The PRESIDENT (Lieutenant Mike Stack) in the Chair. PRAYER The Chaplain, Reverend TYSON L. FREY, of Friedens United Church of Christ, Oley, offered the following prayer: Let us pray. Gracious and heavenly God, our Creator and loving parent, we come before You at the beginning of this busy November week with excitement and in great anticipation. It is a wondrous calling to be serving the men, women, and children of this great Commonwealth. We pray that You would infuse each Senator with a sense of the great privilege that is his or hers to be a part of this collected Assembly. Remove from us the shadow of the merely routine and mundane and set before us a vision of what could be. Let us seek to find those things that unite Pennsylvanians as they begin a new week - love for God and neighbor. May we seek to bring forth good legislation that will protect the beauty of our Commonwealth. O God, Your people desire fresh air, clean water, recycled resources, unpolluted farms, healthy fishing streams, and safe places for recreation. Remind us to be Pennsylvania's stewards. Let our legislative offices be attentive to the needs of all Your people, life-giving God. May the huge economy that represents the productivity of Pennsylvania be guarded by our solemn vows. Help us to create and attract good-paying jobs for our citizens. May we use the taxes levied to love our children. Let dollars and cents be redeemed to help those who are ill, hungry, lacking shelter, longing for education, and lacking family. Help us to be focused on the faces of the needy when we debate the issues of this day. May we see that the work of this Chamber is part of a great relationship that stretches across this mighty Commonwealth. At 5 o'clock this afternoon, may it be said and felt that individuals, families, social agencies, children's homes, soup kitchens, and hospitals were more than simply numbers to Pennsylvania's Senators. May the love of God enable and inspire us today. Hear us, move us, and direct our steps, we pray, Almighty God. Amen. The PRESIDENT. Today, we are very proud to recognize the 2017 PIAA State Class AAAA baseball champions. The Mountaineers captured the title with a 5-0 win over South Park High School. This group of baseball players were truly improbable State champs. They began the start of their season 2-6, which demonstrates that they did not ever lose faith in their ability and in their capacity. They showed great heart and great skill, ending with a record of The team is under the expert guidance of head coach Ken Kashatus and assistant coaches Jim Casey, Paul Narcum, Bob Aten, and John Kashatus. What is even more remarkable is that more than 50 percent of this team are members of the National Honor Society, with several others close to reaching that membership goal. These are tremendous student athletes. I believe one day one of these young men may be looking at a career in public service. They enjoyed their day here at the Capitol and seeing all the sights. Will the Senate adopt the resolution? The PRESIDENT. The Chair recognizes the gentlewoman from Washington, Senator Bartolotta. Senator BARTOLOTTA. Mr. President, nurse practitioners serve as trusted frontline providers of healthcare for patients of all ages and walks of life in our Commonwealth. There are approximately 11,600 nurse practitioners, or advanced practice registered nurses, APRNs, who are currently practicing in Pennsylvania and providing primary, acute, and specialty care. Patients have demonstrated great trust in the high-quality care nurse practitioners provide, resulting in more than 1 billion patient visits annually to nurse practitioners across the country. Better utilization of nurse practitioners through modernized State laws and improved policies creates better health through a more accessible, efficient, cost-effective, and higher quality healthcare system. This is why I stand here today to recognize the week of November 12 through 18, 2017, as "Nurse Practitioner Week" in Pennsylvania, and to increase public awareness of the important role that nurse practitioners play in providing vital healthcare services. I ask my colleagues to join me in support of this resolution and acknowledge the service of Pennsylvania's nurse practitioners. Thank you, Mr. President. Will the Senate adopt the resolution? Lancaster, Senator Martin. Senator MARTIN. Mr. President, across the globe nations are recognizing tomorrow, November 14, 2017, as "World Diabetes Day." On this day, we work to bring awareness to a life-altering disease which can impact every aspect of a person's life. There are two types of diabetes, Type I, which is an autoimmune disease, often diagnosed at a young age; and Type II which can often be managed with diet, exercise, and medication and is typically diagnosed later in life. Living with diabetes, especially Type I, has been described to me as walking a tightrope, making sure insulin injections are just right to not have blood glucose levels that are too high or too low. The risks cannot be ignored, seizures, coma, blindness, kidney failure, limb amputations, and in the worst of cases, death. There is also what some might call Type III. Type III is being the loved one of someone with diabetes. Watching them through all the finger pricks, worrying, monitoring, but never being able to heal them. With 13 percent of Pennsylvanians currently living with diabetes, and the United States spending an average of $245 billion annually in treatment, there are many Type IIIs among us. It is my hope that by recognizing World Diabetes Day in Pennsylvania, we as a State legislature can draw attention to the warning signs of this disease, encourage informed healthy decisions, and the development of medical practices that may one day make this disease easier to live with and one day cure it. Finally, Mr. President, I would personally like to thank you and your office for lighting the Capitol blue tomorrow in recognition of World Diabetes Day in Pennsylvania. Thank you, Mr. President.
