Southside Junior High School TO BE READ INTO RECORD AND PUBLISHED NOTICE OF INTENT TO CALL AN ELECTION Notice is hereby given in accordance with Section 19.1 of Title 42 of the Louisiana Revised Statutes of 1950, as amended, that the Town of Livingston, State of Louisiana at a special meeting on December 15, 2016 at Livingston Town Hall, Circle Dr., Livingston, LA at 6:30 p.m., will discuss and consider adopting a resolution ordering and calling an election to authorize a new ad valorem tax of ten (10) mills on all property subject to taxation by the Town of Livingston, for a period of ten (10) years, upon approval by the qualified voters therein, and if passed, for such tax to be levied thereafter. In regards to the credit card currently held with First Guaranty Bank, Superintendent Wentzel explained the requirement for board approval for any change(s) to a credit card. Therefore, a motion was offered by Ms. Schmitt, seconded by Ms. Benton to approve the removal of Mr. William "Jeff" Frizell as being authorized to hold a credit card on behalf of Juban Parc Junior High School; approve Mr. Greg Hayden, Principal, to hold a credit card on behalf of Juban Parc Junior High School; approve the credit limit to remain the same at $1,000.00; and transfer the outstanding balance (if any) on Mr. Frizell's card to the new card for Mr. Hayden. 6. Mr. Mike Curtis, Director of Sales Tax, summarized the history of the resolution adopted in 2001 between Rainer Anding & Talbot and the Livingston Parish School Board. Due to the recent death of Mr. Bob Rainer, it is necessary to adopt a new resolution changing the contact person. A motion was offered by Mr. Kinchen, seconded by Mr. Cox to adopt a resolution employing Rainer Anding & Talbot through Drew M. Talbot, Attorney at Law, LLC, as special counsel to the Livingston Parish School Board in the administration of sales & use tax and occupancy tax matters. The vote on the motion was as follows: 7. Director of Curriculum Dawn Rush introduced the Livingston Parish Public Schools Pupil Progression Plan for the 2016/2017 School Year for consideration of approval at the next scheduled board meeting. 8. Box 790, Denham Springs, LA The facility is located at on John L Lane off Juban Road in Denham Springs, Livingston Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit. The principal discharge from this existing source is made into parish drainage, thence into West Colyell Creek, waters of the state classified for primary contact recreation, secondary contact recreation, and propagation of fish and wildlife. Under the SIC Code 4952, the applicant proposes to discharge treated sanitary wastewater from a privately owned treatment works serving the Livingston Trace Subdivision. During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur. Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, , or fax. The gas system consists of and underground network of pipelines throughout the town and unincorporated areas adjacent to the town limits. The purpose of the gas system is to provide a reliable and safe economical source of energy for heating purposes to the homes and businesses adjacent to the underground gas pipelines. The pipeline system has the capacity to reliably deliver natural gas to the customers. The hazards of natural gas are it is odorless, colorless, tasteless, lighter than air, and can ignite and/or explode with tremendous force when mixed with the right amount of air. Prevention measures taken include: REGULAR MEETING OF THE MAYOR AND BOARD OF ALDERMEN OF THE VILLAGE OF FRENCH SETTLEMENT, SEPTEMBER 14, 2016 The Mayor and Board of Aldermen of the Village of French Settlement met at Hwy. 16, French Settlement, Louisiana on the 14 th day of September, 2016 at 6 p.m. in regular session convened. Reading of Communications: Police Department Report and Emergency Management Report Report was presented by Assistant Chief of Police Callender. The report mainly focused on the August 2016 flood related activities. At least one police unit, the Charger, was lost in the flood because it was in Denham Springs for maintenance. The remaining police units will be monitored for flood-related problems. FEMA uestion and Answer Period: Mayor Guitrau invited FEMA representatives, SBA representatives and a GOHSEP representative to answer questions that the public and the Board of Aldermen may have regarding flood-losses and related issues. Mayor Guitrau stated she requested a Disaster Recovery Center many weeks ago and it is still in place located behind the St. Joseph Catholic Church Hall at La. Hwy. 16 in French Settlement. Old Business Grounds Report The Creole Festival has been canceled this year due to the flood of August Road Report: Grant(s) and/or State Appropriation(s) Update: Mayor Guitrau stated that she has not heard if funds for the LGAP grant will be awarded since the State was hit by a catastrophic flood in August which is causing funding problems state-wide. She mentioned using it toward the purchase of a sand-bagging machine if the money is awarded. New Business: The Mayor and Board of Aldermen accepted the resignation of Alderman Glen Newell and declared a vacancy. The mayor stated that the Governor will call to ask for a recommendation to fill the remaining 2-3 months of She will recommend that Alderman-Elect Rhonda Lobell fill that position. As there was no further business to discuss, a motion to ad ourn was made by Alderman Miller and seconded by Alderman Carrier. A yea and a nay vote was called for and resulted as follows: Yeas: Miller, Carrier Nays: Absent: /S/Toni Guitrau, Mayor Adding odorant to the gas to give it that distinctive smell, similar to rotten eggs, to warn us of it presence Testing the odorant level each calendar quarter Performing annual gas leakage surveys Conducting periodic pipeline patrols The following are signs that may indicate a gas leak: A hissing or roaring sound (caused by escaping gas) A patch of dead or discolored vegetation in an otherwise green setting along a pipeline route Blowing dirt, grass, or leaves near a pipeline Continuous bubbling in wet, flooded areas A gas smell similar to rotten eggs Anyone who may smell this odor or notice any unusual conditions on or near gas mains, vents, service lines, meter sets, or especially inside of a building should call the Town of Livingston immediately. If you smell a strong gas odor inside a building, notify everyone in the building to leave. Do not operate any switches or use the phone. Go a safe distance away upwind of the gas smell and call the Town of Livingston. Pipeline markers are maintained to inform the public of the gas line location. State and federal laws require excavators to notify LA One- Call two full working days before digging. If any excavation is planned you must notify LA One- Call which will notify the Town to locate the gas lines. The Town of Livingston maintains memberships on the LA One Call program. To obtain additional information or report gas related issues call the Town of Livingston at (24 hours). The LA One-Call Center phone number is 811.
