1 CALL TO ORDER: MINUTES OF THE November 8, 2004 SAUK CENTRE PUBLIC UTILITIES COMMISSION MEETING 1. The regular meeting of the Sauk Centre Public Utilities Commission was called to order by President Dennis Rykken at 4:30 p.m. on November 8, 2004 at the office of the Sauk Centre Public Utilities Commission. Commissioners present were Dennis Rykken and Jerry Rutten. Also present were Superintendent Sunderman, Amy Trisko of the Sauk River Watershed District, Rob Scott-Hovland of Missouri River Energy Services and City Administrator, Steve Bloom. Being a quorum was not present, the meeting proceeded on to items that needed no formal action. Commissioner Thomas arrived at 5:05 pm. At this time, items on the agenda that needed formal action were discussed. MINUTES: 2a-b By general consent, the following sets of minutes were approved: a. The minutes of the regular meeting held on October 11, b. The shortened version of the October 11, 2004 regular meeting minutes to be used for publication in the Sauk Centre Herald. UTILITY BILLS: 3a. A motion was introduced by Commissioner Thomas, seconded by Commissioner Rutten that the following utility bills be approved: The full listing of the October, 2004 accounts payable in the
2 amount of $264, This motion carried unanimously three to zero. FINANCIAL REPORTS: 4a&b. By general consent, the Commission approved all of the financial and investment reports as submitted by Superintendent Sunderman. CORRESPONDENCE AND MEETINGS: 5a. The next regular meeting of the Sauk Centre Public Utilities Commission will be held on Monday, December 13, 2004 at 4:30 p.m. 5b. Superintendent Sunderman informed the Commission that November 19, 2004 at 12:00 p.m. is the confirmed date for the Joint City Council/Public Utilities Commission meeting. 5c. Amy Trisko was present to ask for a cash donation for the second annual Middle River Water Festival to be held this year in Sauk Centre on Friday, May 13, This is a hands-on education program for fourth grade students from Sauk Centre, Melrose, Meire Grove, Freeport and surrounding communities. After some discussion, a motion was made by Commissioner Thomas and seconded by Commissioner Rutten to approve a $1,000 donation. The motion carried unanimously three to zero.

Information regarding the legislative rallies for the Minnesota Municipal Utilities Association and the American Public Power Association were tabled until the regular December, 2004 commission meeting. OLD BUSINESS: 6a. Superintendent Sunderman reviewed, with the commission, the bids for repairing the warehouse ceiling from Wiener-Merten Contracting and Engle Construction. After some discussion, a motion was made by Commissioner Thomas and seconded by Commissioner Rutten to award the low bid to Engle Construction, with the stipulation that the white steel is of the same or heavier gauge than the other bid. The motion carried unanimously three to zero. 6b. Superintendent Sunderman and Secretary Rachey informed the commission that letters were sent to area government agencies involved with the PUC's Wellhead Protection Plan and to local residents. Those who were sent these letters are potential sources of contamination to the groundwater resource area, as explained in the plan. NEW BUSINESS: 7a. Rob Scott-Hovland of Missouri River Energy Services was present to give a summary of his job description and explain the
4 programs he is involved with. These programs consist of the Conservation Improvement Program, Compressed Air, Infrared Scanning, Ultrasonic Leak Detection and Wind Power. Rob explained that these programs should help build a stronger relationship with our customers. 7b. Superintendent Sunderman explained and showed pictures to the commission of the water leak that was reported at Fifth Street South and Main Street in front of the Main Street Realty building. After some discussion, it was agreed that being the service was abandoned before our current policy was in place, the commission felt that John Felling should not be responsible for paying the bill to repair the leak. A motion was made by Commissioner Thomas and seconded by Commissioner Rutten to have the Sauk Centre Public Utilities Commission pay for the repairs. The motion carried unanimously three to zero. COMMISSIONERS ITEMS: 8a. Chairman Rykken reported on the Missouri River Energy Services Area Meeting that was held in Alexandria on Friday, October 29, SUPERINTENDENT S ITEMS 9a. Superintendent Sunderman informed the commission that there
5 is a commercial customer that has filed bankruptcy under Chapter 11. Superintendent Sunderman has turned this matter over to the PUC's attorney Tom Mayer, for his review and guidance. 9b. Superintendent Sunderman also gave an updated report on the repairs done to the clarifier. The clarifier is located at the wastewater treatment plant. Pictures were available for review of the material that was found in the bottom of the tank. 9c. The commission gave approval to Superintendent Sunderman to set a date for the annual Commission/Employee Meeting.
