1 Canadian Association for the Study of Adult Education L Association Canadienne pour l Etude de l Education des Adultes 2013 Annual General Meeting Tuesday June 4, 2013 Minutes Presenters: Shauna Butterwick, Carole Roy, Behrang, Darlene Clover, Note taker: Hongxia Shan 1. Opening and Welcome (Shauna Butterwick & Carole Roy) Shauna paid tribute in memory of Phyllis Cunningham ( ), Paula Allman ( ), Alan Tough ( ), and Roxana Ng ( ). 2. Approval of Agenda All in favor of the agenda 3. Presidents report: (Shauna & Carole) Shauna: - Introduced the board members served on the board last year: Carole and Shauna as co-presidents; Behrang as treasure; Hongxia secretary; Regional representatives: Amanda, Melisa in Atlantic region, Arpi in Quebec, Nancy in Ontario, Karen from Prairie, Jude for the West, Cindy for the North. - SSHRC cut funding for student travel. The board sent several letters to SSHRC to protest. Executives decided to set aside $2,000 to support students and under-waged presenters at the conferences. - Thanked Darlene Clover, program chair of CASAE, and she was backed up with a team of volunteers for the conference: Laura, Balerina, Cortez, Mandy, Lauren, and Carolyn, - Lifetime achievement award: no nomination was received. Leonard English was chair of that committee along with Bill Fallis and Shauna as committee members. - Website renewal: will be adding color, links, pictures. If there any ideas of how that website looks like, send Shauna s. - Bumper year of publications. Reception for CASAE: Thompson publishing passed on the proceeds of the CASAE books to CASAE, and Keith Thompson to be made honorary guest at the banquet. Carole: - Thanks to people instrumental in the organizing of the conference and in general affairs of CASAE: Maureen Cody for helping reviewing the papers, Kaela Jubas for conference dinner, Colleen Kawalilak and Janet Groen for putting together the conference proceedings, Patti for her help with the

2 constitution, Donovan for the help with the journal, Tim for his help all the time, Jacqueline for the help with students pre-conference, Robert Mizzi for selecting the Allen Thomas award. Leona English and Bill Fallis for the lifetime award, and Erin Careless for organizing the poster session. Everyone was given a card, an original painting by Carole. - Nancy Tabor has agreed to do CASAE conference next year in Brock, Ontario. - The executive held four conferences calls; all executive except for the copresidents agreed to continue with their positions. - We continue to build Francophone connections. We received Francophone submissions and reviewers were found for these papers. Thanks to Deni Gautron who was the volunteer translator. The session went very well. Plans are in place to link with the 2015 ICAE conference in Montreal; this will be a good way to keep the Francophone connection alive. - Constitution and by-law dealt with; we will deal with these later in the agenda. 4. Financial/Auditor Report - Behrang Foroughi - CASAE is in a healthy financial situations. Members were invited to review the distributed report. Darlene Clover moved that the budget be accepted, Budd Hall seconded, passed with no objectives or abstentions. - Behrang recommended that CASAE appoint Mac Duff as auditor Janet Groen moved, and Amanda Benjamin seconded. Passed, not objectives or abstentions. 5. Nominations for executive (Shauna) - Shauna moved that the nominations for co-presents for Jude Walker and Kaela Jubas be accepted. Amanda Benjamin seconded. Passed unanimously. - Shauna moved that nominations be accepted for executive members who are continuing including: Hongxia Shan (secretary), Behrang Fouroughi (treasurer), Nancy Taylor (Ontario rep); Jude Walker (BC), Karen Magro Prairies), Cindy Cowan (North), Melissa White & Amanda Benjamin (Atlantic). Susan Brigham seconded; passed unanimously. 6. Constitutions and by-law changes (Carole) - Thanks to Patti for her past work on this, Tim for all his advice and Behrang for the visual for the presentation - In general, the changes relate to language that is not inclusive, spelling and typos as well as changes to composition of the executive/board. - The procedure is as follows: the proposed changes were reviewed by the executive, changes were sent to membership for review a month prior to the

3 AGM; now presenting them to the membership at the 2013 AGM. There are legislative changes that impact non-profit societies and so Tim will pass on today s approved changes to lawyers for review. Further changes emerging from this legal review are likely so at the 2014 AGM, these changes will be presented for discussion and voting. 6.1 Constitution Changes: - Change article five: composition of the board. Include co-president. Include a position of president elect to offer continuity and renewal. Always one person new and one person from the past. Treasure and secretary used to be one person; separate the two positions. Add two new members: Student/postdoc and sessional representatives to alternate annually. Five regional representatives remain the same. Discussion: Constitution structure not reflecting the practitioner based tradition of adult education. Shauna indicated this has been discussed at executive and she recommended that the new executive discuss this further and additional practitioners rep could be include in the second round of revision for the by-laws Friendly amendment proposed: rather than having students alternating with post doc and sessional, have two new positions. Friendly amendment accepted Friendly amendment proposed: Presidentship has gone from presidents to co-presidents. There are two representatives in some regions, thus representative should be pluralized and regional co-prepresentative added. 6.2 Article 6: Election: call for nomination sent by secretariat six weeks before AGM. Communication to secretariat, to Tim, then back to the executives. Election will take place in AGM. Need the formal voting of membership to be elected. When people are elected, they become immediately effective. Finance: the annual due determined at each AGM. No further change. Motion: Paul Kolenik moved; Tom Nesbit seconded; passed unanimously. 6.3 Change in by-law: 1) Language: gender inclusive 2) Delete seal do not use it. 3) Head office: was in Montreal, it is in Ottawa 4) Electronic welcome notice sent to members from secretariat. 5) Board of directors constitution- Northern Territories. Regional representatives for two years. 6) Board of directors: typo.

