3 Technical Advisory Committee Meeting, March 12, 2015 Page 3 1. Call to Order Anna Szabo, Chair, called the meeting to order at 1:33 p.m. A quorum of 21 was present. Those present introduced themselves. 2. Approval of Minutes Lori Topley made a motion to approve the February 12, 2015 TAC meeting minutes. The motion was seconded and all present voted to approve the minutes. Those not present at the February 12, 2015 TAC meeting abstained. 3. Public Presentations There were no public presentations. 4. Possible Name Change for Home Composting Education Program Lisa Rose introduced Cole Smith who had inquired about the possible name change. Cole brought up the possibility of changing the name of the Home Composting Education Program by dropping the Home word. This was due to some confusion he has received from other entities such as schools and apartments that inquired about the program and did not know if it would apply to them. After a brief discussion, there was a motion by Mark Bowers to refer the item to the PubEd Subcommittee. The motion was seconded and all present voted to approve. 5. AB45 Mark Bowers said at the strategic level AB 45 is poised to be an anti-epr bill and put the burden of paying for HHW back on local government. The author represents the Peninsula where several big pharma companies are located. On the tactical level, the bill is somewhat weak as an intent bill and by the rules of the legislature it has to go beyond the intent bill by March 19 to go to the appropriations committee. The proponents wants to know the main points of opposition to work the document. Rob D Arcy said he has been in contact with the County s lobbyist and they are arguing against the bill for the following: 1) curbside collection of HHW is mostly prohibited and against the law with the exception of a few items such as latex paint, oil, oil filters, fluorescent lamps under 4 in length and batteries; 2) lumping the curbside with door-to-door is not acceptable; and 3) claims of being inexpensive are completely false. Rob said door-to-door is fine as long at the producers pay for it. Mark provided an example where the door-to-door service is offered to residents due to limited mobility issues and such but that it costs $125 per pick up. 6. San Jose Wet/Dry System Abigail Shull provided a presentation on San Jose s Wet/Dry System. 7. Implementation Committee (IC) Update Anna Szabo said there was no meeting. 8. RWRC Update Lisa Rose said the Commission met February 25 and there were three new commissioners: Commissioner Sinks from Cupertino representing North County Cities; Commissioner Scharff from Palo Alto representing Members-at-Large; and Commissioner Matthews from San Jose representing City of San Jose although she is there only until the new elections take place. The RWRC approved the
4 Technical Advisory Committee Meeting, March 12, 2015 Page 4 budget and work plan, as well as the AB 939 Reauthorization and the SWPF for increasing late fees and penalties for late reporting and/or payment. Rob D Arcy and Anna Szabo did a great job answering Commissioners questions. Rob D Arcy did want to add one of the caveats of the approval of the AB 939 and the SWPF was that County Counsel indicated that there may be a question as to whether the Board has the authority to increase the late fees and penalties. Those items will go to the County Board of Supervisor at their June budget hearings. The next meeting is April Division Manager s Report and Updates on Countywide Programs A. Disposal Reporting System Rob D Arcy said it is in the report and the next deadline is March 15. He has spoken with all the delinquent haulers/recyclers that have been non-responsive. B. Green Business Lisa Rose said the County has made an offer to someone to fill the vacant position. On March 30, Nicole Nguyen will be starting and Lisa will bring her to the April meeting for introduction. C. Home Composting Education Program Cole Smith said the quarterly reports will begin in April. He has been working with each city to develop an outreach plan. A question was raised about bin sales and it was explained that vendor sheets will be provided which will operate as a drop-ship system and can take two to three weeks to arrive. They are looking at a local vendor as a possible alternative that may also cut the time down as well. He indicated there were 21 attendees at the Cupertino workshop. Trying to get two Spanish classes and one Vietnamese class. D. Other None 10. Subcommittee Reports and Updates on Countywide Programs A. Eco-Gardener Karin Hickey said they did not meet. B. Enforcement Did not meet. C. Household Hazardous Waste Alex Wykoff said no report. Wendy Fong said she had distributed the AB939 Reauthorization agreements and mailed them two days ago. Please send back the approved agreements by end of April or early May. D. Legislation Mark Bowers said the mood of the legislature is subdued. He provided a handout and went over various bills. He noted an interesting anecdote that legislators, lobbyist and staff all proclaim That s not my bill. E. Operations Did not meet. F. Public Education Bruce Olszewski said PubEd met on February 24, 2015 and looked at the Prioritization List of Short Term Goals and came up with a top five: 1. Review Godbe study 2. Identify top five items that are problematic to recycle 3. Sorting recycling at home 4. Zero Waste 5. Earth Day 2016 The long term list will be examined next.
5 Technical Advisory Committee Meeting, March 12, 2015 Page 5 G. Source Reduction and Recycling Karen Gissibl said they did not meet but did get clarification on the prioritization list. H. Ad Hoc Food Rescue Lisa Rose said the vendor sent surveys to 72 food establishments. Lisa sent copies to the subcommittee and also forwarded it to 35 Green Business food establishments. For those interested in receiving the survey for distribution please let Lisa know. I. Ad Hoc Zero Waste Did not meet. 11. Program Update Recycling Hotline no report. 12. Future Agenda Items / Guest Speakers ReThink Disposables next month. Rob D Arcy met with Jenny in San Jose s communications department regarding Earthquakes campaign and would like to invite her to show what TAC got for their money. Lisa Rose said Vicky Robledo with RAFT would like to host a meeting. Matthew Krupp suggested the hour before TAC as movie hour to get together to watch waste related movies. 13. Informational Updates and Announcements Anna Szabo said Lawrence Berkeley National Laboratory received a $4M cap and trade grant and is working with the City of San Jose to hire an intern to work on projects related to ZWED. Lisa Rose said BayROC is ready to move forward with the food waste campaign and voted to put $40K into radio advertisements. Bruce Olszewski had three items: 1) CDR used RAFT computers; 2) he is getting married; and 3) got an award for 25 years of service. Alex Wykoff said Cupertino is putting the finishing touches on an organics ordinance ahead of AB Julie Muir said in RecycleMania, Stanford is beating Cal and Harvard. Karin Hickey said jurisdictional rate surveys are done and will send to Clif to distribute and then begin the next one. Maija McDonald said California Paperboard was acquired by CarauStar. Dave Staub said rate increase is scheduled for May 19 public meeting: garbage up by 3.9% and recycling up by 2.2%. Also asking for an increase in storm drain compliance fee. Cole Smith said composting class this Saturday in Sunnyvale. Lori Topley said Mountain View implemented composting in city offices. Matthew Krupp had good news from the Finance Committee: 1) residential curbside compost collection will need to go back to Council; 2) approve a steep rate increase for residential at 9% first year, 9% and 8% thereafter; 3) looking at mandatory commercial composting and recycling ordinance; 4) looking at contract amendment to extend to Commercial organics going to ZWED. Rob D Arcy had three items: 1) the mattress recycling council is looking for partners; 2) kudos to Shannon Marshall who set up the County s Facebook and Twitter accounts; and 3) the budget is now posted to the ReduceWaste website.
6 Technical Advisory Committee Meeting, March 12, 2015 Page 6 Mark Bowers had four items: 1) AB761 provides $50M for CO2 sequestration; 2) NCRA s Recycling Update is March 17 in Berkeley; 3) CRRA conference is August 4 th through 7 th and discount for those who register before March 31; and 4) Karen Gissbl s birthday today and Mark Bower s birthday the day before. 14. Adjournment The meeting adjourned at 3:42 p.m. THE NEXT SCHEDULED TAC MEETING: April 9, 2015
