1 Borough of Ramsey Reorganization Meeting Minutes Tuesday, January 3, :30 P.M. The Ramsey Rescue Squad performed the Color Guard presentation. Reverend Richard Anderson gave the invocation. The oaths of office were administered to Councilwoman Vanessa Jachzel by Mayor Deirdre Dillon, Esq., and Councilman Harry Weber by Mayor Deirdre Dillon, Esq. Mayor Dillon officially called the meeting to order at 6:40pm and asked Borough Clerk Bendian for the roll call. ROLL CALL: Present: Mayor Dillon, Councilwoman Jachzel, Councilman Kilman, Councilman Jones, Councilman Tyburczy, Councilman Verdone and Councilman Weber Also Present: Borough Administrator Vozeh, Borough Clerk Bendian, Borough Attorney Scandariato and Deputy Clerk Richards Mayor Dillon read the Open Public Meetings Act notice. Resolution Number One: Be It Resolved that the By-Laws of the Borough Council of the Borough of Ramsey, New Jersey dated 1984, and as subsequently amended in 2015, be and are hereby adopted as the By-Laws for the year 2017 : Mayor Dillon opened the nomination for Council President. Councilwoman Jachzel made a motion to nominate Councilman Verdone, seconded by Councilman Jones. Mayor Dillon closed the nominations. All in favor. Carried. Mayor Dillon declared Joe Verdone Council President.

2 Remarks By re-elected Council Members Councilwoman Vanessa Jachzel Thank you for joining us tonight. Thank you to the Ramsey Rescue Squad for their color guard presentation and thank you to Reverend Anderson for his invocation. Congratulations to Councilman Weber on his reelection and to Councilman Verdone on his being selected for Council President. Thank you to Borough Clerk Bendian, Deputy Clerk Sherry Richards and everyone at the borough hall and the staff for putting together such a wonderful evening. Reflecting on my time on the council, so far, and looking ahead to the years to come, two things came to mind; Gratitude and Hope. I have immense gratitude for my family and for my colleagues on the council, working so hard to make the right decisions, to do what s in the best interest of the town. I m thankful for the opportunity to have worked with you and I look forward to continuing doing so. I am also grateful for all of the wonderful employees in the borough including Borough Administrator Vozeh, all the town employees and the wonderful volunteers in the community and the members of the emergency services and our veterans. I am truly grateful to be a part of the fabric of this wonderful community and this wonderful free country that we live in and I am extremely hopeful for the future, not just the borough but for the entire country. I thank the residents for putting their confidence in me, once again. And I promise to honor that with a renewed commitment to make the best decisions I can to continually improve the town and do what I think is best for all of the residents. Thank you and I wish everyone a happy, healthy and successful new year. Councilman Harry Weber Thank you to Reverend Anderson for leading us with his inspirational words. Thank you to the residents of Ramsey for their support and allowing me to serve another term as Councilman. From the time I took office six years ago I ve considered it an incredible experience and responsibility. Congratulations to my running mate Councilwoman Jachzel and Councilman Verdone on his new role as Council President. This experience has been rewarding, thanks, in large part, to the tremendous team we have here at borough hall from the elected officials to the borough professionals and the support staff. I could not ask for a better team to be a part of. Bruce, Meredith, Sherry and Peter and the rest of the staff at borough hall make our jobs a pleasure and are appreciated a lot more than you realize. This year I am taking on new responsibilities and will miss the emergency services, although I am still on that committee. Thank you to the Chiefs, officers and all members for making me feel like I was part of the team. I am very excited to move on to Health Education and Social Services. Thank you to my wife Donna and daughter Angela for their constant love and support. I could not do this job without you. 2

