PRAYER The Chaplain, Reverend ISAAC CROCKETT, Pastor of Hamburg Bible Church, Hamburg, offered the following prayer: O great God of this blessed nation and privileged Commonwealth, we thank You for Your protection and hand of providence in guiding our hearts and minds today. I ask that You might give wisdom and understanding to Your ministers of government here in these Chambers today. I pray that as we saw in the celebration of Holy Week last week, we might turn to the example of Jesus, who came not to be served, but to minister to others. Help us to have the strength to serve others in a sacrificial way. I ask, Lord, for patience and understanding with one another. I pray that You would give special help and protection both to our elected authorities as well as our law enforcement officials. I ask then that we might all find Your blessings of virtue, liberty, and independence in our leaders, as well as the populace of this great Commonwealth of Pennsylvania. In Jesus' name I pray, amen. The PRESIDENT. The Journal is approved. GUESTS OF SENATOR JUDY SCHWANK PRESENTED TO THE SENATE The PRESIDENT. The Chair recognizes the gentlewoman from Berks, Senator Schwank. Senator SCHWANK. Mr. President, this is exciting, I am up first today. Today I have the distinct pleasure of introducing a group of young men and women from my district who are visiting the Capitol as part of my fourth annual Model Senate program. I know that most of the Members have similar programs and equally enjoy the interest that comes from such a unique experience. This year we have 70 up-and-coming Senators who are seated in the gallery today. My colleagues would probably be interested to know that throughout the year these model Senators have inherited your districts and committees, and even a few of your legislative initiatives. In a few minutes, they are going to take part in their final Session, where several of their surviving bills will be debated and voted on, after which our model will veto or sign the bills into law. Some of the laws are very similar to what we are doing or not doing. For example, Mr. President, they are discussing a Marcellus Shale extraction tax, food stamp reform, voter ID, school lunch supply act, diversity course in schools, alternative energy, and same-day election voting registration. My staff and I have been continually impressed with the caliber of work these high school students have produced this year. They are a great group of young people and we can all be proud of them no matter what our district. I am certainly proud to say this is the future of Berks County and of Pennsylvania. Please join me, Mr. President, in welcoming my guests from the Model Senate. The PRESIDENT. GUESTS OF SENATOR MICHELE BROOKS PRESENTED TO THE SENATE The PRESIDENT. The Chair recognizes the gentlewoman from Mercer, Senator Brooks. Senator BROOKS. Mr. President, it is a pleasure today to introduce Talia Morgenstern and her parents, Paul and Susan, along with Talia's two sisters, Amariah and Asia. Talia is a talented young lady who is one of the 53 winners of the Liquor Control Board's Alcohol Awareness Poster contest. Her selection for this award proves that she is not only an amazing artist but a talented marketer and messaging expert. She is wise beyond her years. This 7th grader already understands and knows the dangers of alcohol and warns others to stay away from excessive consumption and the dangers of drinking and driving. They say a picture is worth a thousand words, and Talia proved that axiom with her insightful poster and its powerful message. So today, Mr. President, I ask my colleagues to please join me in applauding this promising young artist. Thank you. The PRESIDENT. Senator GREENLEAF. Mr. President, it is my pleasure to introduce the Archbishop Wood PIAA Football Champions, who I am pleased to say are in my district. The Vikings won their fourth straight title in six seasons on December 9 at Hersheypark Stadium, defeating Harrisburg They have reached the finals five times since the Catholic League joined the PIAA in Their last crown came in 2014 with a win over District 7's Central Valley. In 10 seasons in Warminster, Archbishop Wood coach Steve Devlin has posted a record. The Vikings have been officially named in the 12th Annual MaxPreps Tour of Champions presented by the Army National Guard. The honor is reserved for the top 100 teams nationwide. The Vikings were not challenged their entire post-season as they outscored opponents 191 to 41 in four playoff games. They won 11 straight games to conclude the season. Today I recognize the incredible dedication and hard work of Coach Devlin and his team. They have created a true football dynasty, and their achievements are nothing short of legendary. It is my pleasure to present the Archbishop Wood PIAA Football Champions and their coach. The PRESIDENT. Would the Archbishop Wood PIAA Football Champions team and coaching staff please rise so that we may congratulate and welcome you to the Pennsylvania State Senate. (Applause.) GUESTS OF SENATOR ROBERT B. MENSCH PRESENTED TO THE SENATE Montgomery, Senator Mensch. Senator MENSCH. Mr. President, I would like to continue the celebration for championship teams. It is always great in this job to be able to recognize the young people of our society and recognize the wonderful things that they have been able to do. In this case, we are going to talk about a public school team, so we want to recognize the team and the coaches as well. It is my pleasure to introduce the Boyertown Area Senior High School Girls' Basketball Team, who won the PIAA State Class AAAAAA Girls' Basketball Championship. The Boyertown Lady Bears Basketball Team captured the first State girls' basketball title on March 24, 2017, by defeating North Allegheny Senior High School with a score of In this season, they amassed a record of 25 wins and only 5 losses. So, Mr. President, let us celebrate the wonderfulness of this young team and their coaches from the School District of Boyertown. Let us give them a warm Senate welcome. The PRESIDENT. Let us celebrate the wonderfulness of the championship Boyertown Lady Bears basketball team and ask them to please rise so that we may welcome and congratulate you. (Applause.) So, I look forward to getting that report and working with all of us together to do the best we can to come up with a long-term solution for the Unemployment Compensation Fund. Mr. President, our Commonwealth is stronger today and our future is brighter for the families and kids because of the work that is being done at our family centers across Pennsylvania. Mr. President, I ask my colleagues to support my resolution recognizing the month of April 2017 as "Limb Loss Awareness Month" in Pennsylvania. Many of us take for granted our health, mobility, and ability to perform certain everyday tasks. It is hard to imagine what life would be like if those gifts were suddenly taken away. Regardless of the cause of their limb loss, amputees are forced to contend with a lifelong condition that can turn even the simplest task into a serious effort. Even the most advanced prosthetic devices require numerous adjustments and frequent replacements, and the constant process of trial and error in fitting and using these devices can be disheartening and financially distressing, not only for the individual, but also for their family. The general public is often unaware of the challenges faced by the amputee community. Raising awareness with these issues is the best way to honor their struggle. I ask my colleagues to join me in recognizing that struggle and reminding those who suffer from limb loss that they do not have to take on this fight alone. Thank you, Mr. President.
