3 Public Comments 15 minute public session - input for comments and questions (limit two minutes per speaker) Louis Grignon, Owner of the Sag Harbor Yacht Yard: read a statement he wrote regarding the benefits of the Sag Harbor Yacht Yard. Sean Leary, Member of the Breakwater Yacht Club, Sag Harbor Yacht Club and stores his sail boat at the Sag Harbor Yacht Yard: expressed his concern about the yacht yard not being able to store his boat and showed his support for the Yacht Yard and the village to make an agreement. George Martin: in support of the Sag Harbor Yacht Yard and the village reaching an agreement. Trevor Barry, resident of Sag Harbor: in support of the Sag Harbor Yacht Yard and the village to reaching an agreement. Lynn Leary: in support of the Sag Harbor Yacht Yard, and hopes an agreement can be made that will be good for everyone. Ann Sutfin: in support of the Sag Harbor Yacht Yard, hopes that negotiations continue and a resolution can be made so the fifty to sixty boats can stay. Tom Halton: a member of the Harbor Committee here as an individual: in support of the Sag Harbor Yacht Yard, strongly encourages the village to keep it as a boat yard Discussion Items Suffolk County Community Development 2015 Suffolk County Community Development Citizen Ideas Wanted - Authorization for Public Hearing to be held on October 14, Correspondence Requiring Action I. Action Items 1. Booth at Harborfest Jennifer Butts on behalf of Boy Scouts Troop 455 requests permission to set up a booth on Long Wharf to sell hot dogs on 9/13-9/14 from 9:00 AM - 5:00 PM during Harborfest. 2. Conference Authorization for Wendy Parent or Beth Kamper to attend the 2014 NYSHIP Regional Meeting on October 16, 2014 in Hauppauge, NY.

4 3. Homcoming Stacey F. Britt of the Pierson High School PTSA requests permission to have the homecoming parade on Saturday, September 20, 2014 from 8:00-10:00 AM through the Village from Nassau Street to Mashashimuet Park. Also, requesting permission to use the parking lot behind town to set up and get ready for the parade. 4. Cocktail Party Rev. Mark Phillips of the First Presbyterian Church advises there will be a Cocktail Party on Saturday, October 4, 2014 from 6:00 PM - 8:00 PM at 44 Union Street. 5. Yard Sale Rev. Mark Phillips of the First Presbyterian Church advises there will be a Yard Sale to benefit the Church on Saturday, September 20, 2014, from 9:00 AM - 5:00 PM. Rev. Mark Phillips is also requesting to place a sign on the grassy area of Long Wharf from Saturday, September 11 - Sunday, September 20, School Crossing Guard Salary Tom Fabiano, Chief of Police, requests permission for the salary of School Crossing Guard Cathy Carlozzi be increased from $16.50 to $17.50 per hour for the school year. 7. Resolution # 1 - September 2014 Resolution #1 - September 2014 Authorizing the Village of Sag Harbor Justice to submit a grant application to the State of New York Unified Court System Not to exceed $40,000

5 8. Resolution # 1 - October 2014 Resolution # 1 - October 2014 to amend the budget for the 2014/15 fiscal year for the removal of the ambulance administrator position. Resolution # 3 - September 2014 Resolution # 3 - September 2014 budget transfer for the PBA Retro-active payments for the June 1, May 31, 2012 and June 1, May 31, 2013 fiscal years. 10. Resolution # 4 - September 2014 Resolution # 4 - September 2014 to increase the June 1, May 31, 2015 General Fund Budget for the Septic System Rebate and Incentive Program 11. Whaling Museum Barbara Lobosco, President of the Sag Harbor Whaling & Historical Museum, advises the Village of a fundraiser on Saturday, October 4, 2014 from 10:00 AM - 4:00 PM to benefit the Capital Campaign for the exterior restoration. 12. Ragamuffin Parade Lisa Field on behalf of the Chamber of Commerce, requests permission to have the annual Ragamuffin Parade through the business district to the Custom House on Sunday, October 26, 2014, from 1:00-2:00 PM. Also, requests permission to place a sign on the grassy area of Long Wharf from October 12, - October 26, Bid awarded Dee Yardley, Supt. of Public Works, recommends the bid for the 1999 Ford Crown Victoria be awarded to Glenn Ficorilli.

School Halloween Parade Jennifer Ponzini, President of the Sag Harbor PTA, requests permission to have the Sag Harbor Elementary School Halloween Parade through the business district on Friday, October 31, 2014 from 11:00 AM - 2:30 PM. 15. Sign at Long Wharf Berel Lerman of Chabad requests permission to place a sign on the grassy area of Long Wharf from September 10-24, 2014 to advertise Rosh Hashanah Holiday Crafts for kids. Warrant # 12 Motion to approve the payment presented in Mid Month Warrant # 12 in the amount of $113,

Warrant # 13 Motion to approve the payments presented in Warrant # 13 in the amount $239, Warrant # 14 Motion to approve the payments presented in Warrant # 14 in the amount of $15, Warrant # 15 Motion to approve the payments presented in Warrant # 15 in the amount of $114, Public Comments 15 minute public session - input for comments and questions (limit two minutes per speaker) Nada Barry, Owner of the Wharf Shop: inquired about the developmental thoughts for Long Wharf. Trustee Deyermond: suggested the Fire Department have natural gas installed and have the process started. Mayor Gilbride: discussed about the furnace and the repairs that have been made. Agreed with Trustee Deyermond that natural gas is cheaper, questioned the funding for the project. Resolution - September 2014, Trustee Deyermond made a motion, seconded by Deputy Mayor Schroeder, to urge East Hampton Town to stop accepting Federal (FAA) Funding and adopt a comprehensive aircraft noise limitation policy. Deputy Mayor Schroeder: received some phone calls requesting the speed limit be changed on Route 114

8 Pierce Hance: the Fire Departments allocations I think that is public money, the Board has every right to ask and report it to the public. A dollar amount should be stated when talking about moving funds around. In support of the resolution adopted for the airport noise. Requested that the Board fix the negotiations with the Sag Harbor Yacht Yard. Nada Barry: inquired what other uses the Board has in mind for the area by the Sag Harbor Yacht Yard, doesn't want to see the Yacht Yard go. II. Clerk Approval At 7:35 PM with a motion offered by Trustee O'Donnell and seconded by Trustee Deyermond the Board entered into executive session to discuss personnel and possible litigation. All in favor motion so carried At 8:16 PM with a motion offered by Trustees Deyermond and seconded by Deputy Mayor Schroeder the executive session ended and the Board continued the regular meeting. All in favor motion so carried. Resolution - September 2014 Settlement in the matter of Amorose V. Village of Sag Harbor and Police Officers Nicholas Samot and Michael Gigante of the Village of Sag Harbor Police Department was authorized with a motion offered by Trustee O'Donnell and seconded by Deputy Mayor Schroeder. All in favor motion so carried. Mayor Gilbride was authorized to sign the police dispatching agreement with the Village of East Hampton in the amount of $50, 833 for the term June 1, May 31, 2015 with a motion offered by Deputy Mayor Schroeder and seconded by Trustee Deyermond. All in favor motion so carried. At 8:20 PM with a motion offered by Deputy Mayor Schroeder and seconded by Trustee Deyermond the meeting was adjourned. All in favor motion so carried. Beth M.