3 Remarks By Newly Elected Council President Joseph Verdone Councilman Verdone Congratulations to Councilwoman Jachzel and Councilman Weber on their reelection. I am gratified with the council s confidence in me by selecting me as the council president. I promise to do my best, meeting the challenges ahead. In my new role as Council President I am looking forward to continuing working with the governing body along with Borough Administrator Vozeh, Borough Attorney Scandariato, Borough Clerk Bendian, Deputy Clerk Richards and Kelly Sylvester. The council and I fully understand the challenges and responsibilities that come with public service. We all work as a team and always put Ramsey first. I m honored and proud to be on this team representing our great town and serving the people of Ramsey. I d like to give a very special thank you to my wife, Dorothy. I appreciate her continued support and understanding of the time it takes to effectively do my duties as councilman. I wish everyone a very happy, healthy and prosperous new year. 4 Resolution Number Two: Motion by Jachzel, seconded by Jones Be It Resolved that the regular meetings of the Borough Council of the Borough of Ramsey for the Year 2017 be the second and fourth Wednesday of each month at 8:30 p.m. or at the conclusion of the Agenda Work Session should it conclude prior to 8:30 p.m. in the Council Chambers at Borough Hall. Agenda Work Sessions will precede the Council Meetings at 7:30 p.m. Formal action may be taken at any meeting. Councilman Kilman Congratulations to Councilwoman Jachzel and Councilman Weber and Council President Verdone. I look forward to my new assignment on the public safety committee. It s important to implement forward thinking and express concerns in a fiscally responsible manner. The ongoing health, strength and future success depend upon it. I look forward to taking those steps in the upcoming year. Councilman Tyburczy Happy new year to all and thank you for coming out tonight. Thank you to the citizens of Ramsey for their continued support by returning Councilwoman Jachzel and Councilman Weber to a three year term. Congratulations to Council President Verdone for being selected as Council President. I look forward to working with the borough employees as well as the Mayor and Council for the betterment of Ramsey. Mayor Dillon made two special presentations thanking Zoning Board of Adjustment members, Jim Forbes and Gary Gyss for their longtime service as dedicated volunteers. Mr. Forbes was recognized for serving for twenty eight years and Mr. Gyss for serving for fifteen years. 12

19 Resolution Number Fifteen: Motion by Jachzel, seconded by Jones Be It Resolved that the interest will be charged at the rate of eight percent per annum on all delinquent taxes and six percent per annum on all delinquent assessments except that the rate will be one thousandth of one percent per annum of the taxes for any current quarter if the taxes for any current quarter if the taxes are paid during the first ten days of the same current quarter. Be It Further Resolved that the interest be charged by the Tax Collector in accordance with the provisions of Section 54:4-67 of the New Jersey Revised Statutes that effective immediately, the rate of interest to be charged on delinquent tax or assessment payments shall be 8 percent per annum of the first $1, of delinquency, and 18 percent per annum on any amount in excess of $1, to be calculated from the date the tax was payable until the date of actual payment. Be It Further Resolved if the Office of the Tax Collector is closed on the 10 th of February, May, August or November; then the rate of one thousandth of one percent per annum above described shall be extended to include the first business day thereafter. Be It Further Resolved that the interest rate shall revert to the rate of eight percent per annum for the first day of any current quarter unless the taxes of the same quarter are paid during the first 10 days of the same quarter or as otherwise provided in this resolution. Resolution Number Sixteen: Motion by Jachzel, seconded by Jones Be It Resolved that the Tax Assessor be and is hereby authorized to defend County Board of Taxation and State Tax Court Appeals and to retain experts in connection therewith with the approval of the governing body; and Be It Further Resolved that any stipulations of settlement in connection with such matters or any reduction in tax assessments including non-litigation matters may be subject to the review, approval and authorization by the governing body. 19

20 Resolution Number Seventeen: Motion by Jachzel, seconded by Jones Whereas, 40A:4-19 Local Budget Act provides that (where any contracts, commitments or payments are to be made prior to the final adoption of the 2017 budget) temporary appropriations be made for the purposes and amounts required in the manner and time therein provided; Whereas, the date of this resolution is within the first 30 days of 2017, and Whereas, the total appropriations in the 2016 budget, less appropriations made for capital improvement fund, debt service and relief of the poor (public assistance) are as follows: General $21,840, Water-Sewer Utility $ 6,235, Pool Utility $ 504, Whereas, percent of the total appropriations of the 2016 Budget, less appropriations for capital improvement fund, debt service and relief of the poor (public assistance), in the said 2016 Budget is as follows: General $ 5,733, Water-Sewer Utility $ 1,636, Pool Utility $ 132, Now, Therefore, Be It Resolved by the Mayor and Borough Council of the Borough of Ramsey, County of Bergen that the following temporary appropriations be made and that a certified copy of this resolution be transmitted to the Chief Financial Officer for her records. 20

