Local Host for Norfolk 2007 Conference Submitted by: Shane Parson, P.E., CFM, Chair of VFMA CHAPTER ACTIVITIES IN FEMA REGION V Illinois Illinois Association for Floodplain and Stormwater Management (IAFSM) Activity Highlights for FY07-08 The Illinois Association for Floodplain and Stormwater Management has had another busy year, and an exciting one. We experienced the departure of our long time Executive Secretary, Mary Lu Wetmore, and her husband French (our right hand). Mary Lu was replaced by Sarah Harbaugh who took the reigns as though she had done this for years. During this past year, IAFSM has expanded our CFM exam schedule. In the past we had an exam at the annual conference and maybe one more during the year if there was interest. Now we have four exams scheduled including the conference. We are also in the process of putting together a "Transfer Exam" study guide and test with our goal to have them both on-line. Eventually the study guide will be located on our web site at We are in the process of looking for a way to put the test itself on-line. The annual conference found a few changes in our normal format, thanks to our Conference Chair (also our Vice Chair) Jeff Wickenkamp. He decided to invite a motivational speaker for our first day luncheon who used the theme "Lighten up". It was a hit with the attendees and gave our minds a break. For the second day Plenary, after a presentation by AFSPM's own George Riedel, we had a breakout with Committee Chairs to allow members to talk to them and get involved in committee work. Two of our founding members, Rich Roths and Lou Sidell, Jr., who was awarded IAFSM's "Lifetime Achievement Award" at the awards luncheon, volunteered to act as Historians and bring together some of our history. Other areas of work this past year included removing our "experience" requirement from our charter, gathering together our policies and putting them on-line, amending our by-laws to allow the Treasurer more freedom in paying bills, putting together and adopting an organization-wide budget and preparing a new display board and brochure for conferences and outreach. Our Education Outreach Chair arranged 3 seminars which had a combined attendance of 197 and our Stormwater Chair co-sponsored an NPDES II seminar which had an attendance of 120. Just prior to the annual conference, ISO in cooperation with our CRS Committee, put on a workshop for CRS Coordinators. 25 people, representing 21 communities, attended the workshop, presented by Scott Cofoid of ISO. Next on our agenda is to look at adding a "Youth Outreach Committee" to our Board. This committee would develop programs and materials to take our message to youth in the state. If approved, a Committee Chair candidate is waiting in the wings who put on a youth program at our state Fair last year. Also, a policy on taking votes of our Board by is taking shape and we plan on implementing it soon.

3 Other IAFSM updates as of March 2008: 38 Illinois communities are in CRS with two more in the application stage. 339 active CFM's in Illinois. 460 attendees at the 2008 IAFSM annual conference. 552 members in IAFSM. Stuart Richter, CFM, Chair, IAFSM Indiana Indiana Association for Floodplain and Stormwater Management (INAFSM) In 2007, the Association continued with activities aimed at carrying out its mission dedicated to sound floodplain and stormwater management. The Association s focus on both floodplain and stormwater issues is a significant draw for new and existing members. In 2007, the Association solidified its role with the MS4 Communities and the Indiana Department of Environmental Management providing networking and educational workshops throughout the year. The Floodplain Committee continued with its regional focus having sessions in northwest, southwest and central Indiana. These Committee activities will continue in Our enhanced website has become a centralized hub for stormwater and floodplain topics, networking and educational opportunities. The electronic newsletter continues to be sent out en masse to our membership and made available on the website In April, 2007, the Board of Directors annual retreat focused on the INAFSM legislative platforms and procedures and the development of an educational plan. The 2008 retreat will focus on developing INAFSM s approach to initiatives contained in ASFPM s National Flood Programs and Policies in Review document. The 2007 Annual Conference maintained record attendance and the event remains the primary means of providing educational opportunities for our wide-ranging membership. Our Conference Chair has been busy preparing for the September 2008 conference which will again highlight a Stormwater Tract and a Floodplain Tract. INAFSM is proud of its accomplishments to date and intends to focus on formalizing its procedures and operations over the next 5 years, with a strong emphasis on how our organization coordinates and complements ASFPM policies and initiatives. Growth management and sustaining a volunteer organization is becoming more and more important as the 300+ member Association gains in popularity and size, serving public and private interests at both the state and local levels. Submitted by Marta Moody, 2007 INAFSM Chair Michigan Michigan Stormwater-Floodplain Association, Inc. (MSFA) For the second consecutive year, the Amway Grand Plaza Hotel in Grand Rapids was the gracious host facility for the 21st annual Michigan Stormwater-Floodplain Association (MSFA) conference held March 18-21, Conference attendees were availed a variety of informational presentations related to stormwater and floodplain management issues and concepts from a state and national perspective. The attendees were made up of community leaders, local building officials, emergency management officials, floodplain management officials, environmental and engineering consultants, and state and federal floodplain management and National Flood Insurance Program staff. Next year s conference will be held in Bay City on the Riverfront at the DoubleTree Hotel. The dates for the conference are March 10-13, March 10 is being planned for a refresher course for the ASFPM Certified Floodplain Manager s exam which will be scheduled on March 11 in the am. The main conference program will commence on March 11 in the afternoon and run to noon on March 13. Obtained from the MSFA website

