1 This Regular Meeting of the Borough of Raritan Governing Body was called to order by Mayor Charles McMullin in the Meeting Room of the Raritan Municipal Building, 22 First Street, Raritan, NJ at 6:30 p.m. on Tuesday,. The Mayor announced this Regular Meeting was called pursuant to applicable portions of the Open Public Meetings Act. Adequate Notice was communicated to The Courier News and The Star Ledger on January 5, 2017, posted on the bulletin board in the Municipal Building, on the Borough website and made available in the Office of the Borough Clerk. ROLL CALL Present: Mayor McMullin, Council President Carra, Councilman Bray, Councilman Carra, Councilman Foohey, Councilman Giraldi, Councilman McGinley Also Present: Borough Administrator Jaxel, Borough Attorney Wenner, Borough Engineer Schrek, Borough Clerk Colvin Absent: None INVOCATION AND FLAG SALUTE Councilman McGinley led the Invocation and Flag Salute. EXECUTIVE SESSION Resolution No Executive Session: 1. Litigation 2. Personnel 3. Contract Negotiations On a motion by Councilman Carra, seconded by Councilman Giraldi, Council moved to Approve Resolution No Council convened in Executive Session at 6:32 p.m. On a motion by Councilman Giraldi, seconded by Councilman McGinley, Council moved to Reconvene in. Council exited Executive Session and resumed at 7 p.m. 1

2 Mayor McMullin welcomed Spain 92 owners Sergio Seijas and Manny Feijoo to the front of the Meeting Room to honor the partners for their 25 years in business in the Borough of Raritan. The Mayor read the following Proclamation: Proclamation HONORING SPAIN YEARS IN THE BOROUGH OF RARITAN WHEREAS, Spain 92 owners Sergio Seijas and Manny Feijoo have been a vital part of the fabric of the Borough of Raritan since first opening their doors, kitchen and hearts to the residents of Raritan in 1992, and WHEREAS, Mr. Seijas and Mr. Feijoo came to America from the northwest region of Galicia, Spain, in the early 1980s separately, met while working in a Newark restaurant, became friends and developed a dream to become partners in their own restaurant; and WHEREAS, in July 1991, following a lead by a restaurant customer, Mr. Seijas, his wife, Alicia, and Mr. Feijoo, map in hand, made their way to the former Jet Way Plaza in Raritan, where they later signed a lease for the available restaurant; ultimately opening the first Spain 92 on May 21, 1992 during Memorial Day Weekend; and WHEREAS, having made very good friends and customers during the 1990s, Mr. Seijas and Mr. Feijoo decided to expand their business, purchased land on Route 202 in 2000 and began construction the following year, and WHEREAS, since opening the new restaurant on June 1, 2002, Spain 92 has provided the finest samplings of Spain s extensive variety of Platos Regionales to the people of Raritan and beyond. NOW, THEREFORE, I, Charles McMullin, Mayor of the Borough of Raritan, do hereby honor Mr. Seijas, his wife, Alicia, their sons, Sergio, 33, and David, 27; and Mr. Feijoo, his wife, Esther, their sons, Alex, 16, and Daniel, 9, and officially proclaim October 27, 2017 be recognized as Spain 92 Day in the Borough of Raritan. 2

3 Attorney Wenner asked for a motion to be made for a Fair Share Housing Resolution discussed in Executive Session. On a motion by Council President Carra, seconded by Councilman Bray, Council moved to Approve Resolution No PUBLIC COMMENT Mayor McMullin opened the first Public Comment portion of the meeting for members of the public wishing to speak. Seeing and hearing no one, the Mayor closed this Public Comment portion of the meeting. APPROVAL OF MINUTES 1. October 10, 2017 Executive Session 2. October 10, 2017 On a motion by Councilman Giraldi, seconded by Councilman Carra, Council moved to Approve the Executive and Minutes of October 10, WORK SESSION 1. Online Recreation and Train Payments (DJ) Administrator Jaxel said a company came in and provided a demonstration for electronic payments. The cost will be less than $3,000 every year going forward. The company is CapturePoint and has more than 100 municipalities as customers. Mayor McMullin said it will help with the audit and also be beneficial to those residents and others who utilize train parking. On a motion by Councilman McGinley, seconded by Councilman Carra, Council moved to Approve the Award the Contract to CapturePoint, as Resolution

