2 Call to Order and Welcome Dave Zartman, WIB Chair, called the meeting to order at 10:02 a.m. Mr. Zartman welcomed Mike Glaser, representing U.S. House Representative Glenn GT Thompson for attending today s meeting. Dave acknowledged that this will be Eric Hussar and Susan Everett s last Workforce Investment Board meeting. Eric was recently appointed Commissioner for the PA Fish and Board Commission for Region 5 by Governor Corbett. Susan has a new job at Susquehanna Health. Dave thanked them both for their years of service and commitment to the Workforce Investment Board. Commissioner Pete Smeltz, LEO 2 nd Vice Chair, welcomed all the members and guests to the meeting. Public Comment Dave Zartman called for public comment. No public comments were made. PA CareerLink Consortium Update Erica Mulberger, CPWDC Executive Director, provided the Consortium update. Erica congratulated Bruce Jones on his promotion to Assistant Regional Director, Bureau of Workforce Partnership & Operations with the Pennsylvania Department of Labor & Industry. Lycoming County Updates: Jill Walter is the new CareerLink Administrator for Lycoming County. Lycoming County held 14 employer recruitments in November. The Lycoming County Employer Services Representative (ESR) continues to meet with human resource representatives from local business to discuss services available. Reynolds Ironworks was referred to the PA CareerLink by a participant who was recently hired. Clinton County Updates: The Clinton County ESR has been working with Keystone Central School District as they begin to transition to online applications. Mifflin County Updates: A holiday open house is scheduled on 12/9 for the entire community. The Business Consultant position added last year has resulted in an increased focus on employer needs through employer trainings like; Lunch and Learn and supervisory training. The Juniata Valley Member Service Area of the Human Resources Association of Centre County was established which includes human resource representatives of Mifflin, Juniata and Huntingdon Counties. A Mifflin County Advanced manufacturing Industry Partnership was created. Centre County Updates: The two smaller sites in Bellefonte and State College were combined into a larger site located at the Match Factory in Bellefonte. The grand opening event was covered by local media and featured on WTAJ news. The site will be hosting additional employer recruitments and special events for job seekers and employers at the new Bellefonte location. The average number of daily customers for October and November has doubled since combing the two small locations into one larger location. Northumberland/Snyder/Union County Updates: The Healthcare Awareness day had 37 employers, vendors and schools in attendance. The event provided information for job seekers who are interested in the healthcare industry. The Milton Career Fair had over 200 students from six different schools from 5 th -12 th grades. Students learned about different career paths. A Rapid Response meeting was held for 25 Merck salaried employees. 2 WIB and LEO Board Joint Meeting December 10, 2014

3 The final Rapid Response transition team meeting was held for Windsor Foods; 64% found employment, of the remaining 36% that did not, 75% of that group did not attend any transition meetings. Six employer recruitments were held in November. Transportation Tuesday continues with various educational providers and businesses discussing various job openings and training available related to transportation in various industry sectors and CDL training. LEO County Updates Commissioner Pete Smeltz provided a PowerPoint presentation outlining how Clinton County is pursuing economic growth in the region through manufacturing and the gas industry. The County recently received a $3 million road expansion with the help of First Quality and SEDA COG. This expansion will produce over 184 jobs beginning in Commissioner Smeltz discussed how Clinton County is looking to become a tourism spot for the region. WIB and LEO Board Action Items WIB Non Consent Agenda and Committee Reports Dennis Greenaway made a motion to approve the minutes from the September 10, 2014 joint WIB/LEO Board meeting. Teri MacBride seconded the motion. The motion was unanimously approved (23 members voted in favor). Todd Taylor made a motion to approve the December 10, 2014 Consent Agenda Action Items. Chris Minnich seconded the motion. The motion was unanimously approved (23 members voted in favor). Audit/Finance Committee Dean Girton, Audit/Finance Committee Chair provided the following updates. The financial expenses for the 1st quarter of Fiscal Year 2015 are included in the board book. The first report shows the expenses for each grant and funding source for CPWDC. The total expenditures are currently $1.9 million or 16% of available funds. The second report shows CPWDC s Operating budget with current expenditure rate of 16.4%. The anticipated expenditure rate is 25%. The individual line overages on CPWDC s operating budget are explained in the footnotes. The third report shows Central Susquehanna (CSO) has expended 27% of their contract budget, and Tuscarora Intermediate Unit (TIU) has expended 27% of their contract budget. Both subcontractors are on target to fully expend by year end. The Consolidated Resource Sharing Agreement Expenses report shows the total PA CareerLink operating costs shared by the PA CareerLink partners. The expenditure rate is on target at 