4 7) Directors hold positions for two years. 8) Power of directors outlined in item6: legal language during next round of changes use plain language. 9) Officers: same as constitution executives; election procedure same as the constitution Motion: Tom Nesbit moved; Erin Graham seconded. Passed unanimously 7. Approval of 2012 AGM Minutes Motion: Susan Brigham moved and Erin Graham seconded; passed unanimously 8. Allen Thomas Best Student Paper award Robert Mizzi, previous award winner and chair of committee noted that 22 entries were received. With support from the executive, three awards (instead of one) are to be given with three honorable mentions. Robert thanked Dave and Lisa for adjudicating the awards. Honorable Mentions: Elizabeth Bishop: Transformative learning through self-reflective practice in the helping professions: a narrative analysis Elizabeth Henry: Learning our neighborhood histories: A search for decolonizing place-based pedagogies; Jon-Erik Lappano: Networking the natural: Environmental adult education in the digital age. Winners: Stacey Crooks: Talking to practitioners about poststructuralism Joseph, Sawan: Understanding and overcoming alienation through anti-poverty organizing: Case studies from Toronto; Jonathan Fisher: Isabel Wilson: Unsung hero of the CAAE & Citizen s Forum CASAE Publications: a. Royalties from Thompson Educational Publishing; we received a cheque from Thompson Ed publishing. b. CJSAE Report Donovan Plumb Only a few days away from the spring edition. Early in 2014, there will be a special issue exploring the place of adult education programs in faculties of education across Canada guest edited by Janet Groen and Colleen Kawalilak will serve as our guest editors. Working with MSVU Library, the CJSAE received a grant to get have all back issues put online. All of the back issues will be open access. We are working on making the website function well and Tim and

5 Donavan are responding to people s concerns about the journal. As new issues come up, subscribers will get notifications. Presenters at the conference and others were encouraged to submit manuscripts. Reviewers need to respond in a timely manner so publication is not delayed. CASAE members are to let Donovan know if you want to serve as reviewer. Working on having francophone articles; Donovan has been working with Robert McGray; Francophone presence is important for the journal. French reviewers are encouraged to contact Donovan. SSHRC funding has been sought to support the development of the French side of the journal. Donovan thanked the current Board members: Nancy Taylor book review editor. Robert McGray (Concordia), Susan Brigham (MSVU), Jennifer Kelly (UofA), Elizabeth Lang (St.FX), Tanya Brann-Barrett (CBU), and student representatives, Scott MacPhail (MSVU) and Erin Careless (MSVU). 10. CASAE Newsletter: Rose Dyson Rose indicated appreciation to CASAE for the opportunity and the honorarium. She drew attention to an award Bill McQueen, the other managing editor, received in Toronto for his outstanding work as film producer addressing issues of diversity. Bill is an accomplished film producer. 11. UNESCO Report Tom Nesbit Tom is the CASAE representative of the Canadian commission at UNESCO; a report that the commission has worked on for a couple of years is available with more details on line. The long time secretary general of the Commission, David Warden retired this year; he has been a strong supporter for adult education. Replaced by Myriam Montrat, previously director of discrimination prevention of Canadian human right commission. UNESCO is undergoing financial difficulty after Israel and US withdrew support. Canada has frozen their funding which has resulted in UNESCO reorganizing internationally. Canadian commission will lay out the priority and how organizations can better support UNESCO; details to be posted online. Organizing international learners week Mar 29-April 6 th. The impacts of the learners week has been patchy. Tom suggested that CASAE regional representatives think how to promote it. For the 2008 CONFENTIA Six, Canada required to submit a report as a follow up to the conference. Responsibility left to the Ministers of Education in Canada. The report focused on provincial activities, nothing regional. 12. Darlene Clover, on behalf of Budd Hall shared a new initiative called Reviving a Commonwealth Adult Education Association. The Commonwealth is a voluntary association of 54 countries that support each other and work together towards shared goals in democracy and development. The revitalization process has been initiated by Martin Chinga, a Kenyan adult educator who founded and

6 operates the Myton Community College in Hull, U.K. A meeting held at the Commonwealth Foundation in November 2011 encouraged him to review the history, and complete a detailed report on CAETA, which includes commentary on recent trends in adult education. For information on how to get involved, please contact Martin martin@mytoncommunitycollege.or.uk 13. Future Conferences: 2014 Nancy Taber will be the contact person for Congress at Brock. In addition to pre-conferences, a long-distance bike trip is in the plans. There isn t a lot of accommodation in St. Catherines, so it is recommended that people carpool and stay in nearby towns such as Niagara Falls or Niagara-on-the-Lake CASAE will not join Congress in Ottawa, but instead it will attend the 2015 World Assembly for Adult Education being held in Montreal Donna Chovanec proposed that CASAE be held at the University of Alberta and that the association consider inviting AERC to join. 14.
