The PRESIDENT (Lieutenant Governor Mark S. Schweiker) in the Chair. PRAYER The Chaplain, Reverend Monsignor JOHN P. SEITZINGER, ofst. Paul's Roman Catholic Church, Reading, offered the following prayer: We pray You, Almighty God, who through Jesus Christ has revealed Your glory to all nations, to preserve the works ofyour mercy, that Your word may be spread throughout the entire world and may continue with unchanging faith in the confession ofyour name. We pray You who alone are holy and good to endow with heavenly knowledge, sincere zeal, and sanctity oflife our chief shepherd, John Paul, the chief shepherds ofall other denominations and our Jewish brethren in the government ofall churches. We pray also for all bishops, prelates, pastors, deacons, and rabbis, especially those who are appointed to exercise among us the sanctions ofyour holy mystery. We pray You, 0 God ofmight, wisdom, and justice, through whom authority is rightly ministered, laws enacted, judgments decreed, assist with Your Holy Spirit of councils and fortitude the Governor ofourcommonwealththat his administration may be conducted in righteousness and may be useful to the people over whom he presides by encouraging due respect for virtue and religion, by a faithful execution ofthe laws ofjustice and mercy, and by restraining vice and immorality. Let the light ofyour divine wisdom direct the deliberations of this Senate. Let it shine forth in the laws and proceedings framed for our rule and guidance, that they may tend to the preservation ofpeace, the promotion ofnational happiness, the increase of industry, sobriety, and youthful learning, and may perpetuate to us the blessings ofequal liberty for all. We pray for the Members of the General Assembly, for all judges, magistrates, and other officials who guard our public welfare, that they may be enabled by Your powerful protection to discharge their respective duties with honesty and ability. We likewise recommend to Your unbounded mercy all our brethren and fellow citizens throughout the nation, that they all may be blessed in the knowledge and sanctified in the observance of Your holy law, that they may be preserved in union and in that peace which the world alone cannot give, that after enjoying the blessings of this life may be admitted to those which are eternal. And finally, we pray You, 0 Lord of mercy, to grant to our fellow servants departed the souls of all our parents, relatives, and friends who have testified to their zeal for Your heavenly worship and truth, to all ofthese and to us a place oflight, refreshment, and everlasting peace through our Lord and Savior Jesus Christ. The Chair recognizes the gentleman from Washington, Senator Stout. Senator STOUT. Mr. President, I rise today to introduce a resolution for the Senate to declare and recognize April 29, 1997, to be the federally qualified health center legislative day within the Commonwealth ofpennsylvania. The Pennsylvania Forum for Primary Health Care is an association established to preserve and promote the viability ofcommunity-based primary care providers. A legislative day provides centers with an opportunity to meet their legislators, discuss concerns, and express their appreciation. I will leave this resolution with the Chair and invite anyone who has not already cosigned it to sign the resolution today. Thank you, Mr. President. The PRESIDENT. Senator Stout, the Chair wishes to confirm, you are merely presenting this for review by other Members. Senator SlOUT. Mr. President, for any other Members who want to cosign this resolution. SPECIAL ORDER OF BUSINESS GUESTS OF SENATOR MICHAEL A. O'PAKE PRESENTED TO THE SENATE The PRESIDENT. The Chair recognizes the gentleman from Berks, Senator O'Pake. Senator O'PAKE. Mr. President, one ofthe finest schools in the Reading School District is the Lauers Park Elementary School, and it has a delegation here today from the fourth and fifth grades. This is an exceptional school in the inner city, a very poor neighborhood, but under the leadership ofprincipal Gordon Hoodak and a very dedicated staff of teachers, foster grandparents, neighborhood people, and parents who have come in, they have made this school a real shining light in the whole area. I am proud that they sent the fourth and fifth grade leaders here today with their teacher, Kathy Wiest, and I would ask that the Senate especially recognize the outstanding work that these young people are doing in very difficult times. The PRESIDENT. Would our special guests please rise so that the Senate may give you its usual warm welcome. (Applause.) GUESTS OF SENATOR JAMES J. RHOADES PRESENTED TO THE SENATE The PRESIDENT. The Chair recognizes the gentleman from Schuylkill, Senator Rhoades. Senator RHOADES. Mr. President, every year Mr. Ned Eisenhuth, who is a social studies teacher for the Minersville Area School District, brings students to the Senate for a day as guest Pages. This goes to two ofthe students who receive the

6 354 LEGISLATIVE JOURNAL - SENATE APRIL 9, highest average inhis class, and so serving as guest Pages today are Janine Gateley and Kyle Verbosh. Janine is a high honors academic student who participates as a newspaper writer for the Blue and White, student council, Gennan Club, secretaiy ofthe class of2000. She participates in the annual musical tech crew, and she is in the marching band and concert band, concert choir, and she still finds time to play volleyball and softball at high school and Little League level. Also joining her is Kyle Verbosh, a distinguished honors academic student, who is also a member ofthe student council, the varsity golfteam, and the freshman basketball team. We also have the pleasure of having Mr. Eisenhuth's son, Kent, with us today. He attends Blue Mountain Middle School, and he is also a distinguished honors student who participates in the gifted program, is a member of the ski club, art talent, artist-in-residence program, student council, juniorduck stamp contest, PTA reflections art contest, and the Environthon team. I mention this because Blue Mountain has been national champs, and I think this year they were second or third or maybe were national champs again. He also participates in soccer, golf, and skiing. I would appreciate itifthe Senate would extend its usual warm welcome to our three guest Pages. The PRESIDENT. Would our three guest Pages rise so the Senate may acknowledge you. (Applause.) Mr. President, I am delighted to welcome to the Senate two fellow Bucks Countians, Rebecca Trauger, who is 7 years old and is a student at the Seylar ElementaIy School ofthe Pennridge School District, and her father, Je:ffTrauger. Jeff has now made charitable contributions to win two trips to Harrisburg. JeWs older daughter, Rachel, visited us a few years ago, and we are delighted that they are here. I can certainly say, having now seen both ofthe Trauger young ladies sitting in this seat, that it would not surprise me in the years to come to see one or the other ofthem here on a more permanent basis. (c) Reference to law.-any reference in any law including, but not limited to, the act ofapril 9, 1929 (PL.177, No. 175), known as The Administrative Code of 1929, the act of March 10, 1949 (P.L.3D, No.1 4), known as the Public School Code of 1949, and the act ofjuly 8, 1957 (P.L.579, No.321), entitled "An act establishing minimum compensation and increments for members ofthe faculty and administration ofthe Thaddeus Stevens State School oftechnology, the Scotland School for Veterans' Children, and the Scranton State School for thedeaf, providing leave ofabsence with pay for faculty members and the superintendent of schools and imposing duties on the Board of Trustees of such schools and the Secretary of Education," to the Thaddeus Stevens State School of Technology shall hereafter be deemed to refer to the Thaddeus Stevens CollegeofTechnology.
