Reconvened into Open Session at 6:22 p.m. 7. Staff Comments. Public Works Director Pat Womack provided information on the upcoming Household Hazardous Waste Collection Event on September 8.

[Please turn in speaker request form before the meeting begins.] Lauren McAndrews with OWBC - thanked City Council for support; extend deepest gratitude; and upcoming events: Clay Shoot - November 9 and Style Show - December 3. Tegan Ritzer, 2105 Emerald Isle Drive - commented when arrived in Leander; reason became fastest growing city; city staff that cares about city; reject Leander only has potential versus how great it is; social media would not be blocked and Mayor is sensoring and is blocking from his page; and Mayor on private social media sites. Mike Sanders, 1016 W. South Street - commented decisions being made tonight on budget and tax rate; $5.4 million being given to CapMetro; average daily ridership of 200; not right to give that much for as few that use service; voted on increasing city debt over 25% without voter approval; and funds to service existing debt. Frank Styles, 4180 Highway commented on letter received regarding issue coming before P&Z; curious where property is located; hopeful to go into hearing knowing more than going on and better prepared. 9. Hill (Sponsor Mayor Hill) Recognized Fire Chief Bill Gardner on receiving Chief Fire Officer designation from Commission on Professional Credentialing CONSENT AGENDA: ACTION Motion by Councilmember Christine Sederquist, Seconded by Mayor Pro Tem Michelle Stephenson to approve Consent Agenda Items 10 through Approval of the minutes for meetings held on August 16, Approval of an Interlocal Contract for Public Safety Answering Point (PSAP) Maintenance, Equipment and Training between the City of Leander and Capital Area Emergency Communications District; and authorizing the Mayor to execute any and all necessary documents. 12. Approval of Dedication and Acceptance of Subdivision Infrastructure Improvements for Deerbrooke Phase 1 Section 2 and Deerbrooke Lift Station Approval of Dedication and Acceptance of Subdivision Infrastructure Improvements for Bluffs at Crystal Falls Section 3, Phase 3M. 14. Approval of Award of Solicitation #S to Coast to Coast Construction, Inc. for the Police Department Site Improvements in the amount of Three Hundred Sixty-Four Thousand Nine Hundred and Eighty ($364,980.00) Dollars; and authorizing the City Manager to execute any and all necessary documents. 15. Approval of License to Encroach Agreement Case 18-LE-002 approving the construction of the Walker Business Park Sign within the Public Utility Easement (PUE) located at 306 Hazelwood Street, Leander, Williamson County, Texas; authorizing the City Manager to execute any and all necessary documents; and providing an effective date. 17. Approval of License Agreement Case 18-LA-003 to consider approval of a License Agreement for the Westwood Subdivision to allow for landscaping, irrigation, and landscape lighting within the right-of-way of Ran Road, Sunny Brooke Drive, Greener Drive, and Hero Way; Williamson County, Texas; authorizing the City Manager to execute any and all necessary documents; and providing an effective date. 18. Approval of Funding Agreement by and between the City of Leander and Opportunities for Williamson & Burnet Counties, Inc. for FY 2019 in the amount of Ten Thousand ($10,000.00) Dollars; and authorizing the Mayor to execute any and all necessary documents. 19. Approval of Funding Agreement by and between the City of Leander and Williamson County Children's Advocacy Center for FY 2019 in the amount of Thirty-Two Thousand ($32,000.00) Dollars; and authorizing the Mayor to execute any and all necessary documents. PUBLIC HEARING: ACTION 20. Mayor Hill opened the Public Hearing at 6:44 p.m. regarding Special Use Case 18-SU-007 to allow for the temporary residential use of a travel trailer or recreational vehicle for use by an ill, convalescent or otherwise disabled friend or relative needing care from the occupant of the primary residence, or a friend or relative providing necessary care for an ill, convalescent or otherwise disabled occupant; on one (1) parcel of land approximately acres ± in size, more particularly described by Williamson Central Appraisal District Parcel R037235; legally described as Lot 15, Block A of the Ridge Oaks Final Plat; and more commonly known as 2503 Cheyenne Street, Leander, Williamson County, Texas. Bill Hanna, 102 S. Prize Oaks, Cedar Park spoke in favor of the request. No one spoke in opposition of the request. Mayor Hill opened the Public Hearing at 7:02 p.m. to consider proposed budget for FY Tegan Ritzer, 2105 Emerald Isle Drive; Joel Schnider, 805 Tabernash spoke on the proposed budget. The Public Hearing closed at 7:06 p.m. Discuss and consider action on an Ordinance adopting a budget for the fiscal year beginning October 1, 2018 and ending September 30, 2019; appropriating the various amounts thereof, and repealing all Ordinances or parts of Ordinances in conflict therewith; and providing for an effective date.