24%. The Training Obligations report is through December 5, To date 95 individual training account scholarships (ITA) have been awarded for classroom training, 18 participants are currently receiving on-the-job training (OJT). Also included in the board book are the FY 2015 Budget Update Reports. There is an overall increase in FY 15 revenues of $406,798 which includes $300,000 for a Job Driven National Emergency Grant (NEG) to train unemployed individuals through 2016, an additional $96,000 in EARN performance funds, plus $12,000 for participating in the Gold Standard Evaluation. Budgets for both CSO and TIU increased due to performance funds that were earned as part of their OSY and EARN contracts. CPWDC budgets and the training budgets were increased with the receipt of the new Jobs Driven NEG. The Audit/Finance Committee is scheduled to meet on January 28, Employer Strategies Committee Erica Mulberger reported that the Committee met on November 3 rd and discussed the next steps in getting a Registered Apprenticeship Program for Mechatronics in the region starting with a group from Columbia County Manufacturer s that is using the model established by Lancaster County. 4 training providers that can offer the curriculum online. becoming AMIST level 1 certified. Pennsylvania College of Technology is working on The Jobs1st grant partners with Economic Development Partners to date; 158 of the proposed 350 business have completed the assessments identifying training needs. Starting in January we will be offering training to the business that completed the assessment to help meet their identified training needs. Several employers are seeking soft-skill, leadership, team building and management training. The Committee is scheduled to meet on January 19, Governance Committee Chris Minnich, Governance Committee Chair reported that that the Committee met via conference call on October 29 th. The Committee reviewed how the current WIB membership aligns with the new Workforce Innovation & Opportunities Act (WIOA) requirements. The Committee started discussion with the LEO and WIB members on reducing the size of the WIB making meetings more manageable, and easier to establish quorums while maintaining input from related partners and business communities. The current CPWDC bylaws & LEO agreement require a minimum of 36 WIB members (2 private sector members from nine counties plus two regional private sector members) the only way to reduce the size of the WIB is to reduce the number of private sector members for each county. The Committee suggested adding non-wib members to standing Committees to maintain the connection with related partners and businesses enabling us to recruit those Committee members to join the WIB after they have an understanding of the organization. The Governance Committee will meet via conference call in Local Management Committee Korrie Lucas, CPWDC Operations Manager reported that the Committee met on October 28 th. The Committee adjourned to an Executive Session to discuss Central Susquehanna Opportunities (CSO) and Tuscarora Intermediate Unit (TIU) contracts. In 2010 the LMC released and RFP for EARN services that was awarded to CSO and TIU from July 1, 2011 June 30, Included in the contract was an option to extend the current contract for one year at the discretion of the LMC. The LMC discussed current services, initiatives, performance and the new program design to determine whether to release an RFP or extend the current contracts. The LMC approved a motion to extend the EARN contracts to CSO and TIU for the period of July 1, 2015 through June 30, 2016 with program and performance expectations and budgets to be established by the LMC. The Executive Committee approved the motion at the November 7 th meeting. The EARN Program changes were effective July 1, The LMC is concerned about the ability to realize all PY performance funds. The measures met during PY will result in funds released from the PY budget; meaning measures met after PY will result in funds being released from the subsequent budgets; never earning 100% of the performance funds from this year s budget for participants enrolled in the 2 nd half of the PY who don t have enough time to be included in the increase in hours worked and retention measures. There will be a mid-year reconciliation of expected enrollments, not a year-end reconciliation. If the enrollment numbers at mid-year are higher than expected, there will be a one-time adjustment to reduce the payments that have already been made for each performance measure. If enrollment numbers at mid-year are lower than expected there will be a one-time adjustment to increase payments that have already been made for each performance measure. The number of expected enrollments in the first six months will be multiplied by 2 to determine the reconciled expected enrollments for the year. The LMC will continue to monitor performance for placement, retention and increased in hours worked. Included in the board book behind Tab 6 are the EARN Placement and Performance Based Funds Distribution report that showed detail of the performance funds earned to date by CSO and TIU. 4 WIB and LEO Board Joint Meeting December 10, 2014

