The PRESIDENT pro tempore (Senator Joseph B. Scarnati III) in the Chair. PRAYER The Chaplain, Reverend ALBERT PALMATEER III, Pastor of Brookfield Bible Church, Harrisburg, offered the following prayer: Thank you for the opportunity. I will be here for a few minutes afterwards if you would like for me to pray for any needs or anything like that, I would love to do that for you. Thank you for letting me serve as Chaplain today. Let us pray. Our dear Heavenly Father, thank You for Your son, Jesus, and the gift of life this morning. It is a great privilege to come before You here in this room before those who have been given great authority by the people of Pennsylvania. In Your word, the Bible, in 1 Timothy 2, You tell the churches that prayers, petitions, and thanksgiving should be made on behalf of all men, for kings and all who are in authority, so that we may lead a tranquil and quiet life in all godliness and dignity. So, God, I would like to give You thanks for our Senators today. I ask that You bless them richly, that You help them as they manage their staff, and give them wisdom to pursue goals that would be honoring to You. God, I specifically would like to thank You for my Senator. May You bless Senator Teplitz and help him to function efficiently in his job. I pray that You would help him as a father and a husband to care for his family. I pray that You would bless the families of all the Senators and help them to find balance between work and family time. Please bless this Session that is before the Senators, and may You be glorified in all things in the strong name of Jesus. Amen. The PRESIDENT pro tempore. Mr. President, it is my pleasure to introduce and offer my sincere congratulations to Monte Ross, a native of Philadelphia, current resident of Media in Delaware County, who was recently named the 2014 Colonial Athletic Association Coach of the Year. As the head coach of the University of Delaware men's basketball team, Coach Ross led the Blue Hens to one of its best seasons ever, finishing at During his 8 short years as head coach, Monte already ranks second in the school's history with 115 career victories, having turned around a program that had seven straight losing seasons. On April 9 of this year, Coach Ross was also honored as the fourth recipient of the Clarence "Big House" Gaines Division 1 College Basketball Coach of the Year. I became acquainted with Coach Ross when he was an assistant coach at St. Joseph's University for 10 seasons, helping to lead the Hawks to six NCAA tournament appearances. While in Philadelphia, Coach Ross also dedicated his time to mentoring players as head coach of the prestigious Sonny Hill League. I am honored to know Coach Ross and ask that Members and guests join me in congratulating Coach Ross; his wife, Michelle; their children Justin and Lauren; and his lifelong friends, Bart and Jil Blatstein, who are here on the floor of the Senate today. Mr. President, my guest is our Chaplain for today, Albert Palmateer. He is the interim senior pastor at Brookfield Bible Church in Harrisburg, where he is in the ninth year of his ministry there. He is a two-time graduate of Lancaster Bible College, most recently for his master's in Bible studies. I appreciate Pastor Palmateer being here today, I appreciate the personal prayer, and the prayers for all of us and our families, and also for your offer to meet with us individually. I know all of us thank you for that. I ask my colleagues to join me in thanking Pastor Palmateer. The PRESIDENT pro tempore. Would the guest of Senator Teplitz please rise to be welcomed by the Senate. (Applause.) GUESTS OF SENATOR MICHAEL BRUBAKER from Lancaster, Senator Brubaker. Senator BRUBAKER. Mr. President, today I have the privilege of introducing some very special guests in the gallery. I am introducing them for their outstanding athletic achievements. My guests include the Hempfield High School Girls' Volleyball Team, known as the Black Knights, who captured the 2013 PIAA State Class AAA Girls' Volleyball Championship for the second year in a row. The Black Knights have earned this prestigious title, the program's fifth since just 2004, by defeating Cumberland Valley High School in the championship. The Black Knights are led under the direction of coaches Mike Elliott and Casey Baum, who are with us here today. Also joining the team are Steve Polonus, athletic director; and Shannon Zimmerman, communications specialist. The team, consisting of 15 players along with their coaches, is in the Senate gallery today. They are truly deserving of this recognition and praise for their exceptional ability and their pursuit of this athletic endeavor. Mr. President, if Members have had the good fortune to see them today, as Senator Pileggi did, he and I would certainly both concur, as each Member would, that they are just a delightful young group of students with all kinds of hope and optimism in their hearts. So, it is with deep honor that I introduce them to each of the Members today. The PRESIDENT pro tempore. Would the guests of Senator Brubaker please rise to be welcomed by the Senate. (Applause.) GUESTS OF SENATOR LISA M. BOSCOLA The PRESIDENT pro tempore. The Chair recognizes the gentlewoman from Northampton, Senator Boscola. Senator BOSCOLA. Mr. President, my guests are actually in transit, being introduced over in the House right now. I would like to rise today to welcome East Stroudsburg University's Men's Basketball Team. These young men have worked very hard for their accomplishments, and I am delighted to say that this year