Opening of the Meeting The 11 th Meeting of ISO/IEC JTC1/SC29/WG1 JPEG meeting was opened at 9:30am, Monday, July 7, 1997 at the Sapporo Guest House, Sapporo, Japan. The meeting was hosted and organized by the Information Processing Society of Japan/Information Technology Standards Commission of Japan (IPSJ/ITSCJ). The Japanese National Body who hosted the meeting was led by Dr. Fumitaka Ono (WG1 SG JBIG Rapporteur). An opening greeting and a brief introduction to the Sapporo Guest House was presented by Mr. Sadatoshi Ono, Manager of Sapporo Guest House. 1.1 Roll call Attendance was taken. Forty three delegates representing 11 country national bodies participated in the meeting. The list of participants is given in Annex Approval of Agenda The meeting agenda (N530) was approved without revision. See Annex Organisation of this meeting 3. 1 Registration and allocation of contributions The document register (N531), is attached as Annex Meeting time allocation The meeting time allocation was approved. 3.3 Nomination of Drafting Committee A Drafting Committee for resolution drafting was formed. The following experts accepted the nomination to be members of the committee: Dr. Scott Foshee (USA, chair), Dr. Touradj Ebrahimi (Switzerland), Dr. Mike Gormish (USA), Mr. Jean Barda (France), and Mr. Ikuro Ueno (Japan). 4. Reports of the previous meeting and the interim period 4.1 Appoval of Dijon Meeting Report The Dijon meeting report (10 th WG1 meeting) was approved (N529R). 4.2 Review of 9 th SC29 Plenary Meeting The resolutions from the 9 th SC29 Plenary Meeting was reviewed (N532). 5. Liaisons and correspondences 5.1 Liaisons from SC29-2 -

3 The summaries of voting on DIS , JPEG Part 4 (N537) and CD 14495, JPEG-LS (N548) were distributed. The notice of publication of , JPEG Part 3 (N536) was distribution. Logistic information for Sydney meeting was distributed (N539)

4 5.2 Communication from Italian National Body The communication from the Italian National Body informing WG1 that they would be not able to host the March 1998 WG1 meeting was conveyed by WG1 Convener. 5.3 Communication from WG11 MPEG The communcation from WG11 MPEG (WG11N1661/WG1N568) in response to WG1 s communication to WG11 from the Dijon meeting concerning the wording of its standardized tools to prevent users from confusing the purposes and the applications was presented by Dr. Touradj Ebrahimi (Switzerland), liaison from WG Liaison to SC24 and W3C on standardization of PNG It was brought to the attention of WG1 that SC24/WG6 will take on the standardization of PNG (Portable Network Graphics), a graphics coding method for encoding palletized color graphics/image currently being considered for adoption by the W3C (World Wide Web Consortium) organization. Concerns were expressed that SC24/WG6 has not taken into the consideration of the JPEG-LS standard being developed by SC29/WG1 and the subsequent claims with PNG may confuse users of standards developed by SC29. For example, the use of JFIF file format and not SPIFF as a normative reference by SC24 does not adhere to standard procedures. The W3C position statement and requirements on their graphics standard was distributed for information (N561). A resolution was passed (Res. 5) that authorizes and encourages Mr. Richard Clark (UK) and Dr. Marcelo Weinberger (USA) to contact the W3C on behalf of WG1 concerning the relationship between JPEG-LS and PNG. A resolution was passed (Res. 20) that nominates Dr. Scott Foshee (USA) to SC29 as SC29 Liaison to SC24 and its subgroups to represents the interest of SC29/WG1, such as current activities by SC24 to standardize PNG. 5.5 Liaison to JTAG2 It was brought to the attention of WG1 that there are some concerns about the current discussions on re-engineering by JTC1 and, in particular, about the lack of representation of SC29/WG1 interest in the formation of the Business Team activity by SC24. A resolution was passed (Res. 21) that nominates which Dr. Scott Foshee (USA) to SC29 as an additional SC29 Liaison to JTAG2 with special interest in WG1 related activities. The activities on TC130 on proposed work item on color standards were reviewed. No action was taken. 5.6 Liaison to WIPO Mr. Claude Rollin (France) presented his report son the liaison activities to WIPO (World Intellectual Property Organization), N549, and to CISAC, N550. A resolution was passed (Res. 22) that renominates Mr. Rollin as SC29 Liaison to WIPO. 5.7 Liaison to NATO A resolution was passed (Res. 23) that recommends that SC29 establish a Category C liaison with NATO. This liaison is necessary due to NATO s use of SC29 standards within their standards - 4 -