4 2. Ride Wise Program (DJ) Administrator Jaxel advised this is part of Somerset County s pedestrian safety initiative. Information and training for pedestrians, bicyclists and motorists. 3. Renewal of Snow Removal Contract with Library (CM) Mayor McMullin said there was a need for the Library to have snow plowing services after a large storm about two years ago. Last year, the Borough agreed to make plowing the Library a priority, if the Library would be open when schools are closed. The agreement is on an annual basis. On a motion by Councilman Foohey, seconded by Council President Carra, Council moved to Authorize the Extension of the Snow Plowing Agreement with the Library for the winter of ORDINANCES SECOND READING & PUBLIC HEARING Ordinance No An Ordinance of the Borough of Raritan, County of Somerset, State of New Jersey, Amending Chapter 45 Personnel Policies Section 5, Employee Benefits, of the Code of the Borough of Raritan Mayor McMullin opened the Public Hearing portion of the meeting to any members of the Public wishing to heard concerning Ordinance No Seeing and hearing no one, the Mayor closed the Public Hearing. On motion by Councilman Bray, seconded by Councilman Giraldi, Council moved to Adopt Ordinance No : Ordinance No An Ordinance of the Borough of Raritan, County of Somerset, State of New Jersey, Amending Chapter 82, Vehicles and Traffic, Article VIII, Off Street Parking Areas, Section 51, Tract Descriptions, in Order to Add New Tract Description for LaGrange Street Parking Lot 4

5 Mayor McMullin opened the Public Hearing portion of the meeting to any members of the Public wishing to heard concerning Ordinance No Seeing and hearing no one, the Mayor closed the Public Hearing. On motion by Councilman Giraldi, seconded by Councilman Bray, Council moved to Adopt Ordinance No : CONSENT AGENDA Resolution No Resolution No Refunding Tax Overpayment Providing Tax Exempt Status to Disabled Veteran On motion by Councilman Giraldi, seconded by Councilman McGinley, Council moved to Approve the Consent Agenda. : BILL LIST Resolution No Approving Bill List On motion by Councilman Bray, seconded by Councilman Foohey, Council moved to Approve the Bill List. : PURCHASE ORDER REQUESTS Licensing and Support SDL Construction, Property Maintenance and Fire Prevention $9, On motion by Councilman Giraldi, seconded by Council President Carra, Council moved to Purchase Order No. 1. : 5

6 OLD BUSINESS None COMMITTEE AND LIAISON REPORTS Councilman Giraldi The Councilman said he asked Councilman Foohey to sit in on the Environmental Commission meeting for him. Councilman Bray The Councilman read the month of September report from the Municipal Court and Office of Vital Records. Mayor McMullin questioned what portion of the monies are the Borough s and also how the breakdown of funds works in regards to Property Maintenance. Attorney Wenner said a small portion of the money collected from the Court is given to the Borough, whereas all Property Maintenance fees collected are the Borough s. Councilman Bray added there was a good turnout for the meeting with water company representatives about water quality and the planning board will meet tomorrow. Council President Carra The Council President said the Halloween Parade will take place next week and the Borough will provide candy for the Trunk-or-Treat portion of the event. Council President Carra also congratulated and thanked Spain 92 on their 25 years in business in the Borough. Councilman McGinley The Councilman said he had nothing to report about the Sports Committee at this time. Councilman Carra The Councilman said the Regional Center Partnership is changing the November meeting to Thursday, November 9. Councilman Foohey The Councilman said the Historical and Cultural Committee met and spoke about the historical weekend and also the possibility of making the Anderson Street Firehouse a museum. Also, the Councilman attended a Board of Education meeting. He said there was a presentation about testing results. Results were higher than the standard in the state. Mayor McMullin reminded the audience that there would only be one meeting in November, which is scheduled for November 21, PUBLIC COMMENT Mayor McMullin opened the second Public Comment portion of the meeting for members of the public wishing to speak.