the Warriors had a season record of 30 wins and only 2 losses. They earned the Pennsylvania State Athletic Conference title for the second time in 3 years, and the Warriors advanced to the NCAA Division II tournament for the fourth time since This remarkable record is not only a testament to their tenacity as a team but also the fortitude of their coach, Mr. Jeff Wilson, who has been the head coach of the Warriors for the last 12 years. He is a graduate of East Stroudsburg University himself. Coach Wilson was named the Basketball Times Division II Coach of the Year, the National Association of Basketball Coaches Division II Atlantic Region Coach of the Year, and the PSAC East Coach of the Year. Mr. President, Coach Wilson has amassed a career record of 206 wins as head coach, and holds the number-two ranking in the final National Association of Basketball Coaches top 25 for the first time in the program's history. Under his leadership, the Warriors squad earned the top seed in the NCAA Division II Atlantic Region and a spot in the Division II's sweet 16. I have no doubt that he serves as an inspiration to the team and to the university itself. I am sure they are going to come back next year, because the Warriors are only graduating one senior, forward Zechariah Runkle. Now, Mr. President, I want to point out that Zechariah is from right here in Harrisburg, and is a former employee of the Senate. He served as a Senate Page in 2007 and So, I am so proud of these young men and their coach. They serve as excellent role models in my district, and they are clear examples of what sportsmanship, dedication, and teamwork can produce. They are not here yet, but I got them on the record. Senator KITCHEN. Mr. President, apparently my guests are also in transit, but their purpose was to celebrate and acknowledge the Reverend Dr. Leon H. Sullivan, who started the very first Opportunities Industrialization Center in 1964 in an abandoned jailhouse in north Philadelphia. The success of the program led to the establishment of over 40 affiliate programs throughout the United States. The objective of OIC is to train and retrain millions of men and women with untapped talents and undiscovered skills. Through their success, OIC has trained over 2 million people statewide. Today in the Capitol are Mr. Anthony Ross, the President and CEO of OIC, and the Pennsylvania affiliates. Thank you, Mr. President. The PRESIDENT pro tempore. Would the Senate join me in welcoming Senator Kitchen's guests to the Capitol. (Applause.) GUESTS OF SENATOR GENE YAW from Lycoming, Senator Yaw. Senator YAW. Mr. President, today I have the pleasure of introducing Jennifer Jackson and Jean-Luc Lavallee, who are serving as guest Pages here in the Senate. Both Jennifer and Jean-Luc are seniors at South Williamsport High School in Lycoming County. Jennifer is the daughter of Brian and Michelle Jackson of South Williamsport. Throughout high school, she has been a member of the Key Club, student council, and serves as president for Teen Contacts. She has been a part of the Mini-THON committee since her sophomore year and served as chair this year. She was captain of the varsity soccer team for the past two seasons and was captain of the varsity basketball team. Next year, Jennifer plans to attend Slippery Rock University to major in exercise science and further plans to pursue her doctorate in physical therapy. Jean-Luc is the son of Christian and Jill Lavallee of South Williamsport. Jean-Luc serves as a member of the Key Club, member of the academic decathlon team at South Williamsport, and is active in theatrical performances, including being a cast member in his high school's recent production of "How to Succeed in Business Without Really Trying." He spends a lot of time volunteering at the Thomas T. Taber Museum in Williamsport. In the fall, Jean-Luc plans to attend Lycoming College, which is also my alma mater and the alma mater of Senator Argall, to major in history. Jennifer and Jean-Luc are accompanied here today by their high school teachers and advisors Ryan Carper and Janet Hurawitz. Mr. President, and fellow Members, please join me in welcoming my guests to the Senate of Pennsylvania. The PRESIDENT pro tempore. Mr. President, I am pleased today to have guests in the gallery representing the statewide ALS Association, including Michael and Diana Sullivan, Karen Delaney Shideleff and her family, as well as representatives from the regional ALS chapters including Tony Heyl, the communications and public policy manager from The ALS Association, Greater Philadelphia Chapter. My good friend and colleague, Senator Teplitz, and I will be offering a resolution later today recognizing May 2014 as ALS Awareness Month in Pennsylvania. The ALS Association is here today to hold a rally in the main Rotunda at 2 p.m. to raise awareness of the disease and advocate on behalf of the many men and women who suffer with ALS in the State of Pennsylvania. Americans are quick to abandon their cars, their houses, their jobs, their spouses, their principles. But there is one group where loyalty remains strong. Our veterans, past and present, show the world what true loyalty means. In fact, their loyalty to this great nation runs so strong that they have laid down their lives for our shared principles, and for us as a family of Americans. Many have lost their lives as loyal servants to the cause of freedom. On Thursday, May 1, this country will celebrate "Loyalty Day," as we have for almost a full century. Loyalty Day began in 1920 as "Americanization Day," as a