Treasurer Marshall Nemoy passed out the 2011 Budget. The budget has been prepared from all data available on August 1, 2010, estimates for the reminder of the year and activity expected in The budget was prepared at the direction of the President Elect with consultation by the Executive Committee and utilizing financial data supplied by the treasurer. Actual expenditures may vary according to experience and circumstances encountered during the 2011 year will have three (3) meetings which include the Annual Meeting. Budget summary contains Revenues, Annual Meeting, Executive Committee, Area Vice President, Blue Gavel Log, and the International Operations Center. This 2011 Budget will be voted on tomorrow at the Annual Meeting. He explained where the expenses go and how it is divided up from the estimated revenues. We have to learn to work with less. One way is with the LOG; we now have List Service, new this year, using this service will save a lot of mailing and paper cost. I m always looking at the IOC budget for ways to cut expenses. Other than my professional time the hours I do the budget does not go into the budget at all. Please look it over, it will be voted on tomorrow at the Annual Meeting. Any questions: Asked about double mailing, there are a lot of families that have two (2) Commodores and each is an IOBG member in their own right. How can we cut down the mailing to both of them at the same address? Answer: It will be put to all Members to use the new Media Bulletin, of course some still will want the printed LOG mailed to them, also the widows would be able to use this serve and that would take away the charge of $ This is a new area we are going into this coming year and we hope all members will come into the 21 st Century. Question: When is the Deadline for the LOG? 2

3 Answer: November 6, 2010, Saturday, all articles and pictures. More comments about having the LOG printed out to show and give to the present commodores (future members). This is one way to let them see what IOBG is all about, this is one tool to promote IOBG. That why we cut the cost of printing in half in 2011, We will be evaluating the program thru the year. At the end of 2011 we should know how it is received. Question: How do we get extra copies from you? Answer: The Log Editor prints them out by the number of label data I send to her, any extra LOGs would be paid for by your District. 1 st Vice President Marc Connelly explained that it would be less expense for those who want extra copies of the LOG to go out and print them themselves. It would cost a lot less as there would be no printing, mailing, and shipping cost for you. Get laser paper and print it in color. Report submitted. Treasurer Marshall Nemoy and LOG Editor-In-Chief Mary Nye Meyers discussed the new program List Service detail. We did a lot of research on this program. This Media Bulletin (we are looking for a name) will only come up once or twice a month. We will get all IOBG members names from the District Treasurers, member first and last name and address. We will announce the new Media system via the new bulletin to all members and explain its service in the first few bulletins sent out. The bulletins will have short messages announcing up coming activities in all the Districts, Executive Committee Regional and Annual Meetings with the link to the IOBG Web Site, LOG newsletter and IOBG Districts and Chapters for more full information. We won t eliminate the addresses of both sponsors if both have different s. There is no extra charge. After we talk to the Executive Committee and get approval on the concept we will have it on the Website and each District can put their information on it and then it will come directly to us. Mary Nye Meyers is the Publisher and I m the Copywriter. We will be able to see right away how it is being received, by how many open it, bounces back, and never gets open to look at. No video in the bulletin that would cost extra money. We still have to be careful on the information we put out, so we will receive only from the District Officers about their events coming up. We can do pictures but it takes a few days to program into the bulletin. The Service does not sell our names to anyone. Any questions: None. President Ray Thompson called on Legal Officer George Knies to discuss our Code of Conduct. 3

4 Legal Officer George Knies first talked about the luncheon tomorrow at which the speaker will be Kristy Lugert and her group aboard their boat Catalyst and their ordeal. Also at the luncheon there will be eight (8) Bells for District 14 Past Director Shirley Ahlf. Also, we spoke a little bit about U. S. Coast Guard and some of their problems with a Court Marshal from San Diego, and discipline problems in Seattle, WA, Portland OR and San Francisco, CA. There have been a lot of questions about the Code of Conduct concerning a member expulsion last year. Up to two years we did not have a Code of Conduct. We followed the rules set out by ARTICLE III Membership Section 5 Code of Conduct. Complaints, Discipline, Expulsion, Appeal Process, and Final Authority all were done. Tomorrow it will be the final appeal date. A lot of time was spent on it, we gave him a year for an appeal, and usually it is 90 to 120 days. No mediation was asked for. This year we have not issued any cease and resist orders do to copywriter infringement. Every year we have a problem with that, this is first year we didn t. A problem to be aware of, former Blue Gavel members holding a function with the IOBG name attached to it, this should be challenged. At least one Blue Gavel member in good standing should be on the committee. President Ray Thompson called on President Elect Vern Bendsen to discuss the new Bylaws. President Elect Vern Bendsen discussed how the International Nominating Committee will work. The Nominating Committee shall consist of the President, the two (2) immediate Past Presidents, and two (2) Blue Gavel Members. Selecting the two (2) Blue Gavel Members shall be done in the following manner. The Area Vice President and Directors, East and West of the Mississippi River, shall select a Blue Gavel Member from their jurisdiction to be on the International Nominating Committee. The Member selected, cannot hold any elected Chapter or District Blue Gavel position. Nomination by Partition: After the Nominating Committee makes known their recommendations for the elected offices; 1. Other nominations may be made by petition, signed by members from no less three (3) different duly authorized Chapters. 2. The signed petition is to be filed with the Secretary within thirty (30) days by the 1 st of August. 3. The Secretary shall include with the notice of the Annual Meeting a list of all nominations made. This lets all members know who is running for office so they can let their Director know who to vote for. How to Nominate the Director for District 50 and District 51: 4

5 The International Presidents who are responsible for each region East of the Mississippi and West of the Mississippi shall Chair the Committee for each region they are responsible for. The Committee for the East shall consist of International Vice President, Northeast, Southeast, and North Central Area Vice Presidents. The Committee for the West shall consist of International Vice President, Northwest, and Southwest Area Presidents. The Area Vice Presidents shall ask their respected District Directors for a recommendation for their selection. Then the names will be forward to the full Committee Any questions: President Elect is not on the Nominating Committee? Answer: Correct. Question: Which Secretary does the notice of the list of nomination? Answer: Not sure will look into it. Report Submitted.