4 Motion by Councilmember Jeff Seiler, Seconded by Councilmember Andrea Navarrette to approve the proposed budget for FY 2019 with the following City Manager recommendations?: Public Works New Street Supervisory and Truck - $129,964.00; Reassignment Pay ($290 per month per person reassigned) - $10,440.00; Fire Department New Division Chief and Truck - $180,758.00; and Traffic Professional to perform Access Management Policy Study - $107, REGULAR AGENDA 22. Discuss and consider action on the First Reading of an Ordinance levying ad valorem taxes for the use and support of the municipal government of the City of Leander, Texas, for the Fiscal Year 2019; providing for and apportioning each levy for specific purposes; and providing when taxes shall become due and when the same shall become delinquent if not paid. Motion by Councilmember Andrea Navarrette, Seconded by Councilmember Shanan Shepherd to approve First Reading of an Ordinance levying the ad valorem tax rate at $ for FY Discuss and consider action on contributing the cost match in the amount of Eight Hundred Seventy-Five Thousand Five Hundred Fifty-Four Thousand ($875,554.00) Dollars for the approved Staffing for Adequate Fire and Emergency Response (SAFER) Grant; and authorizing the City Manager or his designee to execute any and all necessary documents. Motion by Councilmember Andrea Navarrette, Seconded by Councilmember Shanan Shepherd to approve cost match for SAFER Grant. 24. Discussed denying a request to increase the rates of Atmos Energy Corporation, Mid-Tex Division ( Atmos ) and approving a reduction in rates based upon a system-wide cost of service decrease in the amount of Thirty Million Two Hundred Fifty-Seven Thousand Three Hundred Five ($30,257,305.00) Dollars. 25. Discuss and consider action on an Interlocal Agreement with Austin Community College District regarding reimbursement for costs associated with design and construction of drainage facilities. Motion by Councilmember Andrea Navarrette, Seconded by Mayor Pro Tem Michelle Stephenson to approve Interlocal Agreement with Austin Community College District for reimbursment for costs associated with design and construction of draignage facilities. 26. Discuss and consider action on directing Staff to issue an RFQ to select a Transportation Professional to create an Access Management Policy. Motion by Councilmember Jeff Seiler, Seconded by Mayor Pro Tem Michelle Stephenson to direct Staff to issue an RFQ to select a Transportation Professional.

5 27. Discuss and consider action on the report from Antenora Architects for 104 N. Brushy Street (the Davis House). Motion by Councilmember Marci Cannon, Seconded by Councilmember Christine Sederquist to deny moving forward with any additional reports. 28. Discuss and consider directing Staff on the membership and selection process for the Comprehensive Plan Update Steering Committee. Motion by Mayor Troy Hill, Seconded by Councilmember Andrea Navarrette to appoint Mayor Pro Tem Stephenson and Councilmember Cannon to work with Staff determining the Committee makeup and bring back to the City Council. 29. Discuss and consider action authorizing Assignment of the Crescent Facilities Agreement for the Leander TODD MUD No. 1 of Williamson County and the Crescent Leander Development and Reimbursement Agreement to Forestar (USA) Real Estate Group, Inc., a Delaware corporation; and authorizing the City Manager to execute any and all necessary documents. Motion by Councilmember Andrea Navarrette, Seconded by Mayor Pro Tem Michelle Stephenson to approve. 30. Discuss and consider action on the Future Land Use Plan petition process. (Sponsor Councilmember Cannon) Following a discussion, Councilmember Cannon will bring back more information on the City of Georgetown Concept Review Process. No action was taken. 31. Discuss and consider action on appointing a Councilmember to replace former Councilmember Ron Abruzzese to the CAPCOG General Assembly. Motion by Mayor Troy Hill, Seconded by Councilmember Andrea Navarrette to appoint Councilmember Sederquist to replace former Councilmember Ron Abruzzese on CAPCOG General Assembly. 32. Discuss and consider action on Amendment No. 3 to Task Order No. WAL-1 with Walker Partners Engineering, Inc. for design, bidding, and construction phase Professional Services for Raider Way and E. Woodview Drive Roadway Improvements Project in an amount of One Hundred Eighty-One Thousand Four Hundred ($181,400.00) Dollars; and authorizing the City Manager to execute any and all necessary documents. Motion by Councilmember Andrea Navarrette, Seconded by Councilmember Shanan Shepherd to approve Amendment No. 3 to Task Order No. WAL-1 with Walker Partners Engineering, Inc.

