1 PROCEEDING OF THE COUNCIL OF THE CITY OF WESTLAKE, STATE OF LOUISIANA, TAKEN AT THE REGULAR MEETING HELD MARCH 19, The Mayor and City Council met in Regular Session on Monday, March 19, 2018 at 5:30 P.M., Mayor Robert Bob Hardey presided with the following Council present: Hayes Cryer Bates Racca Brown Absent were: None *********************************************************** Boy Scout Troop 88 posted the Colors. Mr. Skeeter Hayes gave the invocation. The Mayor and City Council were shadowed by members of the Westlake Mayor s Youth Advisory Council (WMYAC). The WMYAC sat with the Mayor and each Council Member during the meeting. The following WMYAC members were present: Cole Conrad shadowed Mayor Hardey and conducted the meeting. Shekinah Jordan shadowed Dan Racca. Zane Andrus shadowed Kenny Brown. Jillian Elliot shadowed Betty Bates. Colton Reeves shadowed Skeeter Hayes. And Maci Duhon shadowed Andrea Mahfouz. Adopt Ordinance No AN ORDINANCE APPROVING A VARIANCE FOR THE PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF WESTLAKE, PARTICULARLY TO ALLOW A MOBILE HOME TO BE PLACED AT 609 MAGNOLIA STREET, WESTLAKE. Approved by Council on 01/22/2018) C. Adopt Ordinance No AN ORDINANCE RE-ZONING THE PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF WESTLAKE, LOUISIANA, PARTICULARLY CHANGING THE ZONE CLASSIFICATION OF PROPERTY LOCATED AT 925 SHAFER STREET, WESTLAKE, LOUISIANA, FULLY DESCRIBED HEREIN, FROM R-3 SINGLE FAMILY TO R-M MULTI FAMILY TO BUILD FOUR (4) DUPLEXES. Approved by Council on 01/22/2018) None DISCUSSION A motion was made by Mrs. Bates and seconded by Mr. Racca to approve Resolution No Ms. Janie Fruge, CEO for WCCH addressed the Mayor, Council, and citizens. The motion carried unanimously. A RESOLUTION SUPPORTING CALCASIEU-CAMERON HOSPITAL SERVICE DISTRICT ON THE PROPOSITION AT A SPECIAL ELECTION HELD SATURDAY, APRIL 28, 2018, TO RENEW A LEVY AND COLLECT AN AD VALOREM TAX OF 6.95 MILLS FOR A PERIOD OF 10 YEARS. 3 A motion was made by Mr. Racca and seconded by Mr. Cryer to approve Introducing Ordinance No The motion carried unanimously. AN ORDINANCE AUTHORIZING ROBERT BOB HARDEY, MAYOR OF THE CITY OF WESTLAKE, LOUISIANA TO EXECUTE A CASH SALE DEED TRANSFERRING CERTAIN PROPERTY WITHIN THE CORPORATE LIMITS OF THE CITY OF WESTLAKE TO DONALD WHATLEY FOR THE CONSIDERATION OF $21,000.00; PROVIDING FOR THE ADVERTISMENT OF THE SAME; AND PROVIDING FOR OBJECTION TO THE PROPOSED SALE AND TO EXECUTE ANY AND ALL DOCUMENTS THEREWITH. A motion was made by Mr. Racca and seconded by Mrs. Bates to approve Resolution No The motion carried unanimously. A RESOLUTION AUTHORIZING ROBERT BOB HARDEY, MAYOR OF THE CITY OF WESTLAKE, LOUISIANA TO ENTER INTO A COOPERATIVE ENDEAVOR AGREEMENT BETWEEN THE CITY OF WESTLAKE AND THE RECREATION DISTRICT NO. ONE OF WARD FOUR, CALCASIEU PARISH FOR GOLF RELATED ACTIVITIES AND TO EXECUTE ANY AND ALL DOCUMENTS THEREWITH. A motion was made by Mr. Racca and seconded by Mrs. Bates to approve Resolution No The motion carried unanimously. A RESOLUTION AUTHORIZING ROBERT BOB HARDEY, MAYOR OF THE CITY OF WESTLAKE, LOUISIANA TO ENTER INTO A REIMBURSEMENT AGREEMENT BY AND BETWEEN GULF SOUTH PIPELINE COMPANY, LP AND THE CITY OF WESTLAKE TO ACCOMMONDATE GULF SOUTH S PROPOSED PIPELINE ADJUSTMENTS FOR A PORTION OF ITS INDEX FACILITIES LOCATED IN THE WESTLAKE, LOUISIANA AREA AND TO EXECUTE ANY AND ALL DOCUMENTS THERWITH EFFECTIVE MARCH 5, approve hiring Amanda Shields as a full time Police Officer (dispatcher) upon the recommendation of Chief Chris Wilrye. The motion carried unanimously. UPDATE Mr. Byron Racca gave an update on all City projects. Mayor Hardey reminded everyone that the Mayor s Armed Forces Committee meets the 4 th Monday of every month at 6:00 PM. All are welcome to attend. Page 3 of 5 March 19, 2018

4 Mayor Hardey gave an update on the Sampson Street lane closure. The first repair did not work as expected. DOTD is going to try something different. The project must go through another bid process. There will be a Magnolia Cemetery work day on April 7, 2018 at 8:00 am. If you own any plots at Magnolia Cemetery, we ask that you bring any records you may have to the cemetery to be copied. REPORTS Chief Chris Wilrye reported that Friday, March 23, 2018 the Police Department will hold the James Cook Golf Tournament. April 14, 2018 they will hold a women s self-defense class. Forms are available at the police station. Gerry Pockat, Director of Golf gave an update on play at the National. Mr. Jerry Milner gave the Financial Report. approve the monthly reports and recommendations. The motion carried unanimously. A motion to adjourn was made by Mr. Racca and seconded by Mr. Brown.