5 development and profiling activities. The basis for this liaison is described in N567. Mr. Danny Rajan (USA) was nominated as liaison. 5.8 Liasion to the Independent JPEG Group and Honorary WG1 membership to Mr. Tom Lane The Independent JPEG Group (IJG), in particular, Mr. Tom Lane, has been most valuable in promoting the use of JPEG standard since its standardization. A resolution was passed (Res. 45) that expresseswg1 s appreciation to IJG in general, and Mr. Tom Lane and Mr. Andy Finkenstadt in particular, for their activity promoting use of JPEG and collaboration on web information. WG1 approves Mr. Richard Clark (UK) to communicate this to them. Furthermore, a resolution was passed (Res. 27) that authorizes Mr. Bernie Brower (USA) to invite Mr. Tom Lane to become an Honorary membership in WG1. 6. Project JTC (JPEG Part 3, Extensions) 6.1 Report on final publication of ISO/IEC The Convener reported that ISO and IEC published the JPEG Part 3 standard, ISO/IEC : 1997 and ITU-T publishes, as common text, ITU-T Recommendation T.84 (1996E) on (N536). 6.2 Report on promotional activities on SPIFF A report on the status of the prototyping of the REGAUT (registration authority) in SPIFF was reported by Mr. Jean Barda (France). Also reported was proposed revision to JPEG Part 4 on registration of images (N553), which was integrated into the Part 4 FCD (N579). Another report dealing with new tags to be registered in the MENHIR applications was presented (N554). A resolution was passed (Res. 10) supporting the continued prototyping efforts of the French National Body in the area of SPIFF Registration. It is requested that a draft version of the registration scheme be circulated to National Bodies participating in WG1 for comment a minimum of 60 days prior to the Sydney meeting. 6.3 Proposed amendment to A resolution was passed (Res. 9) supporting the concept of the draft amandment to support VERS and Compression Type Fields noted in N576. WG1 delegates authority to the JPEG Part 4 Ad Hoc Gorup to create the Proposed Draft Amendment (PDAM) before the Sydney meeting. 7. Project JTC ( ) JPEG Part 4: Registration Procedure for JPEG Profile, APPn Marker, and SPIFF Profile ID Marker 7.1 Report on results from Dijon meeting The summary of voting on DIS was received (N537) and an edited CD based on USNB comments (N535) was produced in N Disposition of comments on DIS An ad hoc group, chaired by Dr. James Kasner (USA), was formed to work on the disposition of comments on the DIS. The ad hoc group issued its report (N581), Annex 4, and was passed in Res. 6. A disposition of comments on DIS was issued (N582) and was passed in Res. 7. Finally, WG1 approved, in Res. 8, N570 as a second Final CD and recommends that SC29 submit it for a letter ballot

6 7.3 Plan for further development An ad hoc group, chaired by Mr. Danny Rajan (USA), was formed with the authority delegated by WG1 (Res. 9) to create a WD before the Sydney meeting on the Proposed Draft Amendment (PDAM) to JPEG Part 3 to support changes to VERS and Compression Type Fields (N576). 8. Project JTC (14495-Lossless Compression of Continuous-tone Still Pictures) 8.1 Final results of Dijon meeting Progress from the 10 th WG1 meeting in Dijon was reviewed. 8.2 Report on results after Dijon meeting Document N538 was presented by Dr. Marcelo Weinberger (USA) addressing the worst cast expansion in JPEG-LS. It was shown that by introducing a slight modification to the Golumb encoding procedure in CD 14495, limiting the maximum code word length per sample, such worst case behavior can be avoided. An ad hoc group, chaired by Dr. Weinberger, was formed to consider documents submitted (N556, N546 and N547). 8.3 Editing committee on Committee Draft The summary of voting on CD was registered as N548 and comments of CD from Israel NB was registered as N563. A disposition of CD comments on CD was issued as N578 and was approved in Res. 2. The Final CD was issued as N575 and was approved in Res. 3 to be forwarded to SC29 for letter ballot. 8.4 Plan for further development A report by the JPEG-LS ad hoc group was issued (N579), Annex 5, and was approved in Res. 1. The action plan before the Sydney meeting was agreed as follows: (1) synchronize implementations of LOCO-A (HP, Canon and Mitsubishi); (2) study other bias cancellation switching mechanisms (Canon); and (3) redesign the state transition for [A-MELC + State-transition] Coder (Mitsubishi and Don Speck). It was also agreed that the final algorithm will be frozen during that meeting and a WD will be started. A resolution was passed, Res. 4, delegating authority to the JPEG-LS ad hoc group, chaired by Dr. Marcelo Weinberger (USA) to process the results of the FCD ballot and generate the DOCR. 9. Project JTC ( Compression of Multiple-Component Still Pictures) 9. 1 Report on results from Dijon meeting Results from Dijon meeting was reviewed by Multiple-Component ad hoc group chair, Mr. Bernie Brower (USA). A working draft, N558, was issued at the meeting. 9.2 Discussion on convergence of proposals No new proposals were submitted. The action s fo the the ad hoc group was to continue the effort in the development of the WD. 9.3 Editing Committee on Working Draft A working draft, N558, as issued by the editing committee was approved in Res Plan for further development The ad hoc group continued its work and a report was generated (N583, attached as Annex 6) and was passed by WG1 in Res