21 Resolution Number Eighteen: Be It Resolved that the Borough CFO and the other Borough Officials required to sign Borough checks be and they are hereby authorized to sign such checks for the payment of the following remaining expenses: Insurance, Payroll, School Tax, County Tax, Trust Account Checks, Refunds, Postage and; Be It Further Resolved that such persons may sign and disburse such checks prior to governing body approval of the subject voucher covering such items provided the voucher is properly completed by the claimant, and Be It Further Resolved that all vouchers covering such payments shall be presented to the governing body for formal approval at the next ensuing meeting of the governing body. Resolution Number Nineteen: Whereas, by directive of the County Board of Taxation, under Rule 18:12A-16 (C), any and all tax appeals and stipulations for increase and decrease shall be submitted to the County Board of Taxation by the local Tax Collector and/or Tax Assessor on behalf of the Borough of Ramsey for the year 2017 and are hereby authorized by this governing body for disposition by the County Board of Taxation. Now, Therefore, Be It Resolved by the Mayor and Council of the Borough of Ramsey, County of Bergen and State of New Jersey, that this resolution as heretofore stated shall be approved by this governing body, and Be It Resolved that the Borough Clerk be instructed to submit a certified copy of this resolution to the Borough Tax Assessor, Tax Collector, and Bergen County Board of Taxation. 21

22 Resolution Number Twenty: Be It Resolved that the Borough Administrator be and he is hereby authorized to purchase goods, equipment, materials and services through the State Purchasing programs during the year 2017: Resolution Number Twenty-One: Be It Resolved that in addition to all interest charges, a six percent penalty shall be charged to a taxpayer with a tax delinquency in excess of $10, who fails to pay the delinquency prior to the end of the calendar year, and that such six percent penalty shall be computed on the amount of the delinquency. Resolution Number Twenty-Two: Be It Resolved that the Collector of Taxes for the Borough of Ramsey be and is hereby authorized to conduct the annual sale of delinquent taxes for the calendar year 2016 in accordance with N.J.S.A. 54:

31 Remarks By Mayor Deirdre Dillon Thank you to everyone who came out this evening and to everyone who is serving the borough as well as those for their past service. We are very fortunate in Ramsey that we have a council that gets along, which means we make a lot of progress. We are also very fortunate to have Borough Administrator Vozeh, Borough Attorney Scandariato, Borough Clerk Bendian and Deputy Clerk Richards. We also don t often mention her name but we have a wonderful Chief Municipal Financial Officer Denise Bartalotta. She has done a wonderful job of bringing us into the 21 st Century and doing a great job on the municipal budget. Thank you to everyone who serves on the emergency services, we are thankful for the time and dedication and the hours away from their families. We look forward to The borough is in good shape financially. We have some large projects coming up that we ve been talking about this past year. I hope to get those projects started. This year we will be keeping an eye on COAH. We hope to have a decision from the special master and the borough will know what is expected of us and perhaps move forward with some projects. I also want to focus on continuing to keep Ramsey Stigma Free. So we can help people with mental health issues as well as drug and alcohol issues. We must talk about this as a society. Mental health is the same as a physical health issue. I want to see Ramsey be a leader on this. Sharon Vogel from RIFE has volunteered to spearhead our stigma free effort. Best wishes for a happy, healthy and prosperous new year. Councilman Jones excused himself from the meeting at 7:19pm to tend to personal business. Public Comment Mayor Dillon opened the meeting for public comment. Jenn Lessieu, 19 Lancaster Court, Ramsey Commented regarding tonight s Pool Commission appointments and expressed concern about one of the new members. Mayor Dillon replied that she wants to take the Pool Commission in a new direction. Denise Chetaitis, 44 Sauna Road, Ramsey Inquired about the reason why her husband was not reappointed to the Pool Commission. Mayor Dillon replied that they have a difference of opinion of the future of the pool and needs the members of the commission to be in support of the project. David Marchisin, 112 E. Oak Street, Ramsey Inquired as to why he was not appointed as a regular member to the Pool Commission after being an alternate member for two and a half years after Mr. Chetaitis vacancy left an opening. Mayor Dillon replied that he is still a member of the pool commission and does not share the same vision on the project. Not seeing anyone else wishing to be hear, Mayor Dillon closed public comment. 31
