4 KERN, INYO AND MONO WORKFORCE DEVELOPMENT BOARD YOUTH COMMITTEE DISCUSSION AND ACTION ITEMS SEPTEMBER 13, 2017 Members Present: Clare Pagnini, Karen Blake, Jim Elrod, Christopher Gerry, Ian Journey, Karine Kanikkeberg, Randy Martin, Magda Menendez, Norma Rojas-Mora, Veronica Vega and Todd Yepez. Members Absent: Dr. Rob Arias*, Tom Corson, Dale Countryman*, Teresa Hitchcock, Mark Novak, Tom Corson*, Gregory McGiffney, John Means*, Brian Mendiburu*, Leticia Perez, Greg Terry, David Villarino and Ngoc Pham* and Diane McClanahan. Staff Present: Nathan Gutierrez, Deanna Brown, Maritza Ramirez, Luanne Santos, Karen Briefer-Gose, Bill Stevenson and Marsha Charles. Guests Present: Brandon Evans and Michael Vogelthaler for Dr. Rob Arias The meeting was called to order at 3:10 p.m. by Clare Pagnini at America s Job Center of California Oildale Affiliate, 200 China Grade Loop, Bakersfield, CA. *Unexcused Absence INTRODUCTIONS Members, staff and guests introduced themselves. PUBLIC COMMENTS There were no public comments. APPROVAL OF THE APRIL 12, 2017 MEETING MINUTES Jim Elrod made a motion to approve the April 12, 2017 meeting minutes. Ian Journey seconded the motion. All ayes. Motion carried. ELECTION OF NEW YOUTH COMMITTEE CHAIR Clare Pagnini informed the Committee that she will be resigning as the Committee s Chairperson and called for volunteers. Chris Gerry volunteered for the position. Todd Yepez made a motion to approve Chris Gerry as the new Youth Committee Chair. Randy Martin seconded the motion. All Ayes. Motion carried. 1

5 2 UPDATE ON ALLOCATION AND FUNDING RECOMMENDATIONS FOR YOUTH PROGRAMS FUNDED UNDER THE WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) FOR PROGRAM YEAR Karen Briefer-Gose notified the Committee that the total of the funds allocated for youth programs for Program Year , was $1.7 million and not $1700 as stated in the letter. The additional funding received is expected to be used for outreach on behalf of the Youth Re-Engagement Center, as matching funds for older youth served under our new Disability Employment Accelerator (DEA) grant project and for older youth sent to occupational skills training under our adult/combined programs, all of which align with our efforts to reach out to disengaged youth. YOUTH AGENCY QUARTERLY EXPENDITURES UPDATE Karen Briefer-Gose provided the Committee with an update and referenced the ISY Youth Cumulative Quarterly Expenditure Plan vs. Actual and OSY Youth Cumulative Quarterly Expenditure Plan vs. Actual attachment as a point of reference. YOUTH PERFORMANCE UPDATE Karen Briefer-Gose informed the Committee that the final actual performance vs. negotiated local benchmarks for Program Year will not be available until this time next year when all of the participants have been exited. Karen did note that for Program Year , our area came in slightly below the negotiated rate for youth placement (but was still within the 15% range for compliance) and exceeded our goals for Attainment of Degree or Certificate and Literacy/Numeracy Gains. DISABILITY EMPLOYMENT ACCELERATOR (DEA) GRANT Nathan Gutierrez told the Committee that Employers Training Resource, in partnership with the Kern Community College District, Bakersfield College, Kern High School District, the California Department of Rehabilitation, Independent Living Center of Kern County and Golden Empire Transit, received notification in June 2017 of a $275,000 award to serve individuals who are deaf and hard of hearing with training and employment opportunities in high-demand industry sectors. Nathan explained that this program will serve 31 clients beginning June 30, 2017 through December 31, Nathan introduced Deanna Brown who will be the ETR case manager for this special grant. Nathan also introduced our first participant, Maritza Ramirez, who has a degree is bilingual in Spanish and English and is also proficient in American Sign Language. Bill Stevenson pointed out that Luanne Santos is the Supervisor of Employer Services Division at ETR. Nathan asked the Committee members if they are interested in a partnership to make contact with him. Clare Pagnini asked whether or not the potential clients had resumes and asked that some be sent to her. 2

6 3 YOUTH RE-ENGAGEMENT CENTER UPDATE Nathan Gutierrez informed the Committee that the Youth Re-Engagement Center was renamed to EPICenter, the Employment Partnership and Innovation Center. PARTNER UPDATE Bill Stevenson informed the Committee that the MOU Phase II has been completed and sent out for signatures to ETR s mandated partners. Phase II is a shared cost agreement and the finite details of cost sharing are being worked out. Bill told the Committee that on October 20, 2018, Pyle s Boys Camp, will host a Youth Film Festival, in conjunction with Kern Alliance of Business and other programs, to reach out to youth between the ages of Bill also told the Committee that there is a grant that ETR will be applying for in conjunction with the Festival. UPDATE ON FUTURE ONE-STOP OPERATORS Bill Stevenson informed the Committee that Employers Training Resource has entered into a contract with ProPath, Inc., as the One-Stop Operator. COMMITTEE MEMBER COMMENTS Jim Elrod thanked Clare Pagnini for her service as the Youth Committee Chair. MISCELLANEOUS FILINGS The Committee received copies of the Status of Youth Subgrantee Monitoring Reports, the Kern, Inyo and Mono WDB and Committees Meeting Schedule for the Calendar Year 2017 and the Youth Committee Attendance report. As there no further business the meeting was adjourned at 4:35 p.m. 3
