1 Official Newsletter of River Bend Gun Club The Bullet-IN River Bend Gun Club is a club for members, founded in Issue No. 255 December 2018 December 1, 2018 Land Purchase Final Update Inside this issue Official Club Business... 3 Scholarship Raffle Annual Election of RBGC President & Directors Board of Directors Official Candidate Application... 6 Obituary... 8 Smallbore Prone Match... 9 December Calendar Classified Ads Range Map On Friday, 11/30/18, the RBGC Executive Committee, consisting of Larry Sollars, David Norcross and I met with the real estate attorney the club has worked with on the land purchase and signed the Lot Purchase and Sales Agreement to finalize the purchase of acres of land from Echo Cherokee Properties, LLC. The club paid $494,847 for the land. $5,139 in closing costs and $9,550 for the land survey. RBGC now owns this additional land and it expands the club holdings to approximately 378 acres, total. Many club BoD members, officers, managers and members contributed to this effort and I sincerely appreciate every contribution made. No one person could have achieved this without the widespread support from so many members that I was fortunate to receive. I would like to thank the following members: The RBGC Board of Directors who voted unanimously to pursue the land purchase. Ken Smith, Past President who guided me through the process with his wise counsel and sage advice. Bill Illg, Club Manager for his enthusiastic and good-natured solicitation of club members to purchase the 67 life memberships sold to raise the funds needed to purchase the land. Erica D Amico who worked tirelessly along side Bill Illg and me to record and deposit membership and donation checks, for producing and mailing membership badges and acknowledgement letters and who remained cheerful and enthusiastic throughout. David Norcross, Annual Director who single handedly orchestrated the two blasts that went to all members and helped the club inform them of the land purchase and solicit the purchase of life memberships and donations. Steve Hardin, Past President who willingly provided institutional knowledge and advice. The RO s who allowed me to address their assembled competitors prior to their shooting matches. Randy Gamble, USPSA RO who orchestrated the raffle of a life membership. Linda Horne, Newsletter Editor who remained patient with me, carefully edited my article submissions and often held up the Bullet-In waiting for me to get the articles in. Kim Anderson, Webmaster and Bruce Perry, Forum Moderator both of whom diligently posted the articles I submitted in a timely manner. The 67 new life members who contributed $507,525 to the land purchase fund. The 25 members who contributed donations totaling $7,650. Ederlin Owensby who stood by me, was patient with me and lovingly supported me even though I was sometimes grumpy, impatient and a general pain in the neck to be around. Thank you, Ederlin. I couldn t have done it without you. Now, RBGC owns the land free and clear. It s paid for and is unencumbered. All that remains is to file a continuation agreement letter with the Dawson County Tax Assessors Office to continue the conservation status for the property until This will honor the 10-year conservation status agreement that Echo Cherokee Properties, LLC established with Dawson County in 2013, it will avoid any property tax penalties and will maintain the club s current property tax at a significantly reduced rate. For the next few years, this additional property will serve primarily as a buffer for the club. However, as the club continues to grow, I suspect there will be new ranges and perhaps a clubhouse in our future. For now, the successful purchase of this additional property is a wonderful Christmas present for RBGC and its members. Merry Christmas and Happy New Year to all of you. Will Owensby 2

