1 NORTH DOWNTOWN SPECIFIC PLAN ADVISORY COMMITTEE CITY OF WALNUT CREEK ACTION MINUTES DATE: Monday, January 23, 2016 TIME: 5:00 P.M. PLACE: Third Floor Conference Room City Hall 1666 N. Main Street Staff present: Steve Buckley, Planning Manager, Gayle Vassar, Community Relations Officer, Rafat Raie, Traffic Engineer and Jeanine Cavalli, Senior Planner and Project Manager. Consultants present: Aaron Welch and Stephanie Miller of Raimi & Associates, and Chris Sensenig of Van Meter Williams Pollack. The attached sign-in sheet reflects the Advisory Committee Member attendance. REVIEW ITEMS 1. Presentation Summarizing Community Outreach Results The project team presented the key themes from Community Workshop #1 and Online Survey results. 2. Plan Goals and Assumptions Committee members discussed the plan goals and assumptions for land use and transportation. The assumptions will set the framework for the planning process moving forward. See attached notes from the discussion. Based on this discussion, project team will prepare a revised set of assumptions for review at the next meeting. 3. Possible Focus Areas Discussion The consultant facilitated a discussion on possible focus areas of land use concentration. The results of this discussion will be used to formulate preliminary land use and circulation alternatives for review at the next meeting. 4. Public Comment Deb Karbo addressed the Committee regarding interest in a Hilton at the southwest corner of YVR and Civic Dr. Pete Bennett addressed the Committee regarding alternative configurations of Ygnacio Valley Road to be more safe for pedestrians; expanding bus service and the free shuttle service, and increasing heights for auto dealers. Mitch Hertz addressed the Committee regarding allowing for increased height around the BART station, ensuring a more consistent retail appearance and stacking surface parking of auto services to allow for more development of office, retail and mixed-use. ADJOURNMENT: Meeting adjourned at approximately 7 pm.