Discuss and consider action on Award of Construction Contract to Skyblue Utilities, Inc. for the CR 269/Hero Way Waterline Project in the amount of Three Hundred Seventy-Seven Thousand One Hundred Forty-Four Dollars and Nine Cents ($377,144.09); and authorizing the City Manager to execute any and all necessary documents. Motion by Councilmember Shanan Shepherd, Seconded by Mayor Pro Tem Michelle Stephenson to approve award of construction contract to Skyblue Utilities, Inc. 34. Discuss and consider action on Noise Variance for construction activities to Cadence McShane Construction to provide for the remainder of the concrete pours for the Hermosa Village Project located on Hero Way West, between September 11 and November 27, beginning at 2 a.m.; and requiring Cadence McShane Construction to post notifications with both flyers and message boards a minimum of forty-eight (48) hours in advance of the activities. Motion by Councilmember Andrea Navarrette, Seconded by Councilmember Jeff Seiler to approve noise variance for the months of September and October to allow on Tuesdays and Thursdays concrete pours to begin at 4 a.m.; and for no pouring along fence line next to residents to begin before 7 a.m. 35. Discuss and consider action regarding scheduling the next Retreat and Joint Meeting with the Planning and Zoning Commission. Motion by Councilmember Marci Cannon, Seconded by Councilmember Andrea Navarrette to tentatively schedule the joint meeting with the Planning & Zoning Commission for 5 p.m. October 25, depending on the Planning & Zoning Commissioners availabity at 5 p.m. Motion by Councilmember Marci Cannon, Seconded by Councilmember Andrea Navarrette to hold the City Council mid-year retreat on Saturday, January 26, 2019 in the San Gabriel Conference Room with start time to be determined. 36. Received water use and supply update for the month of July Take any action as deemed appropriate in the City Council's discretion regarding the Executive Session pursuant to Section , Texas Local Government Code, deliberating the acquisition of right-of-way in fee simple for the San Gabriel Roadway Project. Motion by Mayor Pro Tem Michelle Stephenson, Seconded by Councilmember Shanan Shepherd authorizing the City Manager to negotiate and execute an Agreement for Possesion and Use of acres, more or less, related to the design and construction of the San Gabriel Roadway Project, with Huie H. and Doris S. Lamb Living Trust for one hundred forty-one thousand two hundred eighty-four ($141,284.00) dollars.

7 38. Council Member Closing Statements. Michelle Stephenson - commented excited about tax decrease; since 2012 there has been a total tax decrease of almost twelve (12) cents; and appreciate staff's hard work. Christine Sederquist - commented she appreciated how quickly the school zone sign went up at Founders School following Council approval; reminded everyone of upcoming final Summer Nights Concert; and opening day Saturday, if not rained out. Jeff Seiler - thanked staff for attending budget workshop; acknowledged former Assistant City Manager Tom Yantis for his knowledge and how well prepared he always was and wished him well in his new position with the City of Taylor; commented on people picked Leander for a reason; issuance of bonds for revenue generating projects such as Northline; and staff were present for budget workshop with little discussion on that. Marci Cannon - reminded everyone we are accepting board and commission applications and spaces are still available. Troy Hill - thanked Grant Collyns for all the hard work he is doing at the golf course; and stated he will miss former Assistant City Manager Tom Yantis, he is a wonderful human being. 39.