3 Highlights of October 2018 Board of Directors Meeting Official Club Business President Will Owensby presided over a quorum of seven Board members. Also attending were four club officers, the Club Manager, Shotgun Manager, three annual members, one life member, and one guest. A quorum was confirmed, the proposed agenda was adopted, the minutes of the September 2018 Board meeting were approved, and the following officer and manager reports were presented and accepted: Treasurer Secretary Chief Range Officer Club Manager Shotgun Manager Board decisions made, actions taken and items of interest: Treasurer reported that September FYTD income was $573K, an increase of approximately $12K versus the same period in FY September FYTD expense was $222K, an increase of approximately $8K versus the same period in FY Cash in the bank as of 9/30/18 was $697,370 including $70,151 in Capital Reserve Fund. Cash Flow Estimates Report revealed that based on income projections and estimated expenses, the Capital Reserve Account of approximately $70K will need to be accessed to support operations as of March Approved 13 new members and reinstated 2 members. The Chief Range Officer reported that 16 of 22 shooting venues submitted match reports in September. Total entries were 391 (190 members, 177 non-members, and 14 juniors) and event use fees to the club totaled $1, Non-competition range use in September totaled 1,933 (1,633 members and 300 guests). The September New Member Orientation was conducted by Messrs. Alexander and Illg for 20 prospective members, spouses, and 1 current member. Shotgun range use in September was 487 shooters (385 members and 102 guests). 1,616 rounds were fired during the month with 25 cart rentals. Total September revenue to the club was $9, Life Memberships were sold to finance the land purchase. There are 7 people on Life Membership wait list. 20 members met on October 7 for the Range Committee Meeting. The deadline for venues to submit match dates for the 2019 calendar is November 17, and website calendar should be updated by end of November. Bullseye Range was secured on 10/4/18 and no further work will be completed until funds are available in 2019 and BoD approves further work. On 9/15/18, Bill Franco conducted Tactical Rifle certifications for 4 members on AP Bay 3, and on 9/20/18, David Norcross conducted Tactical Rifle certification for 1 member on AP 3. For 2018 calendar year to date, 39 members and spouses have completed this certification and 250 have completed it since inception in May Regular monthly Board meetings are called to order at 7:00 PM on the second Monday of each month in the Gene Mowell Conference Center. RBGC members and families are cordially invited to attend. 3

5 2019 Annual Election of RBGC President & Directors As provided in the club By-Laws, the President and Directors of the Club are elected by a majority vote of the respective classes of members in good standing, present and voting, in person or by proxy, at the annual meeting of the Club. All members seeking office (Directors or President) in the 2019 election must complete an application fulfilling all requirements and submit it to the club secretary no later than Friday, February 1, Such application must be made on the official 2019 Board of Directors Official Candidate Application form. The 2019 Board of Directors Official Candidate Application form is included elsewhere in this newsletter and may be downloaded and printed. The Official Application is also available on the Club Forum, as well as on the RBGC website on the homepage, and is available upon request from the Club Secretary via at sec@rbgc.org. The Annual Meeting and Election of Officers will be held on Sunday, May 19, 2019 at Multi-Purpose Range 1 (MP1). The President, one Life Director and two Annual Directors will be elected. 8 Obituary James Kenneth Smith March 16, 1943 November 8, 2018 James Kenneth Smith, Ken, as we knew him passed away on the morning of November 8, 2018 from a recent, serious illness for which he had been hospitalized in Atlanta, GA. Later that day, Ken's wife, Chris sent a message to the club that he had passed away. Her message stated that there will be no memorial service and his remains will be cremated. Very few details are known at this time. Ken Smith, who was 75 years of age and resided in Marietta and Brunswick, GA, joined RBGC on March 12, Over the ensuing years, Ken served as Club President on multiple occasions with his last term ending in 2012 and he remained on the Board of Directors as Past President through Ken helped the club to grow and remain vibrant, he drafted the RBGC, Inc. By-Laws and was instrumental in drafting the 1983 Articles Amendment that created life memberships designated to be sold to raise the funds used to purchase the original parcel of land the club now occupies. The Articles Amendment also provided the means for the club to sell additional life memberships that will fund the purchase of additional land, soon to be acquired and it provides a method for the acquisition of land that may become available in the future. Throughout his tenure with the club, Ken was well liked and respected by all who knew him. Although he was capable of being a stern taskmaster, Ken possessed a well developed sense of humor and laughed easily. Ken made a lasting impression on many members, officers and Board Members, he was a staunch supporter of the US Constitution, the NRA and the shooting sports and he left an indelible mark on the club with his leadership and vision. Ken truly loved this gun club. He worked hard to help make RBGC the great club it has become and he made a difference. Rest in peace, friend. You will be missed. Will Owensby Club President 8

9 Smallbore Prone Match Seven hardy souls braved the weather to contest the smallbore rifle prone season finale. The temperature was in the 40s at the ten o clock kickoff but warmed up nicely to about 60 by the time the last shots were fired. Given the sun s angle at this time of year it was difficult to see the bullet holes in the black targets, which made zeroing one s sights rather challenging, but this intrepid band soldiered on. It was an NRA-approved 120-shot match on the very difficult International targets. Simon Bailey, the 2018 Georgia State F-Class Smallbore Champion, again demonstrated his mastery of shooting a smallbore rifle from a rest by firing an 1178 out of a possible This included a perfect 200 on one of the 50-meter stages. In the sling class, Steve Hardin got off to a lead with the first target and, as is his custom, never looked back.