counter-celebration to the Communist celebration of the Russian Revolution. It was started by the VFW and its Ladies Auxiliary, who uphold this tradition to this day. Today, as Russia remains a force to be reckoned with on the world stage, Loyalty Day takes on renewed meaning. Our loyalty to our ideals must remain strong in the face of adversity and in the face of our enemies. Our active-duty military and veterans provide a glowing example of this virtue, in wartime and peacetime, at home and abroad, both as individuals and as part of an elite fighting force. From the Revolutionary War to the War on Terrorism and all wars in between, they are the reason we wake up every day under a blanket of freedom. On Loyalty Day, I hope that all Pennsylvanians will remember the men and women who gave us such textbook profiles in loyalty. Their heroism reminds us that loyalty is not merely a three-hour parade or a one-day display of the American flag. It is a quiet lifetime of honor and duty. Mr. President, I rise today with Senator Teplitz, my good friend and colleague, to designate the month of May 2014 as "Amyotrophic Lateral Sclerosis Awareness Month" in Pennsylvania, or ALS month in Pennsylvania. As we all know, ALS is best known as Lou Gehrig's Disease. What we may not know, however, is how ALS affects the body of those suffering from its fatal neurodegenerative disease. ALS weakens the skeletal muscles, particularly the limbs, it causes breathing

11 2014 LEGISLATIVE JOURNAL SENATE 1673 and swallowing issues, and eventually causes muscles to atrophy, rendering a patient unable to function their legs and arms. Through all of this physical deterioration, ALS patients typically remain aware of their loss of motor function from the disease until it ends fatally. While ALS occurs in adulthood and is typically diagnosed between 40 and 70 years of age, the ALS Association of Pennsylvania supports people diagnosed with ALS from as young as 20 to as old as 95 years of age. The ALS Association supports over 1,000 people in the Commonwealth. The ALS Association supports families with ALS through many different clinics throughout the region. They also provide services such as in-home care, wheelchairs, home ramping, support groups, education programs, communication devices, and van transportation. I am pleased to support those citizens in the Commonwealth who suffer from this terrible disease, and I urge my colleagues here in the Senate to support continued funding for research and services for ALS and to support educating others about this disease. My grandfather died of complications from ALS, and there was little that my family or any doctors could do to stop the progression of the disease. Anyone who has been touched by this disease will tell you that the worst part about it is that the individual who is suffering, while their body shuts down, their brain and their senses remain fully active and so they know that they are becoming increasingly imprisoned in their own body until the effects of the disease take their life. I want to thank the advocates who have joined us at the Capitol today to raise awareness about this terrible disease and to share their own stories. It is my hope, all of our hope, that we continue to support the patients and researchers so that one day we can find a cure for Lou Gehrig's Disease. Mr. President, these are very, very busy days here at the Capitol. There are a number of different groups visiting and lobbying us on a variety of issues, but one that I would like to draw to the attention of both to my colleagues, as well as the folks who are viewing this on PCN, is the advocacy of the Pennsylvania Coalition Against Domestic Violence and the Pennsylvania Coalition Against Rape. In the East Wing Rotunda of the Capitol, they had a wall in which people were asked to put a card on the wall. Their theme this year is "NO MORE." No more domestic violence. Each individual was asked to write a specific behavior, or some kind of action, which they feel is a part of domestic violence and sexual abuse. The wall was filled with sticky cards. It was rather sobering to look at all of the issues that we are facing in this Commonwealth regarding domestic violence and rape. I would like you to know that we are well-served by these two State agencies that were here today. Just to briefly inform you a little bit on some of the numbers of people they have served, the Pennsylvania Coalition Against Domestic Violence has calculated that they have served over 85,000 victims and children who were helped in 60 programs serving 67 counties here in the Commonwealth. Services from transitional housing, legal representation, emergency shelter, medical advocacy, and support groups. We have one of those shelters in our community in Berks County, Berks Women in Crisis, and it is an amazing shelter. It is a bright, new, open building where women and children can go and find respite against domestic violence and where they can go to repair their lives once again. In terms of the Pennsylvania Coalition Against Rape, their literature states they work to eliminate all forms of sexual violence and advocate for the rights and needs of victims of sexual assault. Every year, Mr. President, 30,000 men, women, and children receive support services from PCAR. Their services include a 24-hour hotline response and accompaniment to medical facilities, to police stations, and to the courthouse when you have to file charges in these types of cases. Mr. President, I hope for the day when we no longer need these types of organizations.