7 9.5 Patent issues There was no discussion on the patent issues. 10. Project JTC ( JPEG 2000 Image Coding System) 10.1 Report on results from Dijon meeting The CD-ROM of the test image for JPEG2000 was distributed and N559 contains the distribution of the CDs before this meeting Presentation on JPEG 2000 Architecture Framework proposals The following presentations were submitted and presented: N533 - "Adaptive compression mode for a JPEG2000 toolbox architecture" by Mr. F. Gilbert (France) N540 - "An architectural framework for JPEG 2000" by Dr. C. Cristopoulus, et al (Sweden) N541 - "Modular Compression Architecture Protocol" by Mr. V. Vaughn (USA) N542 - "ITU-T Mixed Raster Content model as JPEG 2000 architectural framework" by Dr. P. Marchand (USA) N543 - "The BOULD imager" by Dr. P. Marchand (USA) N544 - "CREW architecture and file structure" by Dr. M. Gormish (USA) N560 - "Some preliminary results on comparing DCT versus wavelet based image compression" by Dr. T. Ebrahimi (Switzerland) Ad Hoc Group for JPEG2000 An ad hoc group, chaired by Dr. Scott Foshee (USA), was formed. Its report issued in N571 (attached as Annex 7) was approved in Res. 13. The test plan for JPEG2000 algorithm submission in the Sydney meeting (N557) was approved in Res. 14. The post Sydney test framework as issued in N572 was approved in Res. 15. An architectural requirements and objectives document for JPEG 2000 was issued (N573) and was approved in Res. 16. WG1 further approved in Res. 17 that authorizes the JPEG 2000 ad hoc group, chaired by Dr. T. Ebrahimi, to develop revision 1.1 or the JPEG 2000 architectural requirements and objectives document by the Sydney meeting. A summary of the architecture requirements discussions was collected and issued in N569. A reflector with the address Error! Bookmark not defined. was set up to facilitate discussion on the JPEG2000 architectural requirements. WG1 also approved, in Res. 18, supplemental questions (N574) to the Call for Contributions to JPEG The two additional questions are: 31. Can this algorithm compress both color and luminance indifferently, including the proposed functionalities? 32. Does this algorithm provide the possibility to process arbitrarily shaped objects? The desire of WG1 to have a response to these questions shall be conveyed to all known potential JPEG2000 contributors, but a response will not be required as part of the September 20 submission nor absence of a response be considered negative in the Sydney meeting

8 10.4 Plan for further development The near term schedule for JPEG 2000 Architectural requirements is set as follows: Deadline for comments on Version 1.0 Aug. 1 Draft Version 1.1 released via reflector Aug. 15 Deadline for comments on Version 1.1 Sep. 15 Final Version 1.1 released Sep Report on Internet administration 11.1 Report from WG1 webmaster With the kind cooperation from the Independent JPEG Group (IJG), the WG1 website can be found at the address Error! Bookmark not defined.. A meeting fee of USD50 or Yen 6,000 was collected from each meeting participant by the Webmaster, Mr. Richard Clark (US), to cover the expense of running the WG1 website. The Webmaster's report was issued in N566 and is attached as Annex Identify hosts and specify dates for future meetings The meeting schedules for future WG1 meeting were passed by WG1 (N503, Res. 18): August Vancouver, Canada (JBIG only) November Sydney, Australia (co-located with SC29) March Switzerland (to be confirmed by Aug. 1) July Denmark November Tucson, USA 1999 March Korea 1999 July Canada 1999 November Netherlands 2000 March Rochester, New York, USA 13. Other business 13.1 Motion JPEG FAQ and ad hoc group With the launch of WG1 JPEG Website, there have been numerous questions asking for information on motion JPEG. A resolution was passed (Res. 19) that delegates authority to an ad hoc group, chaired by Mr. Richard Clark (UK), to create a FAQ on Motion JPEG Naming of authors in WG1 documents and standards A resolution was passed (Res. 24) that recommends and provides guidance to its editors and authors to mention the name(s) of author(s) and all references (editor, title of the Newspaper or book, etc.) to previous contributions where possible. This request is in accordance with international convention as described in N 551 by Mr. Claude Rollin (France)

