Adoption of Agenda/Approval of December 5 th,january 21 st, March 12 th meeting minutes

Chairperson s Report (5 min) Executive committee was formed members listed below: Lynne Seymour, PAC Chair (MCPWO) Randy Young, PAC Vice Chair (MCC) Ron Fadoir PAC Secretary (OWRC) Shawn Keenan (City of Auburn Hills) A committee was also formed to revise the rules and procedures. Committee members listed below: Lynne Seymour Ron Fadoir Shawn Keenan Terry Gibb Paul Muelle The committee is expected to have the rules and procedure updates to the PAC by the September 25th meeting. 4. Voting members (10 min) A. Consultants as members: Lynne suggests putting a stay on consultants as voting members until the rules and procedure have been determined. Shawn Keenan, motions to put a stay on consultants as voting members. Ron Fadoir, seconds the motion. Motion passes with unanimous approval

3 B. Voting in new members: Waterford Twp, Harrison Twp, and Luanne Laemmerman Waterford Twp. voiced interest in becoming a voting member at the December meeting but has not attended since then. CRWC will contact them to see if they are still interested Shawn Keenan motions to add Macomb County Prosecutors Office (Luanne Laemmerman) and Harrison Twp (Ken Verkest) as members. Tim Backhurst seconds the motion. Motion passes unanimously. 5. Project Matrix (Tewkesbury, MDEQ) (30 min) CRWC will create a template for project fact sheets for all the projects listed on the Clinton River Habitat Project Matrix. Once the template is created it will be distributed to the PAC to be filled out by anyone with projects on the matrix. Jen Tewkesbury is working with EPA to clean up the St. Lawrence Cemetery. This is holding us back from removing our aesthetics BUI. The St. Lawrence Cemetery is an 8 acre historic dump that is leaking leachate into the river. Betsey Knightingale from the EPA is investigating. if anything hazardous found they will clean up the site. Jen asked for the PAC's approval to start preparing documents for removal of our beach closing BUI. The criteria to remove the BUI states if all CSO's (combined sewer overflows) are treated the BUI maybe removed. All of the CSO's in our watershed are treated. Lynne Seymour suggests proceeding with caution as other PACs have mentioned issues with public support as well as making sure we market the BUI removal the correct way. Paul Muelle motions to have Jen start putting the BUI removal document together. Luanne Laemmerman seconds the motion. Motion passes unanimously. CRWC has created a map of all of the projects completed and proposed in the AOC. The map will be up on the PAC website once the matrix is finalized. 6. SIP Update and Phragmites Management Structure (Bill Parkus, SEMCOG) (15 min) In November it was decided that the Lake St. Clair Strategic Implementation Plan would be updated. Communities must add any projects they would like to be included in the SIP. Projects can be submitted through SEMCOG's website. Phragmites control money is running out. They are proposing a cooperative weed management program for the communities in the LSC direct drainage and Anchor Bay subwatersheds.the governor has budgeted $6 million for fiscal and technical support of these programs.

4 7. Current PAC grant updates (CRWC) (5 min). CRWC is organizing the PAC archives. They are also working on a road/stream crossing inventory in the North Branch and Red Run subwatersheds. They will report out on the inventory at the next in June. 8. SPAC Update (PAC Chair and CRWC) (10 min) Lynne Seymour and Anne Vaara attended the last SPAC meeting and learned we are a contender for delisting in They also learned these four important things to remember as we move towards delisting from other AOCs going through the process. Always follow the rules and procedures outlined by you PAC. Provide education to citizens as you are going through the process. Use caution when you are marketing BUI removal and delisting. Make sure to maintain communication with Office of the Great Lakes and EPA. 9. Clinton River AOC grant submittal updates (consulting firms) (10 min). ECT, Annette DeMaria: they have not heard anything. HRC, Jamie Burton: they were denied funding from Sustain Our Great Lakes for the City of Troy Sylvan Glen project. Have not heard from NOAA yet on the other projects. ASTI, Dianne Martin: have not heard from NOAA yet on Black Creek Marsh. 10. Other Business: Gerry Santoro: May 1st kayak Launch opening across the River from Utica Public Library. Also the Macomb County Water Resource Advisory Council will be partnering with CRWC for a Weekly Clean on May 21st at Lake St. Clair Metropark. 11. Tim Backhurst motions to adjourn. 5 MARK YOUR CALENDARS: EPA Habitat Workshop will be held May 7 th from 12:30-3:30pm at the Auburn Hills Community Center (1827 N. Squirrel Road Auburn Hills, Michigan 48326).
