1 February 11, 2015 The Washington County Board of Elections met Wednesday February 11, 2015, at 8:30 am for their regularly scheduled meeting. Present were Mr. Sipe, Mr. Huggins Mr. Cox, Mr. Wentz, Tara Hupp, Director, Peggy Byers Deputy Director, Jim Milliken, SOS Liaison, David White, Washington County Commissioner, Jedd Butler, Jane Tumas- Serna, and Steve Fulks from Poynters. Mr. Sipe opened the meeting. The Pledge of Allegiance was recited. Mr. Huggins mad e a motion to approve the meeting minutes from the 12/10/2014 meeting and the 01/23/2015 meeting. Mr. Wentz seconded the motion. The motion passed unanimously. Public Comment None Bills E S & S $16, PB HDW Mtc., SW Lic., Firmware Usage The Board s order of business was adjusted to reflect the presence of Washington County Commissioner David White and to provide him with time to speak. Mr. White discussed the matter of the LEPC (Local Emergency Planning Committee). The Board of Elections is not one of the designated agencies to be represented on the committee, although anyone can belong and be appointed to the committee. The LEPC was not designed for members to be paid or use their work time earned to attend the trainings and meetings. Mr. Cox stated that unless it is Board of Elections related an employee should use their own time to attend functions. Mr. Huggins made a motion to approve the E S & S bill. Mr. Cox seconded the motion. The motion passed unanimously. Steve Fulks from Poynter s Best Products did a presentation on the replacement of the office s older copiers. He presented quotes on costs, costs savings, and overages and maintenance contracts. Following Mr. Fulks presentation, Mr. Huggins made a motion to purchase one (1) Canon 5235A Copier and to enter into a service contract as well as to enter into a low value generic contract for the Canon Image runner 2830 Copier. Mr. Cox seconded the motion. The motion passed unanimously. Petitions of candidates who filed to appear on the May 5, 2015 Primary ballot were presented to the Board for review and certification.
2 Mr. Cox made a motion to certify the petitions of the candidates (as listed below) for the city of Belpre and per O.R.C declare that there will not be a primary in the city of Belpre and the candidates from Belpre whose ballots were certified will be issued Certificates of Appointment. The candidates will automatically move forward to the November 3, 2015 General Election. Mr. Wentz seconded the motion. The motion passed unanimously. Mr. Wentz seconded the motion. The motion passed unanimously. Liquor Option HSB Mart/Belpre 2A Certify to November 2015 Ballot Discussion occurred pertaining to Ms. Byer s (copy attached). Ms. Byers would like to come in at 7:00 am during election time and earn flex: time so she may use it at a different date when we are not in election mode. Ms. Hupp disagrees with the practice and feels it should not be done. Both sides were discussed with the board. The board discussed the issue and then determined to address the matter at a later time. ( is exhibit A). Mr. Cox then proceeded to address Ms. Hupp informing her that she was not working closely with Ms. Byers and that she was not keeping Ms. Byers informed. Especially due to the fact that Ms. Byers did not know who the guests were that would be attending the 02/11/2015 meeting. Ms. Hupp stated that Ms. Byers has complete access to the agendas and meeting minutes. Ms. Hupp asked Mr. Cox for examples. The Board was presented with Mr. Brett Harbage s, ADA Coordinator for the Secretary of State s Offices, letter, dated 02/04/2015, reporting his findings of the ADA Compliance Spot Checks that he performed on some precincts in Washington County. Compliance issues were discovered at the precincts that were checked. A copy of Mr. Harabage s letter is attached to these minutes (Letter is exhibit B). The board discussed
4 the issues. Many of the issues can be addressed with temporary Election Day equipment but the Stanleyville Community Building has some larger issues. The board will invite the Fearing Township trustees to attend the Board s March 11, 2015 meeting to discuss the situation at the Stanleyville Community Center. The board was informed that the ballot layout and coding by E S & S would be occurring on Monday, March 2, 2015 and the board would need to review and approve the ballots. A special meeting will be held on Monday, March 2, 2015, at 12:00 pm. The replacement of the Unity computer system was discussed. The money has been encumbered for the purchase. Since May is a small election, is a small election, it was decided to wait until later in the summer to purchase the new equipment. The Board was presented with information about the Balotar contract. The five (5) year contract is up, Mr. Wentz had received a phone call from Mary Beikirch asking that Berniece McPherson be placed back in their precinct. Mr. Wentz and Ms. Byers are working together on the matter. The next district meeting will be held, Friday, March 13, 2015 in Perry County. Tara asked the board to close the office so the staff may attend. Mr. Wentz made a motion to close the office on Friday, March 13, Mr. Huggins seconded the motion. The motion passed unanimously. Tara presented to the board information that Cuyahoga County was selling their M650 High Speed Voting Machine Scanners at $8, each. Was the board interested? Some board members showed interest and a possible special meeting may be called to address the matter. Ballot numbers to be ordered for the May 5, 2015 Primary Election were presented and discussed. Tara informed the Board that Peggy and herself had met with Mr. Grammer, a representative of the company that was digitizing the Board of Elections records. Tara and Peggy visited the Court House with Mr. Grammer and reviewed the records. There are poll books and abstracts of results available. Some of the information dates back to the early 1800 s. Once the digitizing of the records is complete, the records will be returned to the Board of Elections office. Tara informed the board that the Monroe County Board of Elections had inquired if the Washington County Board of Elections had any Automarks that we would like to sell. Mandy Amos had requested to have May 8 th and May 11 th, 2015 off. Tara presented it to the board since it was during election time, even though it was after the election. The board had no issue with it.
