2 o Flannery: Since Cap Ex is now needs-based, it would make more sense to approve them all at once Reports Tobi Polland Student Body President Happy Veteran s Day o We do have 6 students serving in Kuwait She presented some updates from the university: o Graduate enrollment is up to 8.2% and UNCW is only one of two schools in NC with a positive enrollment number o UNCW will also be offering a competency exam o Tuition and Fees Committee made some decisions and their recommendations will be moved to the Board of Trustees next week If anyone would like to take a tour of the jail, they will meet this Friday at 3 pm Update on the library: o Fisher will be open and will be extending its hours as follows: It will open at 9 am on Saturday and Sunday It will close at 11 pm on Friday o The library is sinking o University-wide committee formed to work on the plans for renovating the library In response to Resolution 004 and UNCW Mobile App: o New software for the university is being proposed, which may include a better way of polling o A software vendor called Guide Book (NC State uses this) will be coming to UNCW o E-board meetings are open for new members. They will be November 12 and November 19 at 5 pm Please read the October monthly report We have applied for an ASG grant to help purchase the Solar Compacting Big Belly Trash Cans o We will be working on the grant application for Tealgate as well Appointed senators requested to be added to the role and were approved Dan McCord Student Body Vice President Spring Retreat will be January 24 th from 9:30-3:30 o Wessels: What is the location? o McCord: Crossing Building 3 Alyssa Bossi Chief of Staff She is sending around a sheet of paper that has food items we would like to have at the Holiday Party, which will be on the 18 th directly after the senate meeting. Please sign your name to whichever food item you would be willing to bring Please put your name, favorite color, favorite candy, and a store you would like a gift card from on the notecards she has passed out for our secret snowman/turkey If you are coming to the Boys and Girls Club this Friday see her after the meeting

3 Brian Piccirilli President Pro-Tempore Tonight is the Fuzzy Peach night so everyone come out and enjoy some frozen yogurt and Connect Four The points are updated o Several senators are getting up there in points, so he recommends logging community service hours so you can submit extra ones to reduce points o Feel free to him if you have any questions about why you received points He will be adding some updates to the statutes relatively soon Sara Gurley None at this time Director of Communications Colleen Flannery Treasurer CapEx funding policies: o Equipment requested must have no less than a three year estimated product lifetime or warranty for the purchase o Equipment must contribute directly to the fulfillment of the organization s mission statement o Priority is given to those who prove need o The item being requested must have a quote from three different vendors o All organizations are required to make a presentation to the appropriations committee Organizations requesting funding: o UNCW Jujitsu Club o UNCW Fencing Club o UNCW Triathlon Club o UNCW Sailing Club o Paintball Club o Flicker Film Society o Tau Kappa Epsilon o Wilmington Paranormal Research She went through a presentation that had a general break down of the CapEx requests o Cary: Do all of the CapEx requests reach the cap of our funding? o Flannery: If we were to fund the requests that the AC has recommended, we would be $ under our $5,000 budget. We didn t allocate this last $118 because we think it would be more beneficial to keep this as rollover than allocate it capriciously o Pinnix: What do the percentages on the right mean? o Flannery: This is the percentage of the organization s choice quote that we were able to fund o Marinello: Since these are needs based, if we don t approve the appropriations committee s requests, where would the funding go? o Flannery: Then it would go back to the appropriations committee and the process would start over o Cary: Are we voting on one bill?

4 o Flannery: No you are voting on eight separate bills, but if one fails then they all fail o Morris: For Flicker, do they have 60 members that are willing to pay for the film kit or do they just have 60 general members? o Flannery: They have 60 general members, but we do not take this into consideration Amendment to the agenda: Move the CapEx portion of the New Business section to before the reports New Business (CapEx Bills only) AB UNCW Jujitsu Club Deny the CapEx Request because the club requested wrestling mats in 2012, not meeting the three-year deadline requirement Move to approve: Cary Second: Marinello o Cary: Given that this is a needs based process, I trust the recommendation of the Appropriations Committee because they are not in line with the requirements Motion approved: Electronic vote, , Approved AB UNCW Fencing Club Deny the CapEx Request because the quotes were submitted for nine sets of fencing uniforms that include two or more separate parts, and Cap Ex is limited to one-time purchases of one item in excess of $500 Nunez: In reference to their appeal, did you say they would accept four uniforms instead of the full nine? Flannery: Yes Marinello: If we want AC to review this, would that mean that all of these go back to AC? Flannery: Yes. We will continue to look at all of the requests though to see if there is any more debate Marinello: Will these four sets be counted as one item? Flannery: Potentially, if it were available this way from the vendor Valadez: Also, the average quote cost is largely skewed because the other two vendors were much more expensive. The vendor that we would go through would not be nearly that much Nunez: How many sets do you have? Valadez: Currently we have no equipment and we are borrowing equipment Nunez: Are they sized? Valadez: They are sizes Cary: Have you found a vendor that would supply a one set fencing uniform? Valadez: Yes Pinnix: What are the ages of your members? Valadez: Mostly juniors and seniors Pinnix: So most of your members would be graduating?

