1 COMMONWEALTH OF PENNSYLVANIA 1fi gislatifr Wournal MONDAY, SEPTEMBER 29,1997 SESSION OF ST OF THE GENERAL ASSEMBLY No. 45 SENATE ~O~AY, September 29, 1997 The Senate met at 2 p.m., EasternDaylight Saving Time. The PRESIDENT (Lieutenant Mark S. Schweiker) in the Chair. PRAYER The Chaplain, ~onsignor WALTER T. SCHEAFFER, ofst. Mary's Roman Catholic Church, Kutztown, and the Education Vicar ofthe Diocese ofallentown, offered the following prayer: As we begin our prayer this afternoon, I offer for your reflection a quote from Nelson Mandela's presidential inauguration. "Our deepest fear is not that we are inadequate, our deepest fear is that we are powerful beyond measure. It is our light, not our darkness, that most frightens us. We ask ourselves, who am I to be brilliant, gorgeous, talented, fabulous? Actually, who are you not to be? Your playing small does not serve the world. There is nothing enlightened about shrinking so that other people will not feel insecure around you. We were born to manifest the glory that is within us. It is not just in some ofus, it is in everyone. "As we let our own light shine, we unconsciously give other people permission to do the same. As we are liberated from our own fear, our presence automatically liberates others." We pray today for the freedom to let the light ofthis Senate shine through its work and its framing of the law to build a better and just society. We pray for the Senators ofthis State to be true servants of their constituents by supporting legislation that will benefit and build a society ofequality inharmony with the spiritual, intellectual, social, physical, and emotional nature of the human person. We pray for all the citizens ofthis State, and others who live inthis State ofpennsylvania. We pray for their health, prosperity, and freedom from fear. We pray in Thanksgiving for the beauty and natural resources and the blessings we share and experience throughout the length and breadth ofthis State. And may the work ofthis day be productive and meaningful for all who support this government, both here in Harrisburg and throughout this Commonwealth ofpennsylvania. We lift up this prayer in a spirit of humility and sincerity. Amen. The PRESIDENT. The Chair thanks ~onsignor Scheaffer, who is the guest today ofsenator O'Pake. JOURNAL APPROVED The PRESIDENT.
