This report covers calendar year The report provides a summary of the current activities of the Appalachian States Low-Level Waste Compact (compact), a list of all lowlevel radioactive waste (LLRW) generators in the compact, and the amounts of LLRW disposed by volume. It also contains a discussion of LLRW generation trends, including waste minimization and financial statistics, relating to all aspects of the compact. The Pennsylvania Low-Level Waste Radioactive Waste Disposal Act (Act ) requires that this report be prepared each year. The attached report is based on data from the U.S. Department of Energy's Manifest Information Management System (MIMS). They are receiving a Senate citation for their accomplishment. Along with them here today is the athletic director and the coach, Jim Ricci, who led the team to their first-ever State title. The team finished the season with 26 wins. Coach Ricci was named Pennsylvania's Class AAA coach of the year by a panel of sports writers from around the State. Coach Ricci has been the girls' coach at Archbishop Wood for four seasons. They are all here today sitting in the gallery, and I ask that the Senate recognize them for their wonderful accomplishment of winning the championship and wish them well. Thank you, Mr. President. She was able to receive a scholarship from Coca-Cola, and I have to admit, that was one thing I never received in my college career. This academic team represents some of the best and the brightest of our community college students. These students are selected by their colleges for their academic achievement as well as leadership and service to others. Mr. President, I rise today to bring to the attention of my colleagues and to recognize an individual who, unfortunately, we lost in western Pennsylvania politics and government last week. Mr. President, on April 9, this past week, former State Representative Richard Olasz of West Mifflin passed away at UPMC Presbyterian Hospital in Oakland.

17 2010 LEGISLATIVE JOURNAL - SENATE 1929 Mr. President, Mr. Olasz was a friend to some Members in this Chamber and served with a few of them over the years. I had the privilege of knowing Rich for about 20 years and, most importantly, was able to call him not only a colleague but a friend. Over the course of his career, Rich Olasz served for a total of 35 years as an elected Democratic official, on the West Mifflin Borough Council, Allegheny County Council, as well as serving here for a number of years in the Pennsylvania House of Representatives. He was the son of Hungarian immigrants who worked in the Homestead Steel Works, which today is part of the waterfront project. In 1951, Rich Olasz enlisted in the Coast Guard, and he returned in 1953 to marry his sweetheart, Marie Dugan, with whom he shared some 40-plus years. In 1958, Rich graduated from the University of Pittsburgh. He served as a cost accountant with U.S. Steel and later worked in the Allegheny County budget office. Mr. President, whether you agreed or disagreed with Rich Olasz on issues affecting government, whether it be local politics, local government, State government, or State issues, he was one who was very committed to working for his constituencies and representing his community. And you saw that, day in and day out, in the nature and the manner by which he rose to defend or articulate an issue on behalf of his community. Mr. President, there are a number of people over the years who have provided service to their communities and to their Commonwealth, and Rich Olasz was one of them. I can tell you, Mr. President, that of a number of projects in the district that I have the opportunity and privilege to represent, one is the waterfront area. One of the significant accomplishments during Mr. Olasz's career was securing the appropriate funding for a flyover bridge that led into the Homestead Works off of Route 837. Mr. President, I will tell you that but for the work of Rich Olasz, there would not exist today a waterfront development that consists of about a $350 million development that is one of the retail and light industrial centers of the Mon Valley region. But for Rich's efforts toward that end, as well as work on the Homestead High Level Bridge, Mr. President, that economic activity in the Mon Valley--which really is the core of the economic revitalization of some of those communities--would not have taken place. For a number of years, he served as the chairperson of the Committee on Transportation in the House and articulated a variety of issues. But most importantly, Mr. President, Rich Olasz was probably one of the best family men you could find. He had a deep love and affection for his family. His son, Danny, and three of his daughters were constantly working and doing things together, vacationing together, and attending each other's sporting events. We lost Rich one of the countless times that he was attending one of the athletic activities of his grandchildren. On that day, Mr. President, I believe that Rich had the opportunity to see two of his grandchildren participating in high school athletic activities in and around our area. But he was always at baseball games over the course of the summer. In my days when I served as a Little League coach and oftentimes participated in the same tournaments that Rich's son Danny coached and his grandchildren were playing in, I would see Rich there cheering his kids on on the sidelines, but not just his own kids, other kids from the neighborhood for whom he also had an affection. In addition to some of his accomplishments in the legislature, he was a big part of introducing and pushing for mine subsidence legislation that helped people get grants and loans to repair their homes. He also obtained millions of dollars for the Carnegie Library of Homestead, one of the signature libraries of the Carnegie system in Allegheny County that so many Mon Valley residents have the opportunity