9 13.3 Study ad hoc group on potential NP on IPR Protection Mr. Jean Barda (France) presented his document N555 concerning a proposal, Multi-Purpose Image Factory, for New Item Work that addresses the need of IPR Protection for still images. A resolution was passed (Res. 25) that approves the formation of an ad hoc group, chaired by Mr. Jean Barda (France), to study the issue of still imagery content protection. This group will provide a report at the Sydney meeting recommending future action, potentially including a NP and a Working Draft Liaison to WG11 on IPR A resolution was passed (Res. 26) that requests that Mr. Claude Rollin (France) to be the WG1 liaison to WG11 at the next WG11 meeting concerning the activities of the IPR ad hoc group. 14. Resolutions The meeting resolutions are contained in document N577, attached as Annex Closing of the meeting The meeting was closed at 12:30pm on Friday, 1997 July 12. WG1 expressed its sincere thanks and appreciation to the Japanese National Body and the Information processing Society fo Japan/Information technology Standards Commission of Japan (IPSJ/ITSCJ) for hosting of this meeting. WG1 also extended its sincere thanks to the staffs of Sapporo Guest House for their support of the meeting

16 Annex 4 JPEG Part 4 Ad Hoc Group Report The ad hoc group has made the following edits to the CD of ) Section 5 of the document which describes the registration procedures has been completed. 2) A new registration type, registration of REGAUTs, has been added. REGAUTs or Registration Authorities are entities registered through the national bodies for the purpose of image or content registration. ITU-T Recommendation T introduced the concept of a REGAUT. 3) Many of the tables in Annex A and Annex B have been removed. This significantly reduced the size of the document and improved its readability. 4) Various edits from reviewers and the national bodies comments from the DIS balloting have been addressed in the final CD. 5) An example of compression type and REGAUT registration have been added to Annex B. 6) The NITFS Lossless JPEG Profile has been moved to Annex B section 1. No JPEG lossy (DCTbased) profile will be included in the document

17 Annex 5 JPEG-LS Ad Hoc Group Report The JPEG-LS AHG worked on two sources of modifications on CD14495: a) Comments from the national bodies of Israel, Japan, and the US. b) Document N538 (JPEG-LS with limited length code words). The comments from the national bodies were addressed and a DOCR document was created. Document N538 was presented and discussed, and it was unanimously agreed that the proposed modification, which limits the worst case expansion in JPEG-LS, is highly desirable and must be incorporated into CD Based on this input, CD14495 was modified, and the AHG recommends to elevate the resulting document to the status of FCD. This document should be electronically available by 7/16/1997. The necessity of accelerating the creation of an amendment to JPEG Part 3 in order to support JPEG-LS was discussed, and it is recommended that an AHG be formed for this purpose. In addition, three contributions pertaining to the JPEG-LS extension were presented and discussed. Document N556 was presented by Mr. Hiroshi Kajiwara (Canon), with two proposals to modify LOCO- A. The first proposal is a slight modification of the Predicted Value Control mechanism, and achieves a slight improvement for sparse histogram images. The second proposal is to avoid the feedback of large errors for bias cancellation, and achieves an improvement which can be non-negligible for some images. The difference between Canon s and HP s original LOCO-A implementation could be affecting the results, and further investigation to match conclusions was encouraged. For the second proposal, the fact that the bias cancellation sometimes deteriorates the compression factor was shared and other ways of bias cancellation switching mechanism were encouraged to be studied. Document N546 was presented by Mr. Ikuro Ueno (Mitsubishi), with two proposals on the radix-255 arithmetic coder (CJ-Coder). The first proposal introduces interval subdivision in A-MELC (Over Half Processing) in the radix-255 coder. This improves the processing speed with negligible impact in compression. The second proposal is the suspension of MPS counting if the probability of LPS takes the minimum value. This provides an improvement in compression for some images with negligible impact in complexity. Document N547, which is proposed by Mr. Don Speck (UCSC) was presented by Dr. Fumitaka Ono (Mitsubishi), who is familiar with this research area. Don s conclusion is to adopt a combination of the interval subdivision of A-MELC and a state transition type probability estimation with renormalizationdriven update. It was conjectured that re-designing the state transition rule could realize an adaptive coder with less than 1% performance deterioration with respect to a static coder. It was considered that such combination will be the best if not too many states are required and fast enough tracking is achieved. The specification of the arithmetic coder was therefore deferred. The action plan before the Sydney meeting was agreed as follows: Synchronize implementations of LOCO-A (HP, Canon and Mitsubishi)