4 Minnesota Minnesota Association of Floodplain Mangers (MnAFPM) 2007 was another successful year for MnAFPM. We retained our membership numbers and saw a slight increase in attendance at Association sponsored events. The Association was involved in the following activities during 2007: MnAFPM kicked off the year at our Spring Luncheon. We teamed up with the local Society of American Military Engineers (SAME) to reach out to a larger audience. The luncheon featured two speakers. Ms. Suzanne Jiwani from the Minnesota Department of Natural Resources presented background information on FEMA s Map Modernization Program and the effect of levee accreditation on the implementation of the program. Mr. Pat Foley from the St. Paul District, Corps of Engineers explained the current procedures used by the Corps for certification of levees and how these procedures are being updated due to lessons learned from the Map Modernization Program and the levee failures at New Orleans. The Association provided members with electronic, tri-annual newsletters updating members on new regulations, funding mechanisms, and updates on upcoming events and training sessions. For the third year in a row, MnAFPM provided scholarships to four members to attend the 2007 Association of State Floodplain Managers (ASFPM) National Conference. Scholarship recipients included local, county and state employees. Our Annual Conference was held in St. Cloud, Minnesota. The conference agenda focused on No Adverse Impacts (NAI). For the first time, the organization brought in a featured speaker, Mr. Ed Thomas (Michael Baker, Inc.), to share his national perspective on floodplain management. ASFPM also supported our efforts to explain NAI by sending George Riedel to be one of our plenary session speakers. Our concurrent sessions featured local officials and consultants. The conference included a Certified Floodplain Manager Review and Exam, a floodplain manager s workshop, and training on basic and advanced floodplain management concepts, DFIRM tools, and hydrology for non-engineers. As 2008 begins we look forward to another exciting year of working to improve floodplain management in Minnesota. Submitted by: Aaron W. Buesing, P.E., Chair of the MnAFPM Ohio Ohio Floodplain Management Association (OFMA) During the past year, OFMA coordinated the annual Conference, hosted three CFM examinations, and performed legislative outreach. OFMA also evaluated and revised its Strategic Plan to ensure the organization s efforts and activities are current and focused on achieving the mission and vision of the organization. The organization is preparing a slate of candidates for the 2008 Executive Board election at the fall conference; working closely with ODNR and the Ohio Building Officials Association (OBOA) to provide post flood damage assessment training and response; updating its website to provide current information for Ohio s floodplain management community; and planning for the 2008 Ohio Statewide Floodplain Management Conference on August 27-28, (OFMA offers scholarships to Floodplain Managers interested in attending the conference.) Additionally, OFMA has been following national and state legislation affecting floodplain management within Ohio: OFMA submitted correspondence to the Ohio Congressional Delegation in opposition to the unprecedented scope of project specific earmarks in competitive grant programs like Pre Disaster Mitigation (PDM). OFMA submitted correspondence to the Ohio Senate opposing potential amendments to S (specifically the addition of optional actuarially rated wind coverage), which reforms the NFIP and reauthorizes the program that expires this year. OFMA continues to monitor the Ohio Manufactured Homes Commission s (OMHC) efforts to coordinate with NFIP participating communities to ensure proper permitting of manufactured homes installed within the SFHA. Recent state legislation provides the OMHC with permitting responsibilities that usurp the local Floodplain Administrator s authority to perform permitting for floodplain management compliance. OFMA also continues to monitor the effects of recent legislation regarding ODNR s Division of Mineral Resources Management has sole and exclusive authority to regulate the permitting, location, and spacing of

5 oil and gas wells within the state. (Ohio Revised Code Section states that ODNR s Division of Mineral Resources Management has sole and exclusive authority to regulate the permitting, location, and spacing of oil and gas wells within the state. ) This legislation appears to conflict with the NFIP minimum requirements for participating communities to require permits for all proposed construction and other developments within [an SFHA] according to (44 CFR Section 60.3(b)(1)). The Wisconsin Association for Floodplain, Stormwater and Coast Management (WAFSCM) had a very successful Annual Conference in 2007 at the Radisson Paper Valley Hotel in Appleton on November 7 to 9, The conference committee was chaired by Dave Fowler. Submitted by Tom Sear, Chair of WAFSCM STATES WITHOUT ASSOCIATIONS ACTIVITIES Pennsylvania A group of interested people has met in the state and additional support and information has been submitted to the group to encourage them to form a state association. The initial meeting led to contacts with a second non-profit organization that now appears to be taking the lead in the potential formation of a group. John Miller, ASFPM Region 2 director attended a meeting with the group and ASFPM will continue to support the formation of a chapter in this state. SUMMARY The remaining states Delaware, West Virginia and the District of Columbia still have not had much activity take place at this time. The other existing 8 chapter associations continue to flourish, but continued support from ASFPM will be needed to assist the chapters with their growth.