to utilize. Mr. President, we lost an individual who was a tireless worker for his community, a public servant whom we all should emulate. And I will tell you, Mr. President, oftentimes, after giving remarks on the House floor, Representative Olasz would state, and I quote--after he finished his remarks, he would say, "Think about it." That was his signature sign-off with respect to his remarks: "Think about it." Mr. President, I ask my colleagues here today and people watching this program, today, let us take a moment to think about Rich Olasz, to thank him for the service he provided not only to Allegheny County and West Mifflin Borough, but to the Commonwealth of Pennsylvania. Mr. President, libraries are an important part of our education system, our economy, and our communities. They provide valuable resources, programs, and classes for people of all ages. Libraries are places where the unemployed can research jobs, where children can read and learn, and where families gather for events and activities. Those who might not have access to the Internet can use libraries, putting themselves in contact with family and friends around the world. Free access to computers and the Internet in public libraries has developed into an important and sometimes necessary service. According to a recent report from the University of Washington, 77 million library visitors connected to the Internet during the past year. More than 32 million people use library computers for educational purposes, including doing homework, taking online classes, and applying for financial aid. Meanwhile, 30 million people use library computers to find jobs or further their careers. This is just one of the many reasons

30 1942 LEGISLATIVE JOURNAL - SENATE APRIL 12, that I am proud to recognize the contributions of libraries as well as skilled librarians and library workers everywhere. Today's librarian now serves as a job coach, counselor, and technological trainer. It is also important to insure continued funding for public libraries so that they can continue to provide these services. In Pittsburgh, Mr. President, we saw a real-world example of the impact of proposed closures and reductions in hours when the Carnegie Library of Pittsburgh announced changes it was considering because of a growing deficit and a lack of funding. More than 2 million people visit the Carnegie Library of Pittsburgh's 19 neighborhood libraries each year. The Carnegie Library system employs more than 700 people and creates $63 million in economic output each year. The announcement that some of those branches may close resulted in a variety of groups and individuals taking action to insure that that did not happen, including children who sold hot chocolate in front of their local branch to raise money to keep their library open. In Pittsburgh, Mr. President, people were asked what they appreciate most about the library system. They responded that libraries are community assets that provide a safe resource for children, seniors, students, and job seekers, and that the library provides equal access to information for everyone, which is important to a democratic society. That is why, Mr. President, I am happy to offer this resolution to designate April 11 through April 17 as "National Library Week" in Pennsylvania. Thank you, Mr. President. I guess I am a little premature there with my commercial. The PRESIDENT. The gentleman from Cambria, Senator Wozniak, offers a resolution. The Chair does not think he hears an objection. Senator WOZNIAK. It may be possible, Mr. President, that you might suffer from some of these conditions. The PRESIDENT. On the resolution, the Chair recognizes the gentleman from Cambria, Senator Wozniak. You are in order. Senator WOZNIAK. Do you suffer from high blood pressure? A heart condition, perhaps? Maybe obesity? Does your significant other or your spouse tell you that you snore and have episodes of non-breathing? You might be suffering from a condition called sleep apnea, and what this resolution does is designate May 2010 "Sleep Apnea Awareness Month." There are millions of people throughout this nation, tens of millions throughout this world, who suffer from this condition. I know because I did a lot of research on sleep apnea. I had the condition. I had an operation performed on myself, and I think that I am pretty well cured. But I will tell you, when I was suffering from sleep apnea, I would fall asleep driving my car, I would hallucinate in the daytime, I would be sluggish, and, obviously, potentially situated for high blood pressure or a heart attack. I want everyone to know that help is available. I was as stubborn as anybody else and said, I just do not sleep right, and every excuse except there is a physical condition that was causing me not to get the rest that I needed. There are machines called CPAP machines that force air down into your lungs at night. There are operations, and there are doctors - ear, nose, and throat specialists - who are out there specifically to help you. Anybody who thinks that they may have a sleep condition, I urge you to go to a sleep clinic, to see your family physician, to see a specialist. They say that a sleepy driver is more dangerous than any drunk driver on the road. It is your quality of life, at your workplace, with your family, and for your own well-being. If anybody has any questions out there, if you want to call me or me, I will be more than happy to discuss it with you. Folks, it is a real disease, but there is real help. There is absolutely no reason whatsoever for anybody, anybody out there, to suffer from sleep apnea. I am asking that we designate May "Sleep Apnea Awareness Month," and I am asking anybody out there who is listening to go out and seek the help that you need. You will be very, very, very glad you did. I certainly am. Thank you, Mr. President. And the question recurring, Will the Senate adopt the resolution?
