1 MINUTES OF THE DELEGATES MEETING San Antonio Winery The Delegates meeting of, was called to order by President Craig Lally at 1700 hours. The minutes were recorded by Director Adolph Rodriguez. Other Directors present: Jerretta Sandoz, Jamie McBride, TJ Tarjamo, Kristi Eckard, Peter Repovich, Craig Lally and Lou Turriaga. Also present was Assistant General Counsel Elizabeth Silver Tourgeman and Hank Hernandez. Director Corina Lee was excused. The Pledge of Allegiance was led by Delegate David Ham from West Valley Area. Treasurer Kristi Eckard gave her report Committee Reports Director Eckard motioned to approve the Treasurer s Report for April Motion to approve the April treasurers report by Lt. Shannon Paulson from Security Services Division and seconded by Sgt. Joseph Kalyn from North Hollywood Area. Eckard introduced LAPPL s new controller David Vazquez. Eckard advised that the League went to a headhunting firm that specializes in CPAs, which is a specialized field, and having a CPA in our accounting department is vital. Eckard gave a legislative update. AB66 -Body Camera Bill Held up in appropriations and not expected to be heard of again until January of 2016, so it has effectively become a two-year bill. AB46- Possessions of RH Rohypnol One of the Prop 47 fix it bills, AB46 has become a fix-it bill so we won t see any fixes related to GHB this year. AB150- Gun Theft Bill That also has become a two year bill. Page 1 of 6

2 AB390- This bill states that if you were a felon before Prop 47 went into effect but now you are considered a misdemeanor, you are still required submit DNA. This bill is moving forward without any opposition. President Craig Lally gave his committee report President Lally gave a brief update regarding a six-month review. Starting January 1, we have three new E- Board members, Jerretta Sandoz as Vice President, Kristi Eckard as Treasurer and Adolph Rodriguez as Secretary. We have TJ Tarjamo and Jamie McBride as our new directors and we have done a lot in the last six months. We have a contract that the vast majority of you approved to be ratified. We are working on a discipline lawsuit right now that will hopefully be done at the end of this month. Lally has asked the Delegates to suggest any improvements to to Craig and to reach out to the members as well. Vice President Jerretta Sandoz gave her committee report Director Sandoz updated the Delegates on LA-RICS. The Directors have made a motion with the City and LA- RICS that they need to make sure our members are educated with health risks. So far they are required to go to each division and give a presentation and post a video on the LANS for those that are on a RDO to get info. The motion stated they need to build on existing towers not create new ones. Since then, Chris Zine from North Hollywood notified Jerretta that they are building one right outside his office. She made a call into City Councilman Mitch Englander s office and LA-RICS to see what is going on with that. The divisions they are building towers at are the following: 77th, NOE, SOE and NHWD. Sandoz updated the Delegates about CD 4 Council race results. There were two people in the race, David Ryu and Carolyn Ramsay. The board voted to endorse Carolyn Ramsay. Even though the majority of the PAC members wanted David, there were findings from David that proved to be untrue. When he filled out his questionnaire, he lied about some things, and when he had a second interview and was asked again in person, he did not answer the question truthfully. So the Board felt that it was best not to endorse him. Since then, David Ryu has won the election, and the Board intends to work with him to help him become successful in the future. Sandoz updated the Delegates of IOD appointments. You now have four hours towards your IOD appointments. No matter how long it takes for your IOD appointment, its four hours straight time. Please make sure you calculate your time correctly. Sandoz informed the Delegates about CTO buyback information. In August they will have option for officers to buy back CTO. We will get you info in mid-july about how you can buy back CTO Page 2 of 6

