF GLEN ROCK AS AMENDED ENTITLED "FEES BEING AN ORDINANCE COVERING FEES CHARGED BY VARIOUS AGENCIES, BUREAUS AND DEPARTMENTS WITHIN THE BOROUGH; TO AMEND PARKING FEES Heretofore introduced and does now pass on first reading, and that the said Ordinance be further considered for final passage at a meeting to be held on December 14, 2016 at 8:00 p.m., or as soon thereafter as the matter can be reached, at the Municipal Building in the Borough of Glen Rock, and that at such time and place all persons interested be given an opportunity to be heard concerning said ordinance, and that the Borough Clerk is hereby authorized and directed to publish said ordinance in the Bergen Record according to law with a notice of its introduction and passage on first reading and of the time and place when and where said ordinance will be further considered for final passage. Council Member Surrago yes Council Member Huisking yes Council Member Pazan - yes Council Member Martin absent Council Member Morieko yes BOROUGH OF GLEN ROCK ORDINANCE NO AN ORDINANCE TO AMEND CHAPTER 101 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF GLEN ROCK AS AMENDED ENTITLED "FEES BEING AN ORDINANCE COVERING FEES CHARGED BY VARIOUS AGENCIES, BUREAUS AND DEPARTMENTS WITHIN THE BOROUGH; TO AMEND PARKING FEES BE IT ORDAINED by the Borough Council, the Borough of Glen Rock, County of Bergen, State of New Jersey, as follows: Section I - Chapter 101 of the Revised General Ordinances of the Borough of Glen Rock 1971 as amended being an Ordinance entitled "Fees" is hereby amended as to the following section(s): 1. Subsection entitled Parking Fees is hereby amended as to the following - 6 -
7 subsections: i. Subsection ( c ) entitled Resident Commuter Parking is hereby deleted in its entirety and replaced with the following: c. i. Resident Commuter Parking: $150 per annum for first vehicle; $80 per annum for additional vehicle(s); prorated monthly as of March 1. ii. Discount Rate: Residents providing proof that they either own or lease a hybrid or alternate fuel vehicle - $130 per annum Section II. VALIDITY-SEVERABILITY If the provisions of any section, subsection, paragraph, subdivision, or clause of this Ordinance shall be held invalid by a court of competent jurisdiction, such judgment shall not affect or invalidate the remainder of this Ordinance but such judgment shall be confined in its operation to the section, paragraph, subdivision or clause directly involved in the controversy in which said judgment shall have been rendered. Section III are hereby repealed. Section IV All Ordinances or parts of Ordinances inconsistent with the provisions hereof This Ordinance shall take effect upon passage as required by law. 6. MEETING OPEN TO THE PUBLIC: (Before speaking at the meeting, each person must state their name and address. 3 minute limit) Laura Occhipinti, 160 Lowell Road - Thanked the Mayor for acknowledging that residents are afraid. Eileen Hllock, 30 Edgemont Road - Commented on the loss of Rich DeSanta as our representative with the Gazette. Mrs. Hillock commented on an article on The Patch, noting how misleading it was. Several residents and Council members have requested a clarification on the article. Rich Scarpelli, 687 Doremus Avenue - Thanked the Council for their acknowledgement of the election and the uncertainty many are expressing; however, when Mr. Scarpelli asked his children (4) if anything happened in school because of the election they simply gave a puzzled look. A representative from the Sikh Temple noted if anyone does not have a place to go for Thanksgiving their doors are open. Anyone in the community is welcome, at any time. Bob Burslem, 426 Rock Road - Mr. Burslem commented on Mayor Packer s facebook post, noting he got the impression if anyone supported Trump, they were supporting hate. Mayor Packer totally rejected this stating he does not know how anyone could get that impression, adding this was a non-partisan post. 7.
