Convention Committee {informal} To accept the reports as presented. 6. Other Business (tabled motions from previous meeting) 6.1. French Communications T hat Jici Lauzon, Daniel Green and the Quebec Wing issue recommendations to Federal Council on how to improve the Green Party French language communications. Mover: Danny Polifroni Seconder: Don Scott Budget To move in camera to discuss the budget. Mover: Kate Storey Seconder: Wesley Stevens To end the in-camera session. An Ad-Hoc Budget Committee was established to review the 2016 budget, and report back to Federal Council before January 17. Kate Storey, Don Scott, Danny Polifroni, JiCi Lauzon, Bob MacKie, Geoff Matthews, Stacey Leadbetter, Daniel Green and Craig Cantin will participate. Mover: Don Scott Seconder: Geoff Matthews 2
3 {Note: Wesley Stevens left call.} FPVA Annual Meeting To refuse the request to host the FPVA 2016 annual meeting in Canada in {Note: Johan Hamels joined call for this motion.} Mover: Don Scott Seconder: Geoff Matthews 7. New Business 7.1. Electoral Reform That the GPC run an effective non-partisan campaign over the next 17 months calling for proportional representation to be written into law so that every vote counts in the next federal election. Recorded Vote: Mover: JiCi Lauzon Seconder: Danny Polifroni Yeas: Neas: Elizabeth May, Jici Lauzon, Don Scott, Kate Storey, Donovan Cavers, David Peters, Aaron Padolsky, Geoff Matthews, Marcus Madsen, Julie Anne Ames Danny Polifroni Motion passes by a vote of 10 to GVote Original Whereas GVote has been severely criticised by candidates and Green Party members with significant experience in software design; Whereas GVote crashed twice on election day; Whereas Elizabeth May's campaign did not use GVote; Be it resolved that all work on GVote be halted; Be it further resolved that a committee comprised of independent Green Party 3
4 volunteers with software engineering experience be tasked with conducting a cost-benefit analysis of GVote vs. Current off the shelf software. Be it resolved that the analysis be provided to council on March 1st Amended Whereas GVote has been severely criticised by candidates and Green Party members with significant experience in software design; Motion passes. 8. Tabled Motions Whereas GVote is the most cost-effective solution that meets the Green Party's data management needs; Be it resolved that the Executive Director present a report on improvements to GVote to Federal Council by June Seconder: Aaron Padolsky 8.1. Populating Committees {Note: Kate Storey abstains. Reason: Federal Council should not be telling the Executive Director how one does their job.} {Note: Dave Peters abstains.} That an be sent to all volunteers calling for participation in the following committees: a. Constitution and Bylaw Committee b. Process and Procedure Committee c. Annual Plan and Budget Committee d. Campaign Committee Seconder: 9. Withdrawn Motions 9.1. Electoral Reform Whereas electoral reform is a promise made by the current government of canada; Whereas the Green Party support a proportional representation electoral system; 4
5 Be it resolved that a electoral reform action committee be created; Be it further resolved that the ED send an invitation to all GPC volunteers to join the committee; Be it further resolved that the committee present it's action plan, objectives, budget and request for GPC staff support to federal council before February ; Be it further resolved that the ED evaluate the possibility of using GPC organizers to help mobilize GPC members for the electoral reform campaign, and if feasible present a plan on how the GPC organizers can be used to build party capacity, volunteer and members involvement during the electoral reform campaign; Be it resolved that the electoral reform action committee present a report to council on it's actions and expenses on May 1s 2016 and December 1st 2016; the President is responsible for following up with the committee and ensuring that a report is submitted Appointment to Committees Be it resolved that Jici Lauzon and Bob Mackie be appointed to the Constitution and bylaw committee, the Process and procedures committee and the Annual plan and budget committee 9.3. International Panel at 2016 BGM To organize an international panel during the GPC BGM 2016, provided that: The GPC foresees a budget to host this international panel of maximum 10 people (rooms and meals and if needed some travel); The invitation to this panel is extended to the co-presidency of the FPVA together with a couple other foreign Green MPs or leaders; That the GPC Cabinet engages in a communication with the ILC to provide support on the political content surrounding this visit. As in 2012, one goal could be to have a common statement on an issue of continental importance that is presented during a press conference at the BGM; This panel is provided with time and space for a plenary event at the BGM; 5
6 This plenary event agenda and format - is managed and executed by the ILC, including the moderation of the event. Mover: International Liaison Committee 10.
