Mr. President, I rise to conunend Representative Dent, the sponsor of this legislation, the Pennsylvania Fire Services Institute, the Pennsylvania Child Care Providers Association, the Department of Public Welfare, and many others who worked together cooperatively to produce this, I believe, excellent piece of legislation which, at the same time, meets the needs of family day care providers while continuing to assure the safety of the children of our Commonwealth whose needs are seived in family day care homes. Several years ago, regulations were adopted requiring interconnected smoke detectors in all family day care homes. Between April 1994 and Janwuy 1996, more than 1,500 such homes fell off the reporting rolls of the Department of Public Welfare, meaning either that they had gone underground or had stopped providing seivice at a time when we recognize the need for child care is ever-mounting in our Commonwealth. Representative Dent took the initiative to attempt to find appropriate alternatives for these regulations which too many family day care homes were not able to meet. We were successful in working with him and the fire seivices to produce a piece of legislation which will assure safety, which will assure appropriate standards, while at the same time we believe make this legislation wolkable for these cost-effective ways that our constituents can receive child care. I urge an affinnative vote. Thank you. gentlewoman from Philadelphia, Senator Schwartz. Senator SCHWARTZ. Mr. President, I, too, rise in support of this legislation, and without reiterating the comments made by the previous speaker, the gentleman from Bucks, Senator Heckler, I, too, agree that this is important legislation. It assures fire safety in family day care settings without undue cost to those family day care centers, so I am pleased that this got wolked out and this legislation willbecome law if we pass it and the signs it I also rise in support and call for an affirmative vote. Now, this bill begins the annual highway capital budgeting process, and it includes those projects that the Department of Transportation has recommended to us from the district offices that ought to be included in this list of bills. I want to bring it to your attention so that when the bill is in print, probably sometime next week, that each one of you will get the bill and examine it, and if we happened to Iulve missed some important highway projects in your district, you will report that either to Senator Stout or to myself so that we can have the proper amendments prepared so that highways in your areathat are important are not missed in the capital budget bill.