3 Director Jamie McBride gave his committee report Director McBride informed the Delegates that the Board has decided to create a LAPPL Medal for LAPD officers who have acted heroic and have not received the proper recognition by the Department that they deserved for their on-duty actions. The Board is thinking of having the award ceremony as part of the dinner at the Delegate s Conference every year. McBride has asked the Delegates to reach out to the members and send him nominations. Vice President, Jerretta Sandoz spoke on behalf of Director Corina Lee in her absence Vice President Sandoz gave a MOU update stating that they are currently in mediation. June 10 is the next mediation and hopefully the last. The Board will keep Delegates up to date. Sandoz updated the Delegates on body cameras. The Directors are in a meet and confer with Department at the moment, however, the Department has agreed that no body cameras will roll out until we have a policy in place. The next meeting is scheduled in a couple of weeks. Sandoz stated that DROP is still status quo 5 and 5. For those of you who are about to retire and for those who are running their time, keep in mind that you can only run vacation time and CTO. You cannot run your sick time. Sick time is a benefit. Director Peter Repovich gave his committee report Director Repovich informed the Delegates of a contact from the Eagle & Badge Foundation: Scherr Lillico (818) Repovich announced the Memorial Wall is scheduled to go out, and volunteers are needed to man the wall at each location. Below is a schedule of places the wall will be in the month of June. June 20: Los Angeles Police Memorial Golf Tournament in four-hour shifts from 8 a.m. to 6 p.m. June 22: San Dimas Golf Tournament in four-hour shifts from 7 a.m. to 5 p.m. June 26, 27 and 28: West Valley at the Randal Simons Park in four-hour shifts from 8 a.m. to 6 p.m. Every time we move that wall, it costs $3,000. If anyone wants the wall at an event, call Scherr Lillico, and the Eagle and Badge Foundation will try to raise money to have it moved but it would be easier to ask whoever is hosting the event and wants the wall at their event if they can come up with the money to get the wall there. Repovich announced the date of the Eagle and Badge Gala: Saturday, Oct. 17, at the Century Plaza Hotel. Page 3 of 6

4 Director Lou Turriaga gave his committee report Director Turriaga announced the save the date for the LAPPL Darryl F. Gates Golf Tournament, which is on Monday, October 5, 2015 at Porter Valley Country Club in Northridge. The money raised goes to the Officer Needs Help Fund and LAPD Support Groups. Turriaga spoke about the 2015 Delegates Conference asking the Delegates if they know anyone willing to donate items for either the raffle or goody bags. If anyone has contacts with anyone that doesn t conflict with what we offer at the League, then please send information to LouTurriaga@lappl.org. Turriaga mentioned that the last day to pay and sign up for conference is Friday, July 24, and cancelation date is Friday, July 3. The next committee meeting is to be held at the League office on Thursday, June 25. Turriaga thanked the Scholarship Committee for their countless hours of work put into choosing this year s scholarship winners. 5 League Member: Detective David Smith, FID Turriaga stated at the next Delegates meeting is on Tuesday, July 7, and they will have the award ceremony for the 2015 scholarship winners. Turriaga informed the Delegates of an off-duty extension granted by the Department of 30 hours expected to expire on December 31, Director Adolph Rodriguez gave his committee report Director Rodriguez talked about the Political Action Committee and how they have a finalized the meeting schedule, and will start having interim meetings one hour before every Delegates meeting. If any Delegate is interested they are welcome. PAC will also have regularly scheduled meetings and everyone on the committee should have the schedule. Rodriguez mentioned that in the PAC meetings they will start videotaping the candidates. We are just waiting for the next Board meeting to get it approved. He also said the candidate questionnaires are being revamped. Rodriguez encouraged all delegates to come out to PAC meetings. Rodriguez stated at the last PAC meeting there were no endorsements, but they had Councilman Jose Huizar come out to chat with the committee on an informal basis, and they will continue to get more Councilmembers to attend meetings in the future. Director TJ Tarjamo gave his committee report Director Tarjamo mentioned that a pension update is coming up as soon as next month, and the Board will keep members up to date once decisions are made. TREASURER S REPORT Motion made by Delegate Shannon Paulson (#30253), seconded by Delegate.
