1 United States Power Squadron's District 15 Spring Council and Conference Saturday, 16 April 2016 Hosted by Lake Pontchartrain Sail and Power Squadron at Staybridge Suites in Covington, Louisiana Uniform G - Black trousers and short sleeve Shirt Change Of Watch at 1800 attendees - Uniform "A" or appropriate attire Guest's cocktail or appropriate attire 0800 Commander's Breakout - D/Lt/C Don Ellis, SN-CN Education Breakout - D/Lt/C Wil Hugli, SN 0900 Council Meeting Call To Order - D/C Bill Arcediano, SN-CN, D/XO Don Ellis, SN-CN, brings up a standing rule 001 for a grade extension for District 15 that addresses the Boat Operator Certification (BOC). MOTION made to discussion and slate for Conference by P/R/C Harry Hebb, SN, and seconded by P/D/C John Bell, AP, motion passed - Also brought up was what follows The Nominating Committee shall consist of a chairman and TWO other members, ONE of whom shall be elected each year for a term of three years. If practical this committee shall be so constituted that at least half the members are past district commanders or past district lieutenant commanders and with not have more than one member from any one squadron. No member of this committee whose term is expiring shall be re-nominated to this committee and no member of this committee shall be eligible for nomination by this committee to any elective office of the district during the bridge year following service on this committee. This committee shall annually nominate a candidate for each elective district position and its nominating report shall be mailed first class postal mail, hand delivered or sent via to the district secretary not fewer than 45 days prior to the date of the Spring Conference. Welcomed everyone to District 15 Spring Conference and celebration of 25th Anniversary of this Lake Pontchartrain Sail and Power along with recognized life member Bill Dietrich Chief Commander's Message - Introduced by D/C Bill - N/F/Lt Mike Wiedel, JN-IN from District 10 - CC sends greetings "we're one big family, National Marketing is hard at work to brand our organization our target audiences age group. Most want electronic delivery to courses. Public owns USPS brand, to promote recreational boating and to make the water a better place. Make our org. have a good working relationship to the Coast Guard. New uniform Tropical "T" casual, but professional image. Attend National meetings to help communications between squadrons. Expenses are changing their will be a registration fee of $35 at National no charge for just meetings. Discussion on activities for children, boat insurance, chartering a new squadron being a difficult challenging process. 3

Chapman Jr., SN, no report Operations Training report - Wilbur Hugli, SN Ft Walton is the only squadron reported to have had OT in the last six months, he also announced the they have a Virtual Trainer Educational Officer's Report - D/Lt/C Wil Hugli, SN, announced Ft Walton Sail and Power now has a virtual trainer, Boat Operator Certificate (BOC) make sure you file HQ800 reports for on the water training, SEO's and Commander's register for seminar, advises to teach State requirements before ABC3 then edit so there is not a conflict, Cyber members need to be followed up on contact Commander's and SEO should be getting from National Executive Officer's Report - D/Lt/C Don Ellis, SN-CN, Liaison/Legislative Don Larson, AP, (absent)- no report- Public Relations - Carol Arcediano (absent) given by D/C Bill Arcediano SN-CN - be sure to go to D15 Facebook page and "Like" Vessel Safety Check Charles B. New members need to join us on our journey to build USPS. A point was brought up out a new membership class as a social membership only, also terminology change is needed for better communication to entice understanding of what we do. Information Technology Committee has a template for websites now to list event, newsletters, members rosters and contact information. National Secretary asked for help with membership of services to new squadrons and members. Hebb, SN - last November our Bylaws were approved by National but they suggested this approach to the General Committees- Audit Committee consist of a chair and two other members- Rules Committee consists of a chair and two other members the other General Committees consist of a chair and five other members totaling six. So this would free up members on Nominations Committee from not participating. So my PROPOSAL to you is that the Nominating Committee New Rules shall consist of a chairman and two other members one of them shall be elected for two years this will not come into effect until National approves and this will not effect District 15 until the next election. MOTION TO ACCEPT BYLAW PROPOSAL - to change the number of members on the Nominating Committee for District 15 Section of our Bylaws as approved as of 1 November shall contain the following verbiage - the Nominating Committee shall consist of a Chair and two other members one of them shall be elected for a term of three years. The motion was seconded with no discussion and passed unanimously. Audit Report - incomplete no report 5

6 Educational Fund Report - P/D/C Luther O'Brien, SN. As of 1 April 2016 all contributions ( one dollar per member of each squadron) for the Education Fund that are collected by HQ in conjunctions with members dues collections will be sent to the member's squadron and not to the EdFund. This will ensure the squadrons will contribute in a lump sum to the EdFund for Honor Roll participation. On or about 15 April the EdFund will post a spread sheet on their web page on National's website. Squadrons should refer to Column 4 of this spread sheet to determine the amount of the squadron lump sum contribution required for honor roll participation. This amount must be received by the EdFund prior to 30 November. New Business - D/C Bill Arcediano SN-CN, and Executive Officer D/XO Don Ellis, SN-CN, has been working hard on an adoption of a standing rule with a USPS extension as follows that was presented at District 15 Council - STANDING RULE NUMBER 001 A standing rule to officially recognize D-15 Boat Operator Certification (BOC) level(s) achievement with USPS grade extension (that is AP-IN, SN-CN, et cetera). WHEREAS, The D15 Boat Operator Certification program began in earnest In the year, and WHEREAS, District 15 participants have, with much effort and enthusiasm, supported the BOC certification program in preparation for an expected eventual USCG boater licensing requirement needing such certified teachers and trainers to support such a requirement, and WHEREAS, These participants have completed multiyear, multi-course, and multi-skill performance tests, and WHEREAS, These courses, skills, and performances being preceded by stringent requirements and certification check-offs having led to the issue of passports and finally to official USPS Certifications of Inland Navigator (IN), Coastal Navigator (CN) through Offshore Navigator (ON), and WHEREAS, The USPS currently only recognizes six (6) grades (S,P, AP, JN, N, and SN). NOW, THEREFORE, WE THE MEMBERS OF DISTRICT 15, do hereby recognize and officially designate member BOC certification holders to so indicate by grade extensions in the form AP-IN, SN-IN, SN-CN, etcetera to be used and included in any and all rosters, communications and documents where possible. MOTION D/Lt/ C Don Ellis, SN-CN. Adoption of this standing rule is not a Bylaw change, it does not go to National, it is just for our District - seconded by P/D/C John Bell, AP. Discussion called by P/D/C Luther O'Brien, Jr. SN, who asked to table and removed by himself after discussion, P/R/C Harry Hebb, SN was asked to explain a Standing Rule and basic laws 1. Constitution 2. Bylaws and 3. Standing Rule. This rule is for District 15 to allowing and recommending the use of these grades and this rule can be changed by a vote at the next Conference. Call for a vote D/C Bill Arcediano SN-CN, motion passed. I certify a quorum was present at the Conference and that the motion was approved by a majority of the voting members of the D/15 Conference.
