The PRESIDENT pro tempore (Robert C. ) in the Chair. PRAYER The Chaplain, Reverend Dr. CAROLINE RAMSUE, ofblack Clergy ofphiladelphia Vicinity, Philadelphia, offered the following prayer: Just before I give the invocation, I would like to thank Senator Anthony Hardy and Senator Mary Jo White for inviting me here and for affording me this awesome responsibility to invoke God's blessing on this Senate today. Almighty and everlasting God, Father of us all, who has allowed me to come to invoke the blessings ofgod on all 50 Senators who make up this great body, help each of the Senators to know that the same God who charged Joshua at the Jordan River is the same God that is charging you today to arise and to cross over the Jordan River.. As You know, Lord, as these Senators come today to deliberate on what You have allowed them to do, which is to look at these bills that they will bring to the floor today, we ask You, Father, in the name of Your son, Jesus, that as they deliberate today that they will remember these words that You uttered before You left us and went on to God. You said that when we pray we should pray: Our Father, which art in heaven, hallowed be Thy name. Thy kingdom come, Thy will be done on earth as it is in heaven. Give us this day our daily bread and forgive us our trespasses as we forgive those who trespass against us. Lead us not into temptation, but deliver us all, deliver all 50 Senators right now from all that is evil, because Thine is the kingdom and the power and the glory. Amen. The PRESIDENT pro tempore. Mr. President, we sure went pell-mell in spending a lot of money right now, so I thought I would slow things down just a bit. Every year, and I know it is a losing battle, I have a profound need to speak on the issue ofthe nonpreferred appropriations for museums. It seems that for the 100-some museums in Pennsylvania, only a small handful gets to receive the largess of the State as a grant every single year. Now, in defense ofthe few hundred that do not receive that, the State puts up a pot ofmoney ofabout $4 million that is competitive, and each one is welcome to try to achieve a few dollars offofthat. I am not sure, but my instinct would tell me that even these few that receive the nonpreferreds can also compete for that pot of money. What I'would like to do here, Mr. President, and it was interesting when I was reading in caucus today, the amount of money that the Governor recommended and the amount that the Senate and House recommended was about the same, and then at the end ofit, it was more, and I do not know who outside ofthe General Assembly and the Senate actually increased this money, but I guess there are some hired hands out there. What I would like to do is be recorded in the negative from House Bill No to House Bill No. 1200, inclusive, so we can continue to move the process along. And if there are any courageous people out there to show there is a wrong out here and they want to make their mark, a negative vote along with mine would be greatly appreciated. Mr. President, today is the start ofnational Men's Health Week, and I want to speak briefly on the scariest word in the English language: cancer. It is important to consider briefly the fact that every year in the United States some 34,000 men will die from prostate cancer. It is, in fact, the second leading cause ofdeath among men, trailing only lung cancer. As with other types ofcancer, early detection can significantly increase the chance of surviving prostate cancer. It is a slow-growing cancer that is most likely to develop in men after age 55. About I in every 80 men in their 40s and 50s will be diagnosed with prostate cancer each year. That number increases to I in 6 men after their 60th birthday. For an as yet unknown reason, it strikes African-American men at an earlier age. Overall chances for survival are excellent ifit is diagnosed before it has spread beyond the prostate gland. It is very important, therefore, Mr. President, just as women must do with breast cancer, men must be alert to the very real and great risk ofprostate cancer and get tested. The American Cancer Society recommends that every man have an annual examination after the age of 50, and for African-American men, after the age of40. It starts with a simple blood test, a PSA. This simple and relatively inexpensive procedure is a lifesaver. Like some others in this Chamber, I had this test, and after getting the result, I was able to take the necessary remedial action. But that test should not be restricted to the fortunate few whose insurance covers the cost. Ifdetected early, it saves lives like mine. It also saves the cost ofexpensive treatment. In fact, with support from Members ofboth parties, I have introduced legislation, Senate Bill No. 779, to require such coverage in every health insurance policy in Pennsylvania. I hope we will be able to consider this bill in committee this week.

31 2001 LEGISLATIVE JOURNAL - SENATE 657 Mr. President, as we approach Father's Day in less than a week, I hope we will remember all fathers as we prepare to finally address many important health concerns with $400 million a year in tobacco settlement money. Mr. President, before we adjourn today, I would like to join my colleagues who commended Senator last week for taking on the drug companies and working to lower the cost ofprescriptions for our seniors. Not only that, but he had the courage to report a Democratic bill out of the Committee on Aging and Youth. So in that same spirit of bipartisanship, I hope we can all work together to pass a bill that helps all ofour seniors. I agree with my colleagues, Senator and Senator, who spoke about this issue last week. What is clear, what is really evident, Mr. President, is that when it comes to helping our seniors with the cost ofprescription drugs, help from Washington is not coming anytime soon. So instead ofus looking toward the Potomac for a remedy, I think we should start looking closer to home for a solution, and part of that local solution for making drugs more affordable for our seniors cannot ignore the local pharmacists. The FAIRx plan that my colleagues talked about would maintain that relationship oftrust that has been formed between seniors and their neighborhood pharmacists. It is the local pharmacist who is familiar with the medications and their individual health concerns, and it is the local pharmacist who sees them every time they fill a prescription, and probably has seen every single photograph oftheir grandchildren as well. And it is the local pharmacist who counsels them and talks to them about the possible interactions that can occur when seniors are taking several different kinds ofmedication. I hope that whatever plan we pass in this Chamber respects the important role that our pharmacists play in keeping our senior citizens healthy. So let us not require our seniors to purchase their medications through mail-order pharmacies, where it may save some money maybe in the short term, but I really fear that in the long term what it really could do is cost lives in the end.