5 Valadez: We polled on Facebook so we got the sizes of all our members, past and present Flannery: I wish that you would have approached me earlier about amending your request George: How much would the quote be from this new vendor? Valadez: A little shy of $1,000 Move to deny: Marinello Second: Rickards o Marinello: They don t have any equipment and they need this funding o Rickards: I agree. They have a dire need o Kristan: If they are requesting five uniforms, wouldn t that be a whole new request? o Flannery: The way they submitted documentation it led me to believe that this was not what they wanted. So to me, that would be a whole new request. We didn t know about this appeal until five minutes ago o Cary: Appropriations committee has a set amount of funding that they can allocate and they denied this request because they did not follow guidelines. It is not fair that we take away funding from other organizations because the Fencing Club didn t do their request correctly o Pinnix: Appropriations committee was voted on for a reason and they can make a good decision. Also, we would have to take away funding form another club o Rock: I don t think it s right to vote on this request until we see all the other requests. Also, they can reapply during the other Cap Ex process o Rickards: How long have they known about their possible denial? o Flannery: I notified them on November 7 o Rickards: So she came to you just before the meeting to let you know that she was going to appeal? o Flannery: Yes o Rickards: What is the official appeals process? o Flannery: Anyone can come and appeal at the Senate meeting o Wessels: By denying the denial we are allocating the 70% instead of the 100%? o Flannery: No. This would send the request back to the AC to review o Nunez: Is there an in-writing amendment process? o Flannery: In the statutes, it is said that they are supposed to come to the open podium and begin the amendment process o Addy: If we allow them to amend it, can we allow other organizations to amend? o Flannery: We would have to allow every other organization to amend their Cap Ex requests o Cary: When we vote on the motion on the floor, if you vote yes, you will be denying the bill, if you vote no you are voting against the denial of the denial o Massarelli: Which one would allow them to go back and amend it? o McCord: Hitting yes on the clicker would send the bill back to appropriations committee

6 o Marinello: Haven t other organizations been allowed to come and amend? o Fedders: The statutes don t say anything about amendments o Rickards: Call to question o Seconded Motion Denied: , Denied Move to approve: Cary Second: Piccirilli o Cary: If you voted no, now you vote yes o Taylor: We are arguing protocol of Cap Ex not whether or not they have the right to amend o Nunez: I agree Piccirilli: Call to question Loekman: Second Motion approved: Electronic vote, , Approved AB UNCW Triathlon Club Approve the CapEx Request for $1,543 to purchase uniforms Pinnix: This is their first choice? Flannery: No, their second Move to approve: Gagnon Second: Piccirilli o Piccirilli: I trust that the Triathlon Club will do great once they have this equipment o Addy: Are we going to go through all the requests before voting? o Flannery: That s what the percentage slide was about, but we can do this if you want o Cary: We can t do this because we already voted on bills Motion approved: Electronic vote, AB UNCW Sailing Club Approve the CapEx request for $1,060 to purchase a trailer Massarelli: Why didn t they look into getting another boat slip? Flannery: It is more expensive to do that than to get a trailer Move to approve: Loekman Second: Piccirilli None Motion approved: Electronic vote, AB Paintball Club Deny the CapEx request because purchasing one gun would not have an extraordinary benefit for the organization Frantz: They want to get a full team set of guns. When they figured out they couldn t get five sets of guns, they just wanted to apply to get one really nice gun. We decided that only one person could use this at a time, so it wouldn t be very beneficial

7 Flannery: I also told this organization about different options they have to get 10 guns (quantity of 1) cheaper than this Move to approve: Amundsen Second: Johnson o Amundsen: I think they are better off applying again next time Motion approved: Electronic vote, , Approved AB Flicker Film Society Approve the CapEx request for $1, to purchase a new lens kit Rickards: Because it is a kit, does that make it quantity of one? Flannery: Yes, it is three lenses in a kit, so quantity of one Move to approve: Massarelli Second: Marinello o Marinello: They fund a lot of different orgs on campus, so they need this funding Motion approved: Electronic vote, AB Tau Kappa Epsilon Approve the CapEx request for $476 to purchase new robes Move to approve: Pinnix Second: Wessels o Pinnix: I trust the appropriations committee o Wessels: Same as Pinnix o Hammon: Is there no problem with it being less than $500? o Flannery: Their initial request was over $500, but we only funded 70% of their request o Shearin: How does this benefit the university? o Flannery: Greek organizations are under Title IX. The logic is that anyone can join a Greek org, so, in theory, anyone could benefit from this o Marinello: We have funded this kind of request before o Rock: The robes went along with the mission statement of the organization Motion approved: AB Wilmington Paranormal Research Approve the CapEx request for $ to purchase new camera equipment Wessels: How many members are in this club? Flannery: 20, but we do not take this into consideration Gagnon: Is this different from the Paranormal Club?