5 The Local Management Committee is scheduled to meet on February 24, Personnel Committee Teri MacBride, Personnel Committee Chair reported that the Committee met via conference call on October 1 st to discuss the renewal of for CPWDC s health plan. The Committee reviewed various health insurance plan options that would reduce the financial impact on both CPWDC and staff. The Committee selected a Geisinger HMO plan with a $250 single/ $750 family deductible with a 15% increase in premiums. CPWDC has hired Karen Gehers as the Finance Manager. Karen has a Bachelor s Degree in Accounting and an Executive MBA. Alexa DeBaro was hired to fill one of the two Workforce Coordinator vacancies. Alexa has a Bachelor s Degree in Psychology and is overseeing the EARN and In-School-Youth programs (ISY). Policy & Performance Committee Jim Beamer, Policy and Performance Committee chair reported that the Committee met via conference call on October 24 th. The Committee reviewed the PY st Quarter Common Measures that is included in the board book. The report shows five Adult and Dislocated Worker measures were met, and the DW entered employment measure was exceeded. The PA CareerLink Policy contains a Priority of Service provision that if CPWDC runs low on training funds, those funds will be restricted to low income Adults or Veterans. The Priority of Service was implemented in October Adults and Veterans who are not low income or veterans are placed on a waiting list as CPWDC awaits word from the state on additional Rapid Response monies. The WIB discussed how many participants are currently on the wait list. Erica reported that there are between 5-10 participants on the wait list, and that we ve moved participants to various funding sources so they can begin and continue training. Also included in the board book are reports comparing the ITA and OJT expenses from all PY 13 compared to July 2014 through October 21, 2014 for PY The report shows more participants are receiving ITAs compared to last program year. 71 participants entered classroom training from July to October compared to 62 participants for all of last program year. The report indicates that the revised ITA policy has reduced barriers for participants to enter training. The Committee is scheduled to meet on January 23 rd at Playworld Systems, Inc. in Lewisburg. Youth Council Jay Alexander, Youth Council Chair reported the Committee met on October 10 th. The Youth Council continues to discuss integration of the in-school youth (ISY) staff in area school districts. Included in the board book is a list of schools that receive full program services. The WIA ISY program is offered to students in 11 of the highest priority schools districts. WIA ISY staff are integrated and operating the full program in Career & Technical Education (CTE) schools. The Youth Council will continue the discussion about where integration has been the most successful and where it might need to be reconsidered. Once WIOA regulations are known, the Youth Council will be more informed to make decisions. The Youth Council continues to monitor performance and achievement of the benchmarks linked to attainment of performance funds. CPWDC sent a performance improvement plan requirement to both CSO and TIU based on 3 rd Quarter Common Measure Report. The Youth Council requested information about the factors that led to not meeting performance, what actions have been taken to improve performance to date, and what plans were made to improve performance. The Youth Council reviewed the subcontractors responses during an Executive Session. CSO response was comprehensive and met the expectations of the Youth Council. The response from TIU did not explain how TIU is responding to identified challenges. The Youth Council allowed TIU to submit a revised response which was found to be more adequate since it incorporated strategies that CPWDC and the Youth Council require. 5 WIB and LEO Board Joint Meeting December 10, 2014

6 The Youth Council found the monitoring response from Henkels & McCoy acceptable and acknowledged that Henkels & McCoy continues to work well with the youth being served. The Youth Council is scheduled to meet on January 15, LEO Action Items Commissioner Smeltz reported that a quorum was not present, and no actions would be taken. Presentation: ShaleNET: Linking Talent to Opportunity Mr. Zartman introduced Tracy Brundage guest speaker from Pennsylvania College of Technology to discuss ShaleNET: Linking Talent to Opportunity. Tracy provided the board with copies of the PowerPoint presentation, and brochures on ShaleNET. The PowerPoint presentation included an overview of ShaleNET regionally and nationally, including training opportunities, pilot programs, degrees, and career paths. Mr. Zartman thanked Tracy for her time and the valuable information and material. Executive Director s Update Erica provided the following updates. Included in the board book are the following reports: CPWDC s FY 2015 Competitive Funding Portfolio, which contains grant information for FY 2014, new secured grants and funding sources being explored by CPWDC. October 2014 Labor Market Information, including Economic Outlook and unemployment numbers for the region. WorkKeys National Career Readiness Certificate data. Also included in the board book are copies of Governor Elect Tom Wolf s, 21 st Century Skills that was included in his A Fresh Start for Pennsylvania plan. Also included is a copy of the letter sent to Governor-Elect Wolf from the PA Workforce Development Association (PWDA) and a list of current workforce initiatives that are taking place by locals WIBs. Open Discussion None Date of Next Meeting The Executive Committee will meet on Friday, January 9, 2015 at the CPWDC office in Lewisburg.