18 Study other bias cancellation switching mechanisms (Canon) Redesign the state transition for [A-MELC + State-transition] Coder (Mitsubishi and Don Speck) It was also agreed that the final algorithm will be frozen during that meeting and a WD will be started

The working draft was distributed at this meeting. Several sections require more effort for the next meeting. The actions of the adhoc group is to continue the effort in the development of the working draft. Dae Gwon has taken responsibility for the shape coding section, Val Vaughn has taken responsibility for the sections on non-linear scaling and resampleing. Bernie Brower has taken responsibility for the editing and further development of all other sections. Jim Kasner has taken responsibility to check the syntax

20 Annex 7 JPEG 2000 Ad Hoc Group Report The JPEG 2000 ad hoc group met during the Sapporo meeting and addressed several topics: (1) Sydney Test Plan (2) Test Framework post Sydney (3) Draft Architectural Requirements and Objectives. (4) Supplemental Call for Contribution Questions Sydney Test Plan The test plan for the Sydney Meeting was presented by Mr. Bernie Brower. This plan describes the preparation and testing procedure that will take place from the close of the call for contribution (as defined by N505) through the Sydney meeting. Its principle content is the procedure for the actual testing that will take place at the Sydney meeting. Integrated Test Framework The JPEG 2000 ad hoc received a report and briefly discussed potential components of testing beyond the Sydney meeting. This included the identification of the need to provide testing support during the convergence process and as a final check after convergence. Additionally, it was noted that National Bodies could additionally carry out their own testing and submit it to WG1 as a supplement to any testing planned by WG1. This discussion was documented as a draft framework for post Sydney testing and evaluation for JPEG Draft Architectural Requirements and Objectives The JPEG 2000 ad hoc spent significant time discussing the architectural presentations provided by several contributors. The approach taken during these discussions was to identify the requirements used by the contributors to develop their architectural submissions. These requirements were then considered as candidate requirements for JPEG There was a lack of concrete consensus concerning how the results of this discussion should be considered whether they could be final or candidate, or whether they were objectives or requirements. While some members of the committee desired to have a final set of architectural requirements result from the discussion, the fact that additional architectural submissions are allowed by N505 prevented final decisions. Additionally, the lack of the selection was considered by some to prevent the selection of an architecture. Finally, the ad hoc determined that the best course was to acknowledge that at best we could develop a draft set of objectives and requirements subject to revision with the ultimate goal of selecting architectural requirements at the Sydney meeting. Toward this end, the ad hoc developed a development plan for the document that will extend past the Sapporo meeting. This plan is as follows: July 11 Final Version 1.0 released Aug 1 Deadline for comments on Version 1.0 Aug 15 Draft Version 1.1 released via reflector Sept 15 Deadline for comments on Version 1.1 Sept 30 Final Version 1.1 released to all of WG1 via the WG1 Web site

21 Supplemental Call for Contributions During the discussions of the JPEG 2000 ad hoc, it was noted that there were two areas not covered by the N505 questionnaire. It was decided to develop a supplement to N505 that addressed these two topics. These would be distributed to all know contributors as a request for information but would not be a required submission

22 Annex 8 WG1 Webmaster Report (excerpts) Following some delay, the IJG have now pointed their name server firmly at our site, and it can thus be found as at last. The solution is still not entirely satisfactory as it is possible that at some future date Demon Internet from whom we rent the space may move the machine to a different IP address, and they know it as still. This should not prove a problem in practice, and we are gradually taking action to resolve this transparently from the user base. We are still grateful to Tom Lane and Andy Finkenstadt of the IJG for their assistance, and I am sure we will welcome them informally to all areas of our site. The site continues to generate levels of interest, and we are answering about 2-3 s a week, mostly requesting access to the whole site. We have adopted a policy of asking them to contact their national body representative, and I should be very grateful to be supplied with a formal set of names by all HoDs willing to act in this role. I am in urgent need of additional support from people willing to write text (especially from JBIG) - don t worry about the HTML. If you it to me I will get it ported to the site. Please indicate where the text should be linked to and whether it is new or a replacement for existing text. I also need a small group of people willing to act as reference points to reply to mail - ideally I would like to set up a sort of question and answer point of call for technical issues, which we can turn into a general FAQ. I emphasize that I have no interest in replacing Tom Lane s existing JPEG FAQ, only in augmenting it. He may of course be interested in an official newsletter type addendum to his existing FAQ, but we can discuss how we proceed with this at the Sapporo meeting and